I'd like to call tonight safety service and license committee to order.

9:11

Clerk, could you please call a roll call?

9:16

Present.

9:34

And it's for TV, full liquor license and victory license on Zuna Lounge.

9:43

Um, as you all know, we read about this in the paper.

9:56

Um more on the side street, the parking lot.

10:00

It was concerning.

10:00

This is a very serious accusation, and we just don't want this going on.

10:06

So tonight we're gonna do discussion.

10:08

We're gonna please ask for Major Clerk to come up and talk to us first.

10:17

Madam Chair, if I if I may, with your indulgence, um I I'm going to call Major Quirk up to speak uh during the point uh at some point in my presentation.

10:28

So with again, with your permission, if you'll allow me to uh basically take the reins here.

10:32

There's some housekeeping matters that I I want to get on the record and things like that.

10:36

With your blessing and your permission.

10:41

Thank you very much.

10:42

So um just to uh segue into uh the topic, um, as uh Chairwoman Heroyan uh has indicated, there was uh an incident which took place uh at the Zona Lounge, uh located on Iantic Avenue.

10:59

I'm sure most of you have read you know the newspaper accounts.

11:02

So uh based on that, naturally, the mayor along with uh the council and uh the committee members clearly uh we're concerned.

11:10

Uh when these things first happen, unfortunately, we don't have all the information.

11:14

So out of an abundance of caution, when we hear shooting combined with neighborhood and alcohol license, um, out of an abundance of caution, we decide to be proactive, and we did take um very serious uh measures to at least temporarily address the situation.

11:34

And again, that is prior to uh you know fleshing out all of the facts.

11:40

So that's the reason why we're here tonight.

11:42

So um I have three exhibits, uh, madam chair that I I would just like um to be accepted into the record uh through motion.

11:50

I'll do them one at a time.

11:51

There's only three um at this uh juncture.

11:54

So the first is of course, which you all have in front of you is the uh tonight's notice of the emergency safety services and licenses committee agenda.

12:03

So I'm gonna ask the clerk to just mark this as exhibit one and ask uh for a motion and a second to accept it as uh part of the record.

12:11

To accept this as part of the record tonight.

12:14

Motion to accept the just as part of the any discussion clerk.

12:18

Could I please have a roll call vote?

12:22

Console McGraziano?

12:23

Yes, Casper Witz?

12:25

Yes.

12:26

Yes, Cosmanduhar?

12:28

Yes, Vice President?

12:31

Yes, Council President Wall.

12:32

Yes.

12:33

Thank you.

12:34

The second uh exhibit, uh, Madam Chair, uh, which I'm also requesting a vote on is the letter that I drafted that is signed by Solicitor Millet.

12:42

This is the actual notice.

12:44

It's a cease and desist and a um notice to appear show cause for tonight.

12:49

And this lays out the notice requirements that I believe uh are required in in a uh in a procedure such as this.

12:59

So this is the letter that went out again.

13:02

This would be exhibit two for the city.

13:04

I would ask for motion.

13:09

At least have a motion to approve exact good.

13:12

Second exhibit two.

13:16

Any discussion.

13:18

Clerk, can I please have a roll call?

13:20

Caso McGraziano?

13:22

Yes.

13:26

Yes.

13:29

Yes.

13:30

Thank you.

13:31

And the last one, and probably the most important, is the actual evidence that this cease and desist was served uh upon the uh the applicants um on Monday.

13:44

This was served.

13:45

Uh, I received this from Colonel Winkwist, and um it's attached to a report, which basically indicates that a police officer went, had it physically served uh to the license holder.

13:59

And uh on this, it actually indicates the date, the time, and it's signed by Sergeant Parasalt of the uh Cranston Police Department.

14:07

So again, as the final exhibit, I would ask for a motion and a second to admit this evidence that notice was delivered.

14:15

Motion to admit evidence number three.

Emergency Safety Services and License Committee Meeting on Zona Lounge Incident - March 18, 2026

On March 18, 2026, the Cranston Safety Services and License Committee convened an emergency hearing to address a shooting incident involving patrons of Zona Lounge. The meeting focused on the establishment's full liquor license and resulted in a voluntary closure agreement and a plan for enhanced security.

Consent Calendar

  • The committee voted unanimously to accept three exhibits into the record: the meeting agenda (Exhibit 1), the cease and desist notice signed by the Solicitor (Exhibit 2), and proof of service of that notice upon the license holder (Exhibit 3). All votes were 7-0 in favor.

Discussion Items

  • Incident Overview: Major Quirk of the Cranston Police Department testified that on March 16, 2026, at approximately 1:30 AM, Providence Police reported a victim with a gunshot wound to the knee who claimed he was shot on Kenwood Street after leaving Zona Lounge. Officers found no shell casings, blood, or physical evidence on the lounge property. The investigation remains ongoing; no arrests have been made.
  • License Holder's Proposal: Attorney Petraka, representing the owners, emphasized that the shooting occurred off-premises and argued the establishment had no responsibility. He voluntarily offered to close the lounge until Monday, March 23, 2026, and to submit an updated security plan detailing parking lot sweeps between 1:00 AM and 1:20 AM when patrons leave. He stated the victim was wearing a $30,000 necklace and was accosted by three masked individuals.
  • Police Detail Feasibility: Council members discussed requiring a police detail for the lounge's closing hours. Major Quirk indicated difficulty filling such details due to warm weather and competing road construction details, though beat officers could increase presence. Attorney Petraka warned of a state law requiring the city to seek details from other communities if unable to fill its own.
  • Committee Deliberation: Councilman Antone (whose ward includes Zona Lounge) advocated for reopening on Sunday, March 22, with a police detail, but others noted the uncertainty of the detail. Chairwoman Heroyan favored accepting the voluntary closure through Monday to avoid risks. The committee agreed to close the hearing and adopt a resolution without formal findings of fact.

Key Outcomes

  • Motion Approved: The committee voted 6-1 to accept the license holder's offer: voluntary closure of Zona Lounge from March 18 through March 23, 2026; submission of an updated security plan by March 23; and a status update at the April 6, 2026 Safety Services Committee meeting. Councilman Anduh cast the sole dissenting vote, preferring an earlier reopening with a police detail.
  • Ongoing Investigation: The city reserved the right to convene another show cause hearing if significant new evidence emerges. The license holder voluntarily provided video surveillance from the night of the incident.
  • Next Steps: The updated security plan will be submitted to the Solicitor, and the committee will review progress on April 6, 2026.
