Well, I I would answer it this way.

They should have the courtesy to tell the city in the clerk's office that that was the fact.

Um we're kind of operating the dock here, and that's not our fault.

Um, it's their license, they have a responsibility as a license holder to keep the city apprised of their intentions at all times.

And as I said, depending on how this shakes out, if they get served and they say, hey, wait a minute, um, I don't want the entertainment license.

That's why I didn't renew it.

Okay, I'll cross them off the list, but you may still want to address them.

So just clear we already stopped that they already stopped the party at 11, and they have one hour from 11 to 12 a.m.

So we we've already done that with the whole rentals, and that's been a practice since we started uh almost two years ago.

So you're saying that the parties always stop at 11 and they have to be off your premises by midnight.

So the hall rentals end at 11 p.m.

They have one hour to clean up to 12, and they're out of the building by 12 a.m.

And is that even on weekends, sir?

Um the the thought to uh toss out to you folks would be um uh uh approving if you wish you know uh all their requests in terms of the hours of operation and in the uh their uh regarding entertainment um with carving out uh the uh uh on a on a special permit basis, which is often done for applying for outdoor entertainment on a onesie basis, if you will.

Um and there's a process that allows them to do that.

So uh just during the so it's proposed that during the periods the the number of days of the during the days of the feast that um that uh you can uh here's no objection over approving uh what they're asking for here in terms of the hours of operation relative to the entertainment, but just carving out that the those days and giving them still the opportunity to come before the city council and go through the channels when obtaining a special outdoor entertainment uh permit or uh entertainment permits because one of the uh the the most blatant um uh cause that they believe is the alcohol consumption when it gets later into the evening, and uh that has been a prime culprit that could that uh that has led to uh concerns.

So that's a request.

If if if they could if they could have for the you know any any of the periods of time with the exception of the time of the St.

Mary's feast, however, still allow them the opportunity to apply and leave it to the discretion of the police department or going through the application uh permit application and approval process uh for again just that one week for that business, and then I'll mention uh I won't do the then I'll just mention the other businesses as they come up.

So this is that I'll say the area.

This is what kind of these businesses fall within that sweet spot where with these activities uh uh concern again, it does not reflect on those businesses, but it just reflects just the uh uh you know to just take into consideration consideration, give the police the flexibility for uh uh to provide the most effective safety.

Um the chair, yes, ma'am.

So you're asking us to limit the businesses that are right in Knightsville to the entertainment license or to so to approve it, but with the exception of the St.

Mary's fees, they would need to apply for a separate fee, a separate permit for that few days of and that would come before us with the police department.

Um decky, I believe, can back me up that they can apply, especially if you want to give them still the ability to apply.

Um so I did speak with the uh solicitor, uh, just on the sidebar here.

Um I'm not not commenting on whether or not it's appropriate or not, but I the the applicants would receive they need to have notice that this is going to be a limitation on their entertainment license.

So my recommendation, and I defer to the solicitor would be to continue those uh those businesses that were listed, give them an opportunity to be heard and give them notice of that opportunity indicating that the city is contemplating limiting their entertainment licenses, but with a blackout period, let them be heard, and then you can make a decision.

But doing it right now without notice would not be uh uh proper without due process.

I I do agree.

Um that's a fairly significant um change to their status.

So even though this is a renewal, I I agree with him.

We should give them an opportunity to come in and address um the directors and more importantly the Cranston Police Department's concerns during the St.

I don't foresee any outside entertainment when it's 30 degrees unless they've got those heaters out there.

I I don't know if they do, but it seems we're only talking another few weeks.

Let's give them the opportunity to come in on December 1st and address it then.

You just want them to come in so they have a so there's a major security plan, maybe with detail, maybe with a roving detail, but in no way, shape or form does the administration want these businesses to close, correct?

I think uh so I was I've been an officer of the St.

Mary's Feast Society.

I'm no longer still a member.

Um this is something that for probably close to 15 years, St.

Mary's Feast Society has been asking for because of the fact that the crowds cannot be controlled, and it's the fee society and the in some ways by extension, even uh not as much, but some by way, even by extension, the church gets a bad reputation for things that are happening um by some people who over imbibe a little bit during and celebrate too much during the feast.

Um, for years, uh, and my mother recently sold it, but we had family property that was within you know 400 feet of all of these businesses, and uh going back to when I was uh a young kid, the feast itself closed at 10 o'clock, and the businesses closed, I think at 11:30 or 12.

And as and as you know, things got more uh more uh like uh director said, Comte blanche with some of the licenses, and as times evolved, so did the times that this the feast was going on.

This is you know, something that I I think is is wonderful.

It's not to punish the businesses.

I think the uh administration, the police department deserve credit for bringing this up because it's something that's been running through that neighborhood uh for years and years and years, and to finally have it brought up on the floor is uh is is something that's wonderful.

And I never thought I'd be talking about St.

Mary's Feast here in November, but um, you know, I think also it gives the businesses an opportunity to uh share in some of the cost of police protection, which for again so many years has been simply on the feast society and the city itself, and this gives the police department and the administration an opportunity to uh let people, if they want to open, open, but share some of the cost of the police protection, which is a huge, huge expense for the feast society and the city during that time.

So um, you know, if this were to come to full council, and and you know, I I think uh uh if if councilman campiano is here, I don't want to put words in his mouth, but he also has huge ties to the feast society as does councilman Trafficani.

This is something that we discussed so many times over the years, and I'm glad it's finally coming out.

So I I wholeheartedly 100% as somebody who has blood going back to E tree.

Um, I think this is great for the feast.

I think it's great for Cranston, and I think it's gonna be a wonderful thing uh going forward to not only celebrate but celebrate responsibly and protect the people of the city.

So thank you for bringing this up.

But we would had discovered, which brought this to mind is that if they refused to do so, we really had no grounds to stop them from staying open and uh other than possibly an emergency order and not knowing what that would be.

So we thought everyone should know it up front.

I think all of us would agree that if Colonel Winquest is requesting this, it's something we need to consider.

So I'm gonna ask to take items one, two, and four as a block tonight.

I just want to clarify, madam chair, that it's not that they're gonna sign off, they're just signing off that yes, you can block that period off, and we will come in and speak about it and come up with a plan.

It's just like we're not gonna show up to the meeting because we're all in agreement that something needs to happen at that point.

Just give us our entertainment license and we'll come back later for those dates.

Yeah, I was just gonna say, uh, I think what what we're doing and what the spirit of this is to uh continue it um until next month.

So they have the opportunity to speak on this particular weekend, and then I think what the spirit and what the administration and perhaps police department is suggesting is that we grant them their renewal with the exception of that weekend, and if they want entertainment on that weekend, they have to come in with a plan in order to keep everybody safe.

And then upon that, with the with the uh police department and the administration and the city council all working together with the business, they can have their entertainment during that weekend, but with a little bit of heightened heightened uh restriction because there are so many people in such a small area that it can become quite dangerous.

I think that's kind of the spirit of where we're going for.

Yeah, well, my last hopefully my last statement on this.

No, and you're probably gonna say something very close to what the my question is coming.

It's just the the thought one of two things could happen.

If this can be worked out with PD and then between now and the next couple of weeks of several weeks, alternatively, it could be that we just leave it open-ended that they uh they're granted their license for that period of time.

Um, but then give them the door for them to apply closer to the feast after it's uh to give the PD more time to assess it and then actually this is the part I was getting at.

The full intention is to work with these businesses, it's not PD is gonna be sitting back and just you know issuing their thoughts, it's gonna be working with them, and these folks have always been very cooperative and to kind of come to an agreement or consensus.

So we're gonna if it could happen over the next month, I guess we'll I'll ask the colonel to to expedite.

Okay, or worst case, uh to say that it's grant everything, everything's granted with the exception of applying for that coming to come by ash or special permits for that feast, give them the opportunity for that when it gets the data approaches.

So I think uh perhaps I didn't ask the question properly.

Um so you're gonna suggest when we come back to grant them a license, an entertainment license for those establishments, accepting those dates that we're gonna specify, um, which will be contingent on a special license.

Yes, you don't necessarily have to elaborate on the special license right next week, right?

Probably in the relatively near future with the administration of the police department will come up with certain parameters for them to get a license for that specific date for those establishments that above the St.

Mary's feast area.

So if we have to give letters to every single one of these that we um continue under those circumstances, that would be pretty burdensome.

I I think we just want to be certain that they received notice um under these circumstances because we are uh proposing a fairly significant change to the already established licenses.
