Two present vote.

2:11

And we have two.

2:14

Excuse absences.

2:16

Thank you.

2:17

Thank you for helping me through that.

2:18

Yep.

2:18

Motion passes.

2:19

Madam Secretary, are there any corrections to the agenda?

2:23

Chairman, I have no changes to your agenda.

2:26

Can we begin with public speakers?

2:28

I have two.

2:30

I have four.

2:32

Thank you.

2:35

Jessica Jackson in Taiwan Sims.

2:39

If you're in the room, please come to the mic.

2:42

I'll call the next two after that.

2:45

Please be reminded of the rules for public speaking.

2:51

Time is started.

2:55

So you all moved the public speaking podium over here.

3:03

Right.

3:06

And so it could be for several reasons.

3:10

If you look at the actual videos now, they're chopped up, and you can't see the public speaker clearly.

3:21

Now I noticed that that happened after I did that voting rights act public speaking, and it went what they call super viral, and end up even getting to the White House.

3:34

And so I guess because of that, you all moved this podium back.

3:41

So that the public speakers cannot be seen.

3:45

But it doesn't matter about being seen.

3:48

The issue is that the message is being heard.

3:52

Thank you.

3:53

Right?

3:54

So it was really silly to do this.

4:00

Like it's silly to run to the Chicago Tribune about a hit piece.

4:07

Talking about our public our right to public speak.

4:11

That's why I didn't go anywhere.

4:13

Because it was silly.

4:32

Won't get after the sheriffs for hanging false eviction notices on people's doors.

4:40

See how Tower Stamps is walking away because she can't take the heat.

4:44

She'd rather run to the Sun Times.

4:47

Or to the Tribune, excuse me.

4:51

But it doesn't matter.

4:53

Because the message is still getting out.

4:57

People are drawn to the message.

5:00

Because everybody knows that Cook County officials are corrupt.

5:05

We're all being subjected to the corruption.

5:08

We're all being subjected to the corruption of JB Prister.

5:12

We all being subjected to the corruption of the inspector generals here that won't do their jobs at all.

5:18

They sit there and they cover for these corrupt judges using the excuse that everything is still in litigation and therefore they can't do anything.

5:27

Well, you got a Scott Britain right there that won't take it out of litigation.

5:31

And instead gives false information to people who come and express their grievances.

5:39

Putting the podium back, don't do nothing.

5:42

Guarantee you, Stanley Moore, it's not gonna do nothing.

5:47

Guarantee you go get that crooked president of yours, Cook County official, put uh Tony Preckwickle and Crooked JP Prista.

5:56

Correct them and Dart, then you'll get somewhere.

6:01

But all this stupidity, it's not going anywhere.

6:04

Tyon Sims is our next speaker.

6:07

Are you in the room, Mr.

6:08

Sims?

6:09

If not, uh Shana Harris.

6:15

Are you here?

6:16

Please.

6:16

Thank you.

6:21

After Quoshana is George Blake Moore.

6:29

Please begin.

6:30

Hello.

6:31

Hello.

6:33

Y'all can hear me?

6:35

Oh.

6:36

Good morning.

6:37

Why sound like I can't get heard?

6:39

We hear you.

6:40

Oh.

6:40

We hear you and you're on TV.

6:43

We hear you and we see you.

6:44

Yep.

6:45

Please continue.

6:46

Hello, my name is Kushana Harris, and I'm the founder of the Chicago Shower Association.

6:51

A new initiative focused on expanding access to sanitation services.

6:56

I'm here today because I want to emphasize how the sanitation center goes beyond just hygiene.

7:03

Many individuals we serve are disconnected from the mainstream, and they haven't had identification services or any recognition in society.

7:11

This system is a critical bridge, not just for a shower, but for reintroducing them to society.

7:17

By restoring their hygiene, we restore their sense of worth, and that can help keep pedestrian and traffic safety aligned.

7:26

We restore their ability to be identified and their chance to reconnect, whether it's finding a job, securing housing, or most importantly, getting help accessing mental health care.

7:37

In doing so, we create a ripple effect.

7:39

Healthier streets, safer intersection in a city that recognize everyone's potential.

7:44

This is more than about cleanliness.

7:46

It's about community healing and last instability.

7:49

In addition, this approach is all this approach also fosters trust, inclusive, and giving individuals a safe and dignified start.

7:58

We create a foundation for long-term change as they step back into daily life.

8:04

They're empowered to be active members of our communities, re and reducing barriers and ensuring that everyone can travel safely with dignified with dignity.

8:13

Rebirthing all of Chicagoland.

8:16

Many individuals feel, many and making individuals feel humane again.

8:20

I humbly ask for your support today in helping us expand this vital service so we can ensure every pedestrian has pathways towards stability, dignity, a brighter future.

8:31

We create safer streets.

8:33

Oh.

8:34

Keep going.

8:35

You got one minute left.

8:36

We could we create safer streets, more inclusive, more a more inclusive and dignified city for all.

8:43

Thank you so much.

8:45

Thank you, George Blakemore's next transportation.

8:58

Highways, the workforce.

9:07

House ends.

9:09

House what ends.

9:13

Oh, I'm over here, Spanish are taking over.

9:17

All the the white, the uh uh illegals are taking over.

9:21

Is something wrong with the blacks?

9:25

It's something wrong with the black people on the plantation, the master made an end.

9:41

Black faces and high places selling black people out.

9:46

Go to the ghetto.

9:48

High crime.

9:51

No economic development.

9:55

Inferior schools, no banks, no business.

10:00

But black people have no business.

10:04

They don't tend to their business.

10:07

They're embarrassing.

10:10

When I used to go back down to Texas and I'll kind of act up, my mother said, go back to Chicago.

10:16

We're sophisticated people down here.

10:19

You're not gonna embarrass us.

10:23

You are embarrassing.

10:25

You you black all no.

10:28

These are commission.

10:29

Same old thing.

10:30

They just recycle them from one hog pin to the other.

10:34

What did she say?

10:36

Go back to Chicago.

10:39

We are sophisticated people.

10:42

She say, don't embarrass.

10:43

She will be ashamed of my behavior.

10:47

Because if I behave bad, that makes her look bad.

10:53

So you make us look bad, you black ones.

11:00

Felling out.

11:02

You should welcome us.

11:06

Because you're getting paid to sell us out.

11:12

Fell out.

11:14

Go back.

11:15

So I'm connecting with you.

11:18

You are embarrassing to me.

11:21

You so-called black ones.

11:24

You are embarrassing.

11:26

The Hispanic got more sense.

11:29

My mother used to say Nathan got more sense than you.

11:32

That was the other lady's little boy.

11:34

But she knew he was smaller than me.

11:37

But I was smart.

11:38

She loved me.

11:39

Fed me, sheltered me, but she wasn't a fool.

11:43

These Hispanics got more sense than these blacks.

11:48

They advocate for their people.

11:51

They advocate for their people.

11:55

And you black ones, something is wrong with you.

11:58

Something is sad.

12:01

Love your net to hair, your big nose, and your black.

12:06

Thank you.

12:07

Thank you.

12:08

Chairman, that concludes your list of speakers for this meeting.

12:12

Thank you.

12:18

Minutes next.

12:24

All right.

12:26

Madam Secretary, Commissioner Anaya.

12:29

We'll move to approve the minutes 26, 1664.

12:34

The approval of the minutes from the meeting on May 13th, 2026.

12:37

Seconded by Commissioner Britton.

12:39

All those in favor, please say aye.

12:42

All right, have it motion carries.

13:02

Okay, hold on.

13:03

Leave of the body to allow this young man to speak.

13:06

Thank you.

13:06

Taiwan Sims.

13:07

Taiwan Sims may proceed.

13:15

Oh man, what's going on?

13:16

What is going on?

13:19

What is going on?

13:20

What's the impediment and trying to get some help here?

13:23

And you get it from mainly us.

13:24

I got the sheriff here trying to tell me that I don't know how I was moving just now.

13:29

But that's neither here nor there.

13:31

May 19th, I found myself in a situation where I woke up at the Cook County Schroeder Hospital.

13:38

Um I came from 555 West Harrison, not sure as to how I got in that hospital, but I woke up in handcuffs and foot shackles.

13:47

The narrative was told to me that I either stormed the state's attorney's office or the second narrative is this, which pertains to transportation, is that I left the courthouse somehow from the elevator, ended up in transit, pulled my pants down, and then was in some type of violent situation with what they said was the police.

14:10

But yesterday at court, which they had court on the ninth, by Zoom, there was a sheriff Cortez in the courtroom.

14:19

And I guess he was the arresting officer or the complaining witness.

14:22

However, when I made it to Shrozia Hospital, I was in so much pain that I could not speak.

14:28

My left eye had blood in it, as if someone had struck me so hard it left bleeding in my eye or my brain was bleeding, which was the reason they gave me an MRI.

14:38

They also gave me a pulmonary, they gave me a basic trauma workup.

14:44

I had scars in my face, impact wounds, all of this in a matter of 30 minutes had taken place.

14:52

I had a motion to vacate here and at 11 o'clock.

14:55

I remember being in that hearing.

15:00

And also remember the last thing was exchanging with Sheriff Cortez, which he gave me some documents to follow up a court.

15:07

After that, I woke up in chains.

15:10

I woke up shackled from leg to arm.

15:15

No explanation as to how I got there.

15:17

I asked the sheriff, I say, hey, the the the sheriff that I looked up, and the thing was I still thought I was at 555 West Harrison.

15:23

Because when I woke up, I was staring at a sheriff.

15:26

One minute.

15:26

Who was Gonzalez?

15:27

I said, hey, uh, how I get here.

15:30

He said, I don't know.

15:31

I said, why am I in handcuffs?

15:33

I don't know.

15:34

No explanation.

15:35

But they charged me with resistance and obstruction, disorderly conduct, and trespassing.

15:43

However, both of these narratives do not corroborate each other.

15:46

And so I'm asking this body, the commission, to look into this.

15:51

Because if individuals are experienced a mental health crisis, then how are they handled?

15:56

30 seconds.

15:58

Is there a mental health crisis response?

16:00

Or are they just attacked by so-called law enforcement?

16:04

And why would I be attacked by the shares if I was in transit, as they say?

16:09

So I would like this looked into it extensively, because the safety of the citizens when they're dealing with mental health crisis is important.

16:17

And it's imperative that individuals like that be taken care of.

16:20

I'm sure that there's some type of provision set up around it for the county and for the city.

16:26

And I want to understand what took place.

16:28

And also I want to understand the sexual assault that I experienced while at the hospital.

16:35

Thank you.

16:35

Chairman, I conclude your speakers.

16:43

Commissioner Anaya will now move to approve item numbers 26, 12, 10, 26, 12, 11, 26, 12, 12, 26, 12, 13, 26, 11, 32.

Summary of Proceedings

Transportation Committee Meeting - Cook County, Illinois - June 10, 2026

The Transportation Committee of Cook County held a meeting on June 10, 2026, at 5:30 PM UTC. The meeting was called to order after a recess, with Chairman presiding. Commissioners were polled via roll call, yielding 12 ayes, 2 present votes, and 2 excused absences on a preliminary motion. The agenda included approval of previous minutes, public comments, and consideration of five transportation-related items. All items were approved without discussion.

Public Comments & Testimony

  • First Speaker (unidentified, possibly Jessica Jackson): Complained that the public speaking podium had been moved to obscure speakers, alleging it was retaliation for a viral speech on voting rights. Accused Cook County officials of corruption, including JB Pritzker, the inspector general, and judges. Criticized Commissioner Stamps for walking away.
  • Shana Harris (founder, Chicago Shower Association): Presented her initiative to expand access to sanitation services. Argued that providing showers helps restore dignity, reconnects individuals to identification services, and supports mental health, employment, and housing. Asked for the committee's support in expanding the service to create safer streets and a more inclusive city.
  • George Blake Moore: Made a lengthy, racially charged statement criticizing Black officials for not advocating for Black communities, contrasting them with Hispanic communities. Asserted that Black officials are "selling out" their people and are an embarrassment.
  • Taiwan Sims (additional speaker, granted leave): Described a traumatic experience on May 19, 2026, where he woke up at Cook County Schroeder Hospital in handcuffs and shackles after being at 555 West Harrison. He was charged with resistance, obstruction, disorderly conduct, and trespassing. He alleged that the narratives of the incident do not match and that he suffered injuries including a bleeding eye. He requested the committee investigate how individuals in a mental health crisis are treated by law enforcement and also reported a sexual assault at the hospital.
