The first item is authorization for the eighth modification of the professional services agreement between the city of Danbury and tax serve capital services for the tax collector.

1:01

And for the record, the tax collector's requesting approval of the eighth modification to the professional services agreement with tax serve.

1:10

The seventh modification that was effective April 1st, 2025, added two additional one year extension options at the city's discretion.

1:19

The eighth modification exercises the first of those two options.

1:23

So we'll be extending the agreement to April 1st, 2027.

1:29

This agreement remains a contingent-free arrangement under which tax service compensated based on a percentage of collections.

1:36

And there's no change in the fee structure as proposed in this modification.

1:41

The eighth modification also clarifies that the city that all types of city tax and non-tax receivables may be placed with tax server for collection, regardless of the receivable type.

1:52

So if I said all that correctly, we move motion from you, Mr.

1:55

Device.

3:35

Four, any project shall be awarded to the low bidder by item.

3:43

Six, any project shall be awarded to the lowest available bidder.

3:48

5:22

For the record, the forestry department submitted a requisition.

5:25

This is made out to all tech industries.

5:27

This is to purchase the subject item.

5:30

The total quoted cost 232,870.

5:35

And all tech industries quoted this per current source well government cooperative contract.

5:40

I make a motion we award to all tech industries at the stated price per the source well quotation.

5:47

Okay.

5:49

Second by Ms.

5:49

Prunty.

5:50

This will be a purchase order.

5:51

5:59

Okay, motion carries unanimous.

6:01

Moving on to item number four.

6:03

This is a bid for safety apparel.

6:06

And for the record, uh, we previously awarded this bid uh to Brigham Industries and to fire attack and safety in New England.

6:13

It was for a one year period.

6:15

That period's expiring July 23rd, 2026.

6:18

Uh the bid allows for a one-year renewal by mutual consent.

6:22

Uh bringham industries correspondent that they would be willing to extend their bid for one year.

6:27

Ask for price adjustments on their item minimal.

6:30

Uh, just for the record, item five, the front shield uh for firefighter would go from go to 85 dollars from 82 dollars.

6:38

Item six, the front shield for an officer would go to 97 each from 93, and item seven, the front shield for the chief would go to 275 dollars from 264 dollars.

6:51

Uh fire tech and safety correspondent, but they could only extend their bid for additional six month period uh due to uncertainty with uh the tariffs, but they did agree to hold their current prices for that six year period, uh six month period.

7:05

So for the record, uh the uh items that they would be extending at the same price for six months, item one a turnout coat, it's PFAS free, 1,947 each.

7:17

Item two A night hitch, that's PFAS free at 1,412, item nine, the class one belt at 175 dollars, item 10 black insulated boots, uh leather at 495 dollars a pair, and item 11, uh hoods at 140 dollars each we need a motion for I make a motion that we extend the contracts for one year at the prices you had just quoted.

7:51

I'm not gonna go through them again, and we extend fire tech and safety of New England for six months for the prices that were just quoted.

7:58

Okay, second second by Ms.

8:01

Prunty, and these will be purchased orders as needed for any discussion.

8:05

See not all in favor.

8:10

Bill Lancebury vote in favor.

8:11

All right, motion carrying unanimous.

8:14

Uh moving on to number five, recruit training for the fire department.

8:18

Yeah, for the record, Chief Lancebury submitted a memo dated April 29th, 2026, uh in which he has provided justification to utilize the bridgeport fire department academy in place of the Connecticut Fire Academy as the training facility for Danbury Fire Department recruiting class of summer 2026.

8:39

I just know in the memo, uh Chief Longbury indicated that the uh bridgeport fire uh department academy offers an urban urban fire training model that is better suited to department needs.

8:52

Also uh includes an EMT certification, includes a Q certification for emergency vehicle operation, and most importantly, offers a lower cost per student.

9:03

Cost is 4,500 for student, um, including the Q certification, the EMT is optional, an additional $1200 a student, and that compares to the Connecticut Fire Academy that's at $8,685 per student.

9:19

And I believe these are the only two we can indicate right now that would offer the training.

9:23

And I also believe that you have obtained uh approval from the union.

9:28

Correct.

9:29

So if that's the case, we need a motion from you, Chief.

9:31

I make a motion that we move away from the Connecticut Fire Academy and utilize the bridgeport fire academy at the price of stated uh budget.

9:39

Okay, second second by Ms.

9:41

Prunty to see purchase order.

9:44

All right, any further discussion?

9:47

It is, yes.

9:47

Yeah, that's nice.

9:48

Uh saying none all in favor.

9:52

Caitlin Gris, I vote in favor.

9:53

Bill Lancebury vote in favor.

9:55

All right, motion carrier is unanimously.

9:57

Thank you.

9:58

Moving on to item number six.

10:00

This is our bid for custodial services for public buildings.

10:04

The record that's been previously was awarded to preferred cleaning services for the 2025 fiscal year.

10:10

The bid allows for renewal for the 2026, 2027 fiscal year with a 3% increase.

10:19

Mr.

10:19

Hanley had expressed concern regarding the level of custodial service provided during the current contract year.

10:27

We can immunicate these uh concerns directly with the vendor uh this past Monday.

10:33

We met with uh Mr.

10:34

Hanley, uh Ms.

10:35

Mataly and myself made them aware of it.

10:39

Um Mr.

10:40

Hanley had uh considered rebidding this, but uh the July one fiscal year star would not have allowed sufficient time to put this out.

10:48

This is quite a bit involved with the walkthroughs and all.

10:50

So we thought it best at this point that we would put the uh vendor on a uh three year uh three month probation period.

10:58

Um so I think the motion would have to be that we exercise the final or the renewal year with the three percent increase uh with the vendor notified that they'll be on a three-month probationary period.

11:13

Make a motion to um give it to preferred for the fiscal year with the increase based on the 90-day or tonight, or yeah, the 90-day uh probation right.

11:25

So we visited after that second motion.

11:29

Okay, second by Ms.

11:30

Prunty.

11:31

Any discussion?

11:32

See none all the favorite career vote in favor.

11:35

Caitlin Gris by vote in favor.

11:37

Join that vote in favor.

11:38

All right, motion carries unanimously.

11:41

Uh moving on to item number seven.

11:44

Purchase a route C90, HD C C T sewer inspection system with aggressive traction wheels.

11:52

Yes, for the public utilities department for the record.

11:59

The public uh utilities department submitted a rec requisition made out to sanitary equipment.

12:04

This is the purchase of subject equipment.

12:06

Uh the total quoted cost was 56 uh 59, 730 and 75 cents, and along with the requisition, the public utilities department included a sole source justification, uh, which indicated that the garage equipment uh must be um compatible with existing rash equipment that's presently being used, and that this equipment is only available in Connecticut from sanitary equipment company, they're the sole distributor.

12:35

And we also received a uh letter from the manufacturer roush uh indicating the same.

12:41

So I'd like to uh make a motion uh to award the purchase of the new roush C90 HD CCT sewer inspection camera to sanitary equipment for the sole source.

12:51

Okay, I second the motion.

12:53

Second by Ms.

12:54

Prunty this will be purchase order.

12:56

12:58

See none all in favor.

12:59

No printing vote in favor.

13:00

Kitlinger said in favor.

13:04

Right, motion carriers unanimously, and moving on to item eight, our last item.

13:09

Uh, this is the bid for emergency vehicle upfitting for public works department, and for the record, this is uh an annual unit price bid for the upfitting of uh Danbury Public Works Vehicles on a NAS needed basis.

13:21

Uh book would include installation of lighting boarding equipment and related wiring.

13:26

Uh three bids were received.

13:28

Uh precision break works, they're the incumbent provider.

13:32

Uh they're located in Ridgefield, but they have a service garage here in Danbury.

13:36

Uh Dana Safety Supply from Tampa, Florida, and McGovern MHQ from Middletown, Connecticut.

13:42

Uh, Mr.

13:43

Hagging, uh, Mr.

13:44

Higgins reviewed the bid, and he's provided a recommendation uh that the bid be awarded to precision breakworks.

13:51

And just uh to note some of the highlights in this recommendation.

13:54

Um, it would not be the low bidder if you were to look at the uh discounts that were provided.

14:01

Uh, but they have been providing upfitting services to the public works for several years, uh consistently high quality workmanship, reliable scheduling, and strong communication.

14:11

Uh precision break would also offered a lifetime warranty on all wiring and craftsmanship that compared to a five-year warranty offered by Dana Supply and a two-year installation warranty offered by McGovern.

14:26

And finally, is the proximity.

14:28

Uh their local proximity of a service garage here in Breck and Dan Barry, which allows eliminates the transport costs, minimizes vehicle downtown and allows for faster turnaround and enables the vendor to address emergency issues uh when they arise quickly.

14:44

I'd like to make a motion to award the bid for emergency vehicle upfitting to precision breakworks.

14:50

Okay, and that's really based on the overall quality and best value that they best value and lifetime warranty of the big one.

14:57

Okay, exactly.

14:59

Second by Ms.

15:00

Brunty.

15:00

15:02

15:04

15:06

Kate and Bruce, I vote in favor.

15:08

Ken Higgins, I vote in favor.

15:09

All right.

15:10

15:11

Motion to adjourn.

15:12
