The Board of Awards convened at 10:00 a.m. with Chair Stu Popeyam (Purchasing Agent) presiding. Attendees included Corporation Counsel Tracy Norris, Superintendent of Public Services Tim Nolan, Assistant Purchasing Agent Debbie Natalie, Assistant Public Utilities Superintendent Ken Higgins, and Finance Director Dan Garrick. Two bids were considered and approved.
Discussion Items
1. Road Maintenance Service Surfacing Bid
- This was an annual unit price bid for work performed on an as-needed basis. Only one bid was received, from All States Construction (doing business as Gorman Construction).

However, the project engineer, Mr. Sean Lordon (TRC Engineers), determined that Red Technologies’ bid included an above-ground tank system that was materially different from the specification. Red Technologies could not adjust the tank system to meet specifications at the same price.
- In an April 13, 2026 letter, Mr. Lordon recommended rejecting Red Technologies’ bid as non-responsive and awarding to the second low bidder, ETT Environmental Services, which was found to be responsive and qualified.
- The Board approved a motion to award the contract to ETT Environmental Services for alternates 1 and 2 at a base amount of $518,700, plus a 10% contingency of approximately $51,870, bringing the total award to approximately $570,570 (the transcript quotes $575, $577, and $570; the approximate total is $570,570). The award is contingent on a final contract. Charge codes were read into the record.

Okay, this is the Board of Awards for Wednesday, April 15th, 2026, calling the meeting to order at 10 o'clock at 10 a.m. Uh my name's Stu Popeyam, the purchasing agent. We have with us an attendance today, attorney Tracy Norris, our sister corporation counsel. We have Mr. Tim Nolan, our superintendent of public services, Ms. Debbie Natalie, our assistant purchasing agent, Mr. Ken Higgins, our assistant public utilities superintendent, and Mr. Dan Garrick, our finance director. Just have two items on the agenda. First item is the bid for road maintenance service uh surfacing. And for the record, this was a steel bid. This is an annual unit price bid for work to be performed on a NAS directive basis. We only received one bid. That was from all states construction. And I will note that the unit prices didn't increase anywhere from five to 17%. And a big part of that is the cost of oil, which is gone up, and that's a component of the material uh cost. That being said, Mr. Nolan. I'd like to uh motion that we make the award to all state ADA Corman, I believe. Uh yeah, DBA Gorman construction DBA for construction for the competitive bid new payments. Sorry, that'd be contingent on a contract because contracting on a contract. Okay, second by Mr. Garrick. Second and last item. This is the bid from Marjorie Water Camp and Fuel Tank System Replacement. This is a rebid. And for the record, we can receive three bids. And the apparent low bidder with alternates uh one and two included that were desired was uh red technologies at a summation of 384,400. Uh the bids were reviewed by Mr. Sean Lordon, who's a principal engineer with TRC engineers who were the project engineers, uh, along with Mr. Higgins, uh, Mr. James Rogan Rosenberg, the chief operator of public utilities, and Mr. Will Keenan, the lead uh utility mechanic. Uh Mr. Lord was sent a letter, April 13th, 2026, uh, which he indicated that red uh red technologies of low bidder. Uh included an alternate above ground uh tank system, which was materially different from the one that was specified. Uh Mr. Lord indicated he had given them an opportunity to uh rectify the uh tank system and see if he could do it for the same bid price.
