So a case 23D79597, in which I went in March 2023 to file an OP, and later was made into the respondent when the case was consolidated into well initially the case would be 230P72315.

This has been going on for three years now.

Just Monday, I was told that I would be jailed if I did not take a BCX, which is a behavioral clinical exam, in which they want to check my competency.

This request was made by Emma Burns of the Public Defender's Office.

I spoke with the public defender Sharon Mitchell some two years ago about this.

Detailed the case out to him and everything.

However, this BCX seems to be a hindrance now.

And if I would have gone to court Monday, they would have jailed me.

So I wouldn't have been here right now making this public comment.

And so I'm asking not for uh adjudication or litigation.

I'm simply asking for oversight as to why I'm now being asked to have this competent exam and why it's so extreme that I'll be put in jail and forced to take the exam by the judge, Judge Wren.

She has heard me speak because I've been in her courtroom now for six years.

A previous case which involved my mother, which took three years to adjudicate or finalize my mother's dead now.

So this individual understands that I'm very competent that I can help these individuals with the case because I've helped them extensively with the case.

But to have them now try me or test my competency or question it seems a bit um asinine to me.

And so I want to get to the bottom of it.

I want to understand why, but first I would like to understand why I need to be jailed to take a test that I don't need.

This case should have been over with because I'm the petitioner starting at 23 OP 72315.

When the case was then consolidated into 23 D 79597, I was made the respondent.

So the individual who attacked me, slapped me, destroyed my property, she was never jailed.

I've been suffering all the consequences for the last three years, and I would like to understand, and there's a task force that speaks to this.

Because yesterday, Scott Britton made a lot of very he made a very disturbing remark, saying that this body, and particularly because he's the commissioner that's over litigation.

And this is the most appropriate meeting because this is the rules committee.

For him to say that this body, and for him to be the litigation department, to say that there is no jurisdiction, that they have no jurisdiction over the misconduct of judges.

And then he referred the people to the judicial inquiry board.

Now, this morning I have with me, since this is the rules committee, the judicial inquiry board manual.

On page five of the judicial inquiry board manual, it reads the board has only limited authority to correct perceived shortcomings in the administration of justice.

Have a judge removed from a case, review judicial decisions, take action against judges for being too hard or too soft in sentencing or for setting bond too high or too low.

The board has no jurisdiction to investigate allegations of misconduct and or incapacity against retired judges, lawyers, police officers, court personnel, administrative law judges, federal judges, arbitrators, hearing officers, or anyone other than active judges of the state of Illinois.

So the mere fact that he is the commissioner that's open litigation for him to spread that lie and go uncheck, Bill Laurie, then the ARDC in the landmark case of Himmel, it established that an attorney who fails to report another lawyer's misconduct can face disciplinary sanctions, including the susp uh suspension.

Rule 8.4 B and A point C says it is a mandatory duty of an attorney to report misconduct involving dishonesty, fraud, deceit, or misrepresentation of another attorney.
