Truth and acknowledgement are critical to understanding to building understanding and mutual respect across all cultures, traditions, and heritages.

By reading this statement, Cook County recognizes the past wrongdoings as well as present harm upon people, tribal lands, and governments.

We honor the indigenous people, past and present, and pause to remember the acts of violence, displacement, colonization, and removal of the original inhabitants of this land.

With this land acknowledgement, Cook County commits to learning more about and doing better to support the county's native and indigenous residents as we work towards equity for all of Cook County.

Today I wish to highlight the importance of providing victims with adequate notice in cases of restraining orders, particularly when you're accused abuser will be released.

From prison.

What kind of support will be put in place to ensure the safety and the well-being of our victims prior to the release.

In my personal experience, it was not good.

And when I received that notice, I didn't really know.

I was I was in shock.

5:35

Normally it was it was really hard for me.

But it also caused me to have trauma from, you know, I I had to go to the hospital because of the stress that was behind what you know, just not knowing what was gonna happen.

So due to the stress-related issues, the lack of information about my accused abusers whereabouts.

I don't even know where he's located.

Um I do have a restraining order that will be still in place for a few more years.

But to say that a lot of our victims, we we are going through a lot of the same issues.

We don't really know what to do and how to put in place.

What are we supposed to do?

Uh, what do you all have in place for victims before the uh accused abusers are gonna be released?

At least letting us know how we can navigate through the process and get the support that we need as victims because this is very traumatizing.

March 22nd of 2016, I was brutally beaten with a hammer and left in a pool of blood to die.

And you can see now that I am here for all of the survivors, not just myself.

So uh we just want to be able to have change.

I work timelessly and and just hope that we can get the justice and the uh uh with the support that we need as survivors.

I am here because I was also a victim and of domestic violence where I was attacked November 2nd of 2012, and I was attacked with a baseball bag, and I was hit in the head.

Um my attacker was released, and I didn't have any knowledge of it.

I was actually driving down the street on Jeffrey and 71st.

He got off the bus, walked across the street across my car.

8:15

Uh my attacker looked in the car, did not recognize me because I changed my hair a lot, but it took me into a frenzy where I called my best friend and told her what happened.

I was told to go to the police department.

8:33

I got to the police department, and they told me, well, if he didn't do anything to you, it was nothing that they can do.

So it kind of got me in the shelter.

Um, I don't come out as much unless I have something to do.

Um, I instacart with the grocery store because I'm in South Shore area, and this person also lives in the South Shore area.

So um I was not alerted, um, do text, phone or anything up on his release.

I was alerted maybe three months later, and I think that was because I went to the police department and I was complaining that no one called me to let me know that he was out.

What I would like to be done is counseling up on their release when they get out.

We need to have something in place for them when they get out, they need to go through some kind of program and some kind of counseling and be checked on periodically uh as they come out.

This is word-for-word testimony about how fights are caused by deprivation in Cook County jail.

Taken from a conversation with someone who has been incarcerated in the jail for more than five years.

Yeah, jail fights, like I'm like a lie.

It's important.

Like people think that, you know, we fight for nothing in here.

But it's actually for a lot.

But it's very small for what we fight for.

It's like really small things that we fight for that people in the world would probably never do.

People outside would never fight for like a like a mayonnaise package or like a mustard pack, you know, a plastic spoon.

You know, things like that.

I think guys, I think guys get themselves hurt just for mumbling words, you know, for slamming the microwave, for slamming the phones down, for making too much noise in the day room where everybody's trying to watch the news, you know, things that in the real world, you know, that would probably never happen.

Oh my god, all day, seriously, all day, all day, there's a line.

There's always a line that listen, it don't even have to be, you know, a person waiting in line.

Let me tell you, it's an invisible line at that.

So when that guy gets out the shower, you know, come up and then it's my turn.

It goes like that, but it's a line every day.

You have to, you know, make some adjustments.

And you got to have to adjust to what's going on.

Because I've seen guys one minute.

I've been on deck with guys for two and three years.

And this one guy, he came on the deck and he's like, I ain't waiting in line.

Well, that's when the ass kicking starts.

So if you don't, you know, make if you don't accommodate you know these men for that, you know, then you're gonna get your ass kicked, and that's just how it goes.

The conditions inside the jail are a major conflict driver of the conflict and violence between those incarcerated.

The sheriff does not lack tools to surveil insiders' behavior or a way to track interactions.

What the jail lacks is a commitment to address the conditions that increase conflict.

The incorporation of additional surveillance, including using AI within Cook County jail, will not address these concerns.

And I felt this was something I needed to do based on paying attention and following some of the project errors that have been occurring with your taxes and Treasury department.

So I felt that we may be able to assist or assess some of the problems that you're having and possibly work with some of our partners to come up with a solution for the city and county.

My name is Taylor Tramil, political director with at the Workers Center for Racial Justice, and with the Union for Guaranteed Income, partnered here alongside with Community Change.

Um and here we also have our members of the Union for Guaranteed Income who are helpful who have helped to steer our guaranteed income work here in Cook County.

First, I just want to say thank you all.

Last year, the board made history with the unanimous vote to support a permanent guaranteed income program, a really great investment in Cook County.

And at the time where working families continue to face rising costs for food, housing, transportation, and really a really uncertainty at this time.

And your vote sent a powerful message, which is that economic dignity matters and that the government and that government can choose to directly invest in people.

Today, the leadership matters more than ever.

Across the county, we are witnessing attacks on programs and services that families rely on every day.

Communities are being asked to do more with less while working harder than ever just to make ends meet.

15:49

Here in Cook County, we have an opportunity to chart a different path, one that's rooted in economic justice.

Over the past year, the Union for Guaranteed Income has been listening and we surveyed and spoken with residents across Cook County and more recently in communities throughout Illinois.

As our movement has expanded into places like Champaign, we continue to hear the same message.

People know what they need.

16:14

Parents know how to care for their children, workers know how to have a sustainable household.

Returning citizens know what they need to have a successful reentry into society.

And that's why we're calling on the board and President Prepwinkle to ensure that impacted residents remain at the center of the final program and design implementation process.

And making sure that community engagement is not just a checkbox, but it's also a guiding principle.

Every commissioner here represents communities where families are making impossible choices every day.

And as we look toward 2027, we encourage the board to identify sustainable revenue strategies that can expand this investment and ensure it reaches more residents across Cook County.

Here at the Workers Center for Racial Justice, we actually sit on the steering as a steering committee member with the Illinois Revenue Alliance, a coalition of organizations who have found real world opportunities for the state and one over one billion in the past session.

Finally, I would just like to also invite every commissioner and President Preckwinkle to join us on July 25th at 11 a.m.

I am a student, a working mother, and I take care of all three of my beautiful daughters.

First, I would like to thank the Cook County Commissioner for your historic leadership last year for funding $7.5 million for the first permanent guaranteed income program in the country.

While it would have been amazing and life-changing for many to have started the program by this point in the year.

We still deeply appreciate the collaborative effort that the Bureau of Economic Development is willing to put forth regarding important program design questions with the guaranteed income advisory board.

It is aspiring to know that people will feel a sense of security come to come to start of the program.

Since December of last year, I've been working and organizing with the Youth for GI campaign.

We have been able to connect with people from all walks of life who either support guaranteed income or may need it in their own lives.

We now have close to 8,000 supporters.

Learning from the experience of past recipients has truly opened my eyes to what if what is possible for our communities through this no-streets attached caste assistance.

It represents freedom, stability, and hope.

Many families, including my own, are working hard every day to provide for our loved ones, yet unexpected hardships can quickly place families in difficult situations.

We worry about bills, groceries, making sure our living spaces are comfortable.

It is a constant struggle to make end meets right now.

With costs rising and the federal government cutting funding to life-saving federal programs.

I'm thankful the GI advisory board is investing in us through this program.

Personally, I have student loans.

I can't afford to pay right now.

Many payment plans that could have been paying, could have made paying my loans manageable, have been eliminated by the current administration.

So last month I had a payment due that I couldn't even pay because I had no money left after paying my other more pressing bills like my rent.

I don't have kids, I live on my own, and even I can barely afford to live.

21:43

That's why we need increased funding for guaranteed income for 2027 and years to come.

Everyday people, even people who work full-time, are deserving of help.

For the last year, we've been working hard to reach as many people as possible, over 7,800 now, who need help or want to be part of the union, and our numbers are growing.

Last week we had our first meeting in Champaign County with residents interested in joining.

As Morancook County and Illinois residents learn about what guaranteed income is and how we all made it happen.

Um I'm here for the 26-1764 bill for um senior awareness for uh Torah stamps.

And first of all, I would like to say also good morning to President Prairie Winkle and all of the commissioners.

I'm here for the senior awareness deal because I have recently uh lost my mother due to neglect and abuse uh through the nursing homes.

She was an advocate who worked for Lutheran Services as a senior uh resource um provider helping seniors to stay in their home.

And I believe the system has um led her down a path of no return uh for about the first nurse at home allowed her to walk outside and catch hypothermia in January of 2025.

From that, she developed congestive heart failure.

24:19

The attorney um and based on medical stated um to leave her there, so we did.

24:25

Uh, she continued to go back and forth to the hospital because her heart rate um wasn't beaten um at the normal rate.

24:34

When we realized that she had um bed sores, which we were never informed about, um, we removed her from that nursing home.

24:42

The second nurse at home did heal the bed sores and was providing the proper care.

24:49

Uh, but they were telling us she wasn't eating, which was not true.

24:52

We would come and feed her every day.

24:55

One weekend we were not able to get there.

Uh, she ended up in a hospital with um malnutrition and dehydration.

25:05

And um after that, we took her out of that nursing home, and we were in the process of maneuvering through the system to bring her home and get her out of nursing homes.

So I decided to put her in hospice to get the extra level of support at the nursing homes because I just felt like uh due to her condition of the first nursing home, allowing her to catch um hypothermia and congestive heart failure.

That um our best place would be to try and get her home.

25:39

So even though I was able to navigate through the system in the support, um, I also want to commend the Illinois Department of Health for their support and their accurate investigations through the nursing homes, which found all and all of my um allegations valid.

And I just feel that there need to be more supports for seniors to be able to be at home regardless of their condition and uh state of mind and at this time uh we still navigating the system a week prior to her coming home.

Uh she passed away, and we're still waiting on, you know, they say, well, she they really can't tell you even how uh she passed.

So I feel like there need to be um levels in place to deal with the neglect.

He ever tried to change you, but on the plantation, something happened to us.

A mill breakdown go to these ghettos in the suburb and in the city of Chicago, no economic development, but they're still taxing our people more than they're taxing the whites.

Well, well, what color uh are these immigrants come coming in to the county and to the city of Chicago?

Both of which was giving the investigation to investigate, and both of them which have let it lay dead.

And the information is just really showing that this program is not only fostering early detection, but in fact we're saving lives.
