Um so today we have several items for your consideration.

We began with item 2510 or 261058, which is a contract with Gannett Fleming Trans Systems, the amount of one point three approximately 1.3 million dollars to provide design services as they relate to threat assessment and hardening at the new 130,000 square foot MEO building.

The threat assessment will happen concurrently with the AE design of the facility itself to ensure adequate safety, security, and protection of the staff and visitors to the new facility when it is constructed and fully operational.

The AE contract for the entire MEO building is further down the agenda, and I will touch on that momentarily.

The next three items are contract renewals and increases for the Department of Capital Planning Planning's Construction Management Services.

The first 261303 is a renewal of approximately seven point an increase of approximately 7.8 million dollars for STV CBRE joint venture, the vendor that provides CM services for the county's corporate portfolio.

This portfolio includes CIP projects at the county building, county warehouses, and transportation buildings, and the Oak Forest campus.

Next, we have 261304, which is a renewal and increase of approximately two 12.1 million with Ardmore Roderick Arcadis JV, which is the vendor that provides CM services for the county's public safety portfolio, which focuses on work being done at the DOC campus and courthouses, as well as ARPA initiatives like the county's build-up program.

Item 261325 is renewal and increase with Jones Lang LaSalle America's Inc.

JLL is a vendor that provides CM services for the health and hospitals portfolio.

This increase of approximately 12.5 million will allow them to continue work, which includes CIP projects at Stroger Hospital, Provident Hospital, 14 clinics within Cook County, and the Oak Forest campus.

Moving on down the agenda, we have item 261346, which is a new contract with FGM architects for 3.4 million to provide AE design services for planned states attorney renovations on the 11th, 12th, 13th, and 14th floors at the criminal courts building at the criminal courts administration building.

Last item for capital planning is a contract with Moody Nolan Inc.

to provide AE design services for the new medical examiner's office, which will be located one block south of south of the current MEO site.

The scope of work includes civil architectural structural mechanical electrical and associated designs for the building, which will be constructed under a future separate contract that will eventually take to the board once it has been procured.

The next four items are the Department of Real Estate Management, beginning with item two six one three nine zero, a miscellaneous item of business that allows the counties the county to subdivide one of the existing ground leases at Old Cook County Hospital.

Currently, one of the ground leases includes both hotel and daycare space, and we're requesting to separate the current lease into two distinct ground leases, which reflects these two specific occupancy types.

This subdivision would be a budget neutral and would not impact the revenue already collected by the county under the 99-year ground lease.

Next, we have item 261525, a contract with KPMG LLP to allow the Department of Real Estate to receive consulting services for the 11-acre Rosemont Blue Line Transportation Center Market Analysis.

The consultant study conducted by the vendor will assist the county in determining the potential redevelopment possibilities for this underperforming real estate asset that would better serve the county's economic and social needs.

300,000 of the $625,000 contract will be funded by a HUD grant that was approved by the board last month.

The last two items on the agenda are on leases of behalf of the OCJ's juvenile redeploy program.

Currently, the juvenile redeploy program is being operated by Youth Services Outreach.

However, due to ongoing administrative challenges, the Office of the Chief Judge has decided to administer the program itself, which will enable it to effectively implement its enhanced juvenile redeploy program model.

And the leases are entirely grant funded.

Item 261589 is the lease with governors SAI LLC, so the juvenile redeploy program may continue to operate at 1990 Governor's Drive and Olympia Fields, and 261652 is a lease with KNS Investment Group, so the program may continue at 1948 West Carroll Avenue in Chicago.

Um I'm just wondering what are the things that potentially have happened before, and if there's anyone from the medical examiner's office that can kind of walk us through why um this contract is needed.

Uh we do we're now doing threat assessments on all of our public buildings, especially courthouses, and in the particular case for the medical examiner, what we're doing is studying and how we can make sure that anyone who wants to cause harm to the facility has difficulty actually getting into the facility.

So we put in barriers, we'll put in the types of doors, we'll put in all types of additional security measures.

We won't know exactly what those threat improvements will be until they complete their study.

Okay, so this is just part of an overall uh process that the county is taking with all of our buildings.

So there's another um contract before us for um Moody, Nolan.

Um so what's the time frame on the architecture and design of this contract?

And um I just heard with the presentation that there is gonna be a second part to it for the actual construction, and then we will see that contract once it's procured.

Do we have a total amount of that one what that one's gonna cost and when we will uh start construction?

We've done an estimate, several estimates on what the potential cost of that building could be.

Um so to answer the first part, the time period for the entire contract is from um 91 of 26 to 831 of 31.

Um, and that's so that we can not only build the build design the building, build a building, we also have to demo demo the existing building.

So once we they're operating out of the current space, and as a part of the agreement we have with the Illinois Medical District, the entity that would we purchase the building from, we now have to demolish that existing building.

So that's why we're you see the time period as it is up until 31.

So this firm will be handling both the new building and the old building.

So in order to protect the county's interest, I back that they bring in additional resources and actually people who are strong in construction to help manage the work.

Um I also had some thoughts on the JLL contract, and this is more just to follow up on the briefing that you kindly provided uh last week.

So for 26-1325 is the JLL contract, not the hospital system.

And I know that we've long talked about uh work that we give to our external vendors versus work that we give to our internal uh county coalition of trades folks, and the balance that you have to strike and I understand and acknowledge that it's a delicate balance, making sure that we push as much work forward as we can while still accommodating and respecting our internal workforce at the same time.

I understand that there's like a sweet spot between the external work that we would give to a JLL and then the internal work that our operations and maintenance people would be doing, and you know, the middle work, maybe the one million, one point five million dollar jobs that maybe our internal workforce doesn't always have time to complete because they're busy doing their routine and regular maintenance to upkeep the buildings versus the bigger projects that um make the JLLs more money and that they can do more swiftly.

So I'm gonna be a no on this one because I do think that it would be a smart idea to incorporize incorporate a small capital improvement plan workforce at the hospital system in order to accommodate these smaller jobs that the JLL would take because our internal workforce can't take.

I think it would save the county money.

Um it would kind of increase our respect to the internal folks and reduce the kind of tension that happens naturally, I think in any organization, the county notwithstanding between the external and the internal workforces that are all kind of doing the same kind of building and construction trades.

So I've heard so much from our internal workforce over so many years that they feel like they really want part of this work.

And so to respect the communication I received from them, um, I'm gonna vote no on this understanding and acknowledging that this external work and JLL is absolutely necessary.

So I know that we've talked about this before, but I did feel like to respect the folks that have been calling me for years that I needed to say this out loud and on this board.
