0:52Commissioner Naya is absent.
0:54Commissioner Britton.
1:01Commissioner Gainer is absent.
1:06Commissioner Laurie is I.
1:07Commissioner McCasco.
1:08Commissioner McCaskill is I.
1:11Commissioner Miller present.
1:15Is present for a remote roll call.
1:23The vote is present, correct?
1:27Commissioner Miller is present.
1:34Commissioner Marita is aye.
1:35Commissioner Kevin Morrison.
1:37Commissioner Sean Morrison is excused.
1:45Commissioner Vasquez.
1:50And Commissioner Arma and just stepped back in.
1:53Commissioner Naya will be added to the roll call.
1:56What's your vote for remote participation?
2:01Chairman, we have 12 ayes.
2:17Thank you for helping me through that.
2:19Madam Secretary, are there any corrections to the agenda?
2:23Chairman, I have no changes to your agenda.
2:26Can we begin with public speakers?
2:35Jessica Jackson in Taiwan Sims.
2:39If you're in the room, please come to the mic.
2:42I'll call the next two after that.
2:45Please be reminded of the rules for public speaking.
2:55So you all moved the public speaking podium over here.
3:06And so it could be for several reasons.
3:10If you look at the actual videos now, they're chopped up, and you can't see the public speaker clearly.
3:21Now I noticed that that happened after I did that voting rights act public speaking, and it went what they call super viral, and end up even getting to the White House.
3:34And so I guess because of that, you all moved this podium back.
3:41So that the public speakers cannot be seen.
3:45But it doesn't matter about being seen.
3:48The issue is that the message is being heard.
3:54So it was really silly to do this.
4:00Like it's silly to run to the Chicago Tribune about a hit piece.
4:07Talking about our public our right to public speak.
4:11That's why I didn't go anywhere.
4:13Because it was silly.
4:32Won't get after the sheriffs for hanging false eviction notices on people's doors.
4:40See how Tower Stamps is walking away because she can't take the heat.
4:44She'd rather run to the Sun Times.
4:47Or to the Tribune, excuse me.
4:51But it doesn't matter.
4:53Because the message is still getting out.
4:57People are drawn to the message.
5:00Because everybody knows that Cook County officials are corrupt.
5:05We're all being subjected to the corruption.
5:08We're all being subjected to the corruption of JB Prister.
5:12We all being subjected to the corruption of the inspector generals here that won't do their jobs at all.
5:18They sit there and they cover for these corrupt judges using the excuse that everything is still in litigation and therefore they can't do anything.
5:27Well, you got a Scott Britain right there that won't take it out of litigation.
5:31And instead gives false information to people who come and express their grievances.
5:39Putting the podium back, don't do nothing.
5:42Guarantee you, Stanley Moore, it's not gonna do nothing.
5:47Guarantee you go get that crooked president of yours, Cook County official, put uh Tony Preckwickle and Crooked JP Prista.
5:56Correct them and Dart, then you'll get somewhere.
6:01But all this stupidity, it's not going anywhere.
6:04Tyon Sims is our next speaker.
6:07Are you in the room, Mr.
6:09If not, uh Shana Harris.
6:21After Quoshana is George Blake Moore.
6:37Why sound like I can't get heard?
6:40We hear you and you're on TV.
6:43We hear you and we see you.
6:46Hello, my name is Kushana Harris, and I'm the founder of the Chicago Shower Association.
6:51A new initiative focused on expanding access to sanitation services.
6:56I'm here today because I want to emphasize how the sanitation center goes beyond just hygiene.
7:03Many individuals we serve are disconnected from the mainstream, and they haven't had identification services or any recognition in society.
7:11This system is a critical bridge, not just for a shower, but for reintroducing them to society.
7:17By restoring their hygiene, we restore their sense of worth, and that can help keep pedestrian and traffic safety aligned.
7:26We restore their ability to be identified and their chance to reconnect, whether it's finding a job, securing housing, or most importantly, getting help accessing mental health care.
7:37In doing so, we create a ripple effect.
7:39Healthier streets, safer intersection in a city that recognize everyone's potential.
7:44This is more than about cleanliness.
7:46It's about community healing and last instability.
7:49In addition, this approach is all this approach also fosters trust, inclusive, and giving individuals a safe and dignified start.
7:58We create a foundation for long-term change as they step back into daily life.
8:04They're empowered to be active members of our communities, re and reducing barriers and ensuring that everyone can travel safely with dignified with dignity.
8:13Rebirthing all of Chicagoland.
8:16Many individuals feel, many and making individuals feel humane again.
8:20I humbly ask for your support today in helping us expand this vital service so we can ensure every pedestrian has pathways towards stability, dignity, a brighter future.
8:31We create safer streets.
8:35You got one minute left.
8:36We could we create safer streets, more inclusive, more a more inclusive and dignified city for all.
8:45Thank you, George Blakemore's next transportation.
8:58Highways, the workforce.
9:13Oh, I'm over here, Spanish are taking over.
9:17All the the white, the uh uh illegals are taking over.
9:21Is something wrong with the blacks?
9:25It's something wrong with the black people on the plantation, the master made an end.
9:41Black faces and high places selling black people out.
9:51No economic development.
9:55Inferior schools, no banks, no business.
10:00But black people have no business.
10:04They don't tend to their business.
10:07They're embarrassing.
10:10When I used to go back down to Texas and I'll kind of act up, my mother said, go back to Chicago.
10:16We're sophisticated people down here.
10:19You're not gonna embarrass us.
10:23You are embarrassing.
10:25You you black all no.
10:28These are commission.
10:30They just recycle them from one hog pin to the other.
10:39We are sophisticated people.
10:42She say, don't embarrass.
10:43She will be ashamed of my behavior.
10:47Because if I behave bad, that makes her look bad.
10:53So you make us look bad, you black ones.
11:02You should welcome us.
11:06Because you're getting paid to sell us out.
11:15So I'm connecting with you.
11:18You are embarrassing to me.
11:21You so-called black ones.
11:24You are embarrassing.
11:26The Hispanic got more sense.
11:29My mother used to say Nathan got more sense than you.
11:32That was the other lady's little boy.
11:34But she knew he was smaller than me.
11:39Fed me, sheltered me, but she wasn't a fool.
11:43These Hispanics got more sense than these blacks.
11:48They advocate for their people.
11:51They advocate for their people.
11:55And you black ones, something is wrong with you.
12:01Love your net to hair, your big nose, and your black.
12:08Chairman, that concludes your list of speakers for this meeting.
12:26Madam Secretary, Commissioner Anaya.
12:29We'll move to approve the minutes 26, 1664.
12:34The approval of the minutes from the meeting on May 13th, 2026.
12:37Seconded by Commissioner Britton.
12:39All those in favor, please say aye.
12:42All right, have it motion carries.
13:03Leave of the body to allow this young man to speak.
13:07Taiwan Sims may proceed.
13:15Oh man, what's going on?
13:20What's the impediment and trying to get some help here?
13:23And you get it from mainly us.
13:24I got the sheriff here trying to tell me that I don't know how I was moving just now.
13:29But that's neither here nor there.
13:31May 19th, I found myself in a situation where I woke up at the Cook County Schroeder Hospital.
13:38Um I came from 555 West Harrison, not sure as to how I got in that hospital, but I woke up in handcuffs and foot shackles.
13:47The narrative was told to me that I either stormed the state's attorney's office or the second narrative is this, which pertains to transportation, is that I left the courthouse somehow from the elevator, ended up in transit, pulled my pants down, and then was in some type of violent situation with what they said was the police.
14:10But yesterday at court, which they had court on the ninth, by Zoom, there was a sheriff Cortez in the courtroom.
14:19And I guess he was the arresting officer or the complaining witness.
14:22However, when I made it to Shrozia Hospital, I was in so much pain that I could not speak.
14:28My left eye had blood in it, as if someone had struck me so hard it left bleeding in my eye or my brain was bleeding, which was the reason they gave me an MRI.
14:38They also gave me a pulmonary, they gave me a basic trauma workup.
14:44I had scars in my face, impact wounds, all of this in a matter of 30 minutes had taken place.
14:52I had a motion to vacate here and at 11 o'clock.
14:55I remember being in that hearing.
15:00And also remember the last thing was exchanging with Sheriff Cortez, which he gave me some documents to follow up a court.
15:07After that, I woke up in chains.
15:10I woke up shackled from leg to arm.
15:15No explanation as to how I got there.
15:17I asked the sheriff, I say, hey, the the the sheriff that I looked up, and the thing was I still thought I was at 555 West Harrison.
15:23Because when I woke up, I was staring at a sheriff.
15:27I said, hey, uh, how I get here.
15:30He said, I don't know.
15:31I said, why am I in handcuffs?
15:35But they charged me with resistance and obstruction, disorderly conduct, and trespassing.
15:43However, both of these narratives do not corroborate each other.
15:46And so I'm asking this body, the commission, to look into this.
15:51Because if individuals are experienced a mental health crisis, then how are they handled?
15:58Is there a mental health crisis response?
16:00Or are they just attacked by so-called law enforcement?
16:04And why would I be attacked by the shares if I was in transit, as they say?
16:09So I would like this looked into it extensively, because the safety of the citizens when they're dealing with mental health crisis is important.
16:17And it's imperative that individuals like that be taken care of.
16:20I'm sure that there's some type of provision set up around it for the county and for the city.
16:26And I want to understand what took place.
16:28And also I want to understand the sexual assault that I experienced while at the hospital.
16:35Chairman, I conclude your speakers.
16:43Commissioner Anaya will now move to approve item numbers 26, 12, 10, 26, 12, 11, 26, 12, 12, 26, 12, 13, 26, 11, 32.
