But if you actually haven't had an inspection for fire, that's a much more serious issue.

Um councilwoman for that word also, and I have spoken to you about the concerns of the neighbors and the parking.

Also, my concern is your license only serves food till 9 p.m.

and you're asking for an entertainment till midnight.

The licenses would not match.

So I don't know if you want to edit one of your licenses, and so everything goes, but um I'll be totally honest.

I would never be comfortable doing an entertainment license in a residential area past 10 p.m.

Say um the houses are closer than a driveway away from you.

So I would ask for a motion tonight to continue this until our next safety service meeting.

We will be holding one on the 16th of this month.

And if you did have a parking plan with the neighbor the building across Parkav, is that 16 parking spots you would have?

But they're not here to but they're not here to talk about it.

It's funny, when I get these that come up in the past, it's usually they come too early in the morning that they're loud.

But you're saying that is it this particular hauler that has the smell?

I mean, again, that could be a public type of nuisance, but honestly, we probably need the complaint first rather than hearsay, and then maybe we can address it.

Yeah, um coming before you to kind of do the right thing.

Uh taking a look at the assistants modified trying to modify the assistant chiefs' salaries.

There's two assistant chiefs on our fire department.

We have one one chief, obviously, two assistant chiefs and uh six uh deputy chiefs, or given different titles now.

Um, but if you want to look at for parity purposes, um this is uh intended to increase the two assistant chiefs' salaries to bring them proportionally more in line with their um where they stand in terms of the uh steps between between the uh deputy chiefs and the fire chief.

Um particularly if I can um I'd like to just go over the numbers with you because they're a little dis I don't want to say deceiving, they're the absolute truth, but um as you can see, the what's stated as what's in the budget, and it is accurate for each of the two assistant chiefs.

Um the budget has uh 111,922 for the annual salaries, and we are proposing to go to 120,000 for each of the two chiefs.

Uh the 111 does not and did not or does not include um the increases that were given to the fire personnel as of July 1st.

So today their salaries effective July 1st really uh was uh is 114,441,000.

If you want to make a notation, so really the increase we're asking for an increase of really approximately just shy of $5600 per per assistant chief.

As a reference, the uh fire chief um is approximately 132,700.

And the uh six deputy chiefs are at um including the increases uh that they were given July 1st, 10753.

So if you could kind of envision the assistant the deputy chiefs at 10753, exist currently, the assistant chiefs uh at 11400 and change.

That's really a difference of approximately a little less than $7,000.

And then the chief salary, as I mentioned, is about 133,000, um, really approximately um $19,000 greater.

Now, something to keep in mind is that the uh fire chief and the assistant chiefs do not receive overtime.

The deputy chiefs do.

These two gentlemen do not receive what the there's no the uh the fire chief and the assistant chiefs do not have overtime.

So really it's for the assistant chiefs to be promoted into the assistant chiefs level financially, it's it's it's a it's a sacrifice.

Um so we feel strongly that the two assistant chiefs you know deserve certainly the 120,000 dollars that's being proposed.

And I think it's uh beyond that.

I think it's uh pretty self-explanatory, particularly noting they do again keep stressing, they do not receive the uh top three people, if you will, do not receive overtime.

Everyone else in the department does.

Um, so I think it's it's it's uh it's certainly fair to bring these to bring these two positions more in line with what we believe is a fair compensation.

I do have some questions as I just went over and spoke to the assistant chief, and Tom probably heard me.

I thanked him for stepping into this role, knowing that a battalion chief, deputy chief is probably gonna make close to 200,000, and we're giving him a small raise, hopefully tonight.

Um, and they've given up all their overtime and all of that, and it's quite a big sacrifice.

Um, with that being said, how what is Providence's assistant chiefs making?

And are they getting overtime?

And what are Wollocks making?

And are they getting overtime?

I I don't have those numbers.

Tom, would you happen to know?

Did you check out surrounding cities or towns?

Okay, because we are the second largest, and we want to retain.

I know a few years ago we had younger firefighters leave City of Cranston going to Mass and other communities that they were starting off at 16 and 18,000 more.

We just, it's the same as teachers.

We need competitive pay to keep good people and retain them, and to even have Cranston residents in these positions.

If I can add to that, I agree.

Also, the city of Cranston is every department in front of the they'll come in front of the folks for the budget.

I think just about everyone in the city is uh compensated less given the size of the city versus every other city or municipality or town proportionally.

So I don't think they're alone.

I'm not uh uh I'm not uh um I believe Willick's paid probably 15 to 20,000 more for these positions.

There is a you gotta do apples to apples too in terms of some of the the benefits.

Um I believe Warwick is receiving social security uh in Cranston.

Um they uh pay more into that pension they get started out.

So there are there is a compensation difference.

You really have to get it get into it, but if you just take the absolute numbers, uh, but certainly I don't I think this is uh this clearly merits there.

You crossed out fire, you put our administrative.

They does that mean they serve at the pleasure of the mayor.

No, uh we'll be uh we'll have individual contracts, in fact, with the with uh Chief Wojo uh we'll be developing a uh uh memoa uh uh agreement, but yeah, not in the union now.

That is that's really what that has to do with so now they're under the administrative package, so administrative compensation, they're not in the fire union anymore.

So they they're no longer a member of the union, not a member of the union.

The chief is not a member of the union.

That's correct.

Is the same applicable to the police department?

The I believe like the two the two majors.

I can't swear to it.

Um I can't swear to it, but I'm quite sure.

No mayor, I'm I happy to check on that.

They're in the union, they're not in the union.

I believe, and I tell you probably everybody in this room believes the members of fire department, dedicated, hardworking, and certainly in relation to our colleagues around the state, uh are underpaid.

Um certainly, and I have nothing but the greatest respect, but I just want to make sure I know what we're voting on tonight.

Um the current assistant fire chief salary is 11419 dollars.

Is that what I saw?

Okay, and it's gonna change this figure here, 120.

For two individuals, correct?

So if my rudimentary math is correct, that would be about $5,551 a year.

This council this administration, and you know, everybody that's here now and the people that are here now are trying very hard to get it to where it needs to be.

So we do retain the talent and we do retain the people that we've trained, and we've and we retain the the the quality that we've uh that we've developed in Cranston's police and their fire department.

So uh I think this is a step in the right direction.

Um obviously, you know, it's a balancing act, and I don't envy the administration trying to balance it.

We got to pay our people what they deserve, and we can't raise taxes through the through the roof either.

So it's a difficult balancing act.

I think we're headed in the right direction, and I do want to say I think everybody, all 10 of us that are you know, city council and the mayor, and and the members of the administration are in agreement that Cranson's gonna up their game when it comes to paying people more, and this is a step in the right direction.

I obviously support um you know this increase.

I have no problem with it.

I strongly believe that we pay our um municipal workers at the level that they should be getting paid according to um, you know, what what the going rate is around Rhode Island really the number of residents we have.

I guess my concern is not about the number, it's about the procedure.

So why couldn't this be visited during budget season?

We could we could wait, but they will remain at 114,000 and change and I meant April.

Like, why didn't we do this before?

Um, well, we had some discussions with the assistant chief, and that came to light.

Um, that's primarily it.

So I would this is just my opinion.

I would rather be looking at this and having some of these discussions during budget season.

I'm not advocating to wait till 2026, um, April of 26.

I'm just advocating that we try to address some of these issues during the budget.

I think that sure, maybe the administration could have put this forward.

City council certainly could have amended it.

So I think we could all share in that responsibility as you just spoke about.

You're right.

Well, I mean, unless it's brought to our attention, I I wouldn't, I wouldn't like go seeking out every single person.

So I don't wouldn't think the mayors did anything wrong.

I think uh I'm not even saying necessary oversight, and sometimes you can't you can't do everything all the time perfectly, and this is a way of correcting it effective July 1st of this year.

No harm, no foul.

Yeah, I'm not making an accusation, I'm just asking if it's what's not a perfect world, it's not a perfect budget, it's not not perfect thoughts going to everything that would be your answer, I believe.

So, where is this additional money coming from through the chair through the chair to the name lame and address to the council with their existing 16.2 million dollar budget that's fully funding all the the biomin, as if they had three you know 365 days.

We already have two retirements, which means we have I don't want to call it excess funds, but available funds within their current salary budget.

Okay, so it's being done under your line item for the fire department with a chair to the council that's correct.
