1:36

All right.

1:37

Um today's agenda is fairly lengthy and has some complicated cases in it.

1:43

Um and we want to uh make sure that our energy lasts to give fair and equal treatment to all of our applicants.

1:50

We also don't want to be here all night.

1:52

So it is very important that we deal with the most salient issues.

1:58

We did have some discussion in our briefing of other things like whether things have parking or something like that that are not really our purview.

2:07

If the lot coverage is too much, other parts of the city will catch that, those type of things.

2:13

So we should avoid getting too distracted by those.

2:16

And in order to facilitate that, I am asking our city eternal attorney, Mr.

2:21

Moore.

2:24

You have been damned to a turn here.

2:46

Oh, we do.

2:47

Who wants a lot of reading to do today?

2:50

Commissioner Toronte, would you love to read the task force stuff today?

2:56

Okay.

Speaker 1

2:59

I think I caught him off an art.

3:04

Okay, Commissioner Preciosi.

Speaker 4

3:07

Okay.

Unassigned speaker

10:00

I saw my address pop up, and then uh I haven't been able to hear anything.

Speaker 1

11:31

Mr.

11:32

Jones, can you hear

Unassigned speaker

11:33

me?

Speaker 1

11:37

Okay, you can.

11:38

That's the unmute.

Speaker 5

11:39

I can hear

Unassigned speaker

11:40

now.

Speaker 1

11:41

Okay, good.

11:41

That's better.

11:42

I don't know what was wrong, but they have fixed it.

Speaker 5

11:44

Okay, perfect.

Speaker 1

11:45

All righty.

11:46

So we have um read in your case and we have reviewed it.

11:49

So uh would you now like to take a moment to tell us some further information about your your proposal?

Speaker 5

11:55

Sure.

11:56

So uh there's three.

11:58

I I didn't get to hear anything you guys talked about before, so I don't know if you want to walk through uh all three or or take them bite by bite.

Speaker 6

12:06

We'll go through all three, and I have the presentation, so I'll scroll through while you kind of tell them what you want to do.

Speaker 5

12:13

Okay, perfect.

12:14

So the uh the first thing that we are are looking to do as you look at the presentation on the first page is we have a side porch um that is currently screened in.

12:27

It's an offset porch that sits below a sleeping porch.

12:32

And we are looking to encl and close that in with glass um so that we can expand some of the footprint of the home from a living area just to help accommodate our you know, five three kids and five-person home.

12:50

Um I've done quite a we came through the approach for approval last month.

12:57

Uh my mistake was unaware that we could come for feedback.

13:01

Um it was denied because we're not allowed to enclose a front porch.

Summary of Proceedings

Dallas Landmark Commission Meeting - October 5, 2026

The Dallas Landmark Commission met on October 5, 2026, from 1:03 PM to 4:27 PM in the City Hall Council Chambers. The commission considered 16 agenda items, including courtesy reviews, discussion items, and consent items. The meeting included extensive deliberations on several major projects, with multiple votes taken. The meeting concluded with approval of the 2027 meeting calendar and the meeting minutes.

Consent Calendar

  • Items C1 through C6 (consent items) were not individually discussed in the transcript. The consent calendar was not brought up for a vote during the recorded proceedings; it is assumed these items were either handled earlier or deferred.

Public Comments & Testimony

  • Chad Jones (applicant, 5714 Swiss Avenue): Spoke in favor of his courtesy review request to enclose a side porch with glass, add a front terrace, and build a rear covered porch. He addressed concerns about the porch location and design.
  • Fred Pena (applicant, 219 North Willomet Avenue): Presented plans to demolish an existing detached garage and construct a studio with a carport. He explained the garage was likely built in the 1950s and the new structure would be more compatible.
  • Beverly Dowdy (applicant, 700 North Beacon Street): Supported her window replacement request, noting she consulted with task force members and staff to ensure the design was appropriate.
  • Tracy Williams (applicant, 3919 Waldron Avenue): Briefly presented his plans for a new single-family home, answering questions about column details and foundation height.
  • Ryan McNee (applicant, 4616 Gaston Avenue): Described his comprehensive renovation plans, including replacing windows, constructing a rear addition, and addressing safety concerns related to enclosing the front porch.
  • Roddrick West (applicant, 2417 Park Row Avenue): Presented his design for a new two-story home, arguing it was consistent with the neighborhood's vernacular despite the unconventional massing.
  • Jeremy Payne (applicant, 3831 Wilder Street): Stated he was unaware of the historic district when starting work and expressed willingness to comply with commission requirements.
  • Sharon Conrad (applicant, 305 South Edgefield Avenue): Explained her desire to replace the front door with a prairie-style wood door, noting the existing door was in poor condition.
  • Angel Villanueva (applicant, 3913 Latimer Street): Described his fire-damage remodel, including window and siding replacement and a new roof.

Discussion Items

  • CR7 - 5714 Swiss Avenue (Swiss Avenue Historic District): Courtesy review for enclosing a side porch with glass, replacing screens with glass, and installing a front terrace. Commissioners expressed mixed opinions; some opposed the glass enclosure as it would alter the open character, while others noted many similar porches in the neighborhood were already enclosed. No motion was taken (courtesy review).
  • CR8 & CR9 - 219 North Willomet Avenue (Winnetka Heights Historic District): Combined courtesy review for demolition of an existing detached garage and construction of a new studio with a carport. Staff and commissioners conceptually approved the plan, noting the existing garage was likely non-contributing and the new structure would be more compatible. No motion taken.
  • D10 - 700 North Beacon Street (Junius Heights Historic District): Certificate of Appropriateness to replace aluminum-wood windows with three all-wood ganged windows on the side facade and three vinyl ganged windows on the rear facade. Staff recommended approval with conditions. Motion to approve per staff recommendation passed (one dissenting vote).
  • D18 - 3919 Waldron Avenue (Queen City Historic District): Certificate of Appropriateness for a new single-family home with detached garage. Staff recommended approval with conditions (pier and beam foundation, white aluminum windows, etc.). Task force had denied without prejudice due to absence of representative. Motion to approve with modified conditions (slab-on-grade at 18 inches, exposed rafter tails, box columns) passed unanimously.
  • D14 - 4616 Gaston Avenue (Peak's Suburban Addition Historic District): Eight-part request including window replacement, rear addition, front porch enclosure, roof replacement, fence, landscaping, and paint colors. Extensive discussion; many elements were found inconsistent with preservation criteria. Motion to deny all eight requests without prejudice passed unanimously.
  • D15 - 2417 Park Row Avenue (South Boulevard-Park Row Historic District): Certificate of Appropriateness for a new two-story single-family home. Staff recommended denial due to inappropriate massing and brick color. Commissioners agreed the design was a hybrid of styles not typical of the district. Motion to deny without prejudice passed unanimously.
  • D19 - 3831 Wilder Street (Queen City Historic District): Remodel involving window/door modifications, chimney removal, siding change, and other alterations. Staff recommended denial as the work would erase character-defining features. Motion to deny without prejudice passed unanimously.
  • C3 - 305 South Edgefield Avenue (Winnetka Heights Historic District): Certificate of Appropriateness to replace the front door. Staff recommended approval; task force suggested exploring original door dimensions. Commissioners expressed concern that the proposed door would compete with the original beveled glass sidelights. Motion to deny without prejudice passed (5-4 vote).
  • D17 - 3913 Latimer Street (Queen City Historic District): Remodel due to house fire, including window and siding replacement, new roof, and paint colors. Staff recommended approval with conditions. Motion to approve per staff and task force recommendations passed unanimously.
  • D11 - 706 North Beacon Street (Junius Heights Historic District): Certificate of Appropriateness for a carport on the driveway side. Staff recommended denial as side-yard covered structures are not appropriate. Motion to deny without prejudice passed unanimously.
  • D12 - 5321 Victor Street (Junius Heights Historic District): Certificate of Appropriateness for a 16'x26' brushed concrete driveway in the front yard (unauthorized). Staff recommended denial; commissioner moved to deny with prejudice (front yard parking never allowed). Motion passed unanimously.
  • D13 - 5834 Victor Street (Junius Heights Historic District): Certificate of Appropriateness to replace one original wood window. Staff recommended denial as no evidence supported replacement over restoration. Motion to deny without prejudice passed unanimously.
  • D16 - 2312 Jordan Street (Queen City Historic District): Remodel including metal roof, window/door changes, and fence. Staff recommended denial as work was not appropriate. Motion to deny without prejudice passed unanimously.

Key Outcomes

  • Approved: D10 (700 N Beacon St) with conditions; D18 (3919 Waldron Ave) with modified conditions; D17 (3913 Latimer St) with conditions.
  • Denied: D14 (4616 Gaston Ave) all eight requests without prejudice; D15 (2417 Park Row Ave) without prejudice; D19 (3831 Wilder St) without prejudice; C3 (305 S Edgefield Ave) without prejudice; D11 (706 N Beacon St) without prejudice; D12 (5321 Victor St) with prejudice; D13 (5834 Victor St) without prejudice; D16 (2312 Jordan St) without prejudice.
  • No action (courtesy reviews): CR7, CR8, and CR9 were conceptually approved but no motions were taken.
  • Administrative: The commission approved the 2027 meeting calendar and the minutes of the previous meeting by unanimous votes.
