The City of Davencourt, Iowa proclamation, whereas mental health is an essential component of overall health and well-being for individuals of all ages.

And whereas World Mental Health Day, observed annually on October 10th, provides an opportunity to raise awareness, reduce stigma, and encourage open dialogue about mental health.

And whereas World Mental Health Day was first observed in 1992 at the initiative of the World Federation for Mental Health, a global organization with members in more than 150 countries, and whereas access to support, resources, and understanding can make a meaningful, meaningful difference in the lives of those experienced mental health challenges.

And whereas communities prosper when mental health is recognized, valued, and supported as part of a healthier, more resilient society.

And whereas many organizations and residents across the quad cities are dedicated to promoting suicide prevention and raising hope and awareness through events such as the out of the darkness walks and the annual NAMI walk.

And whereas by fostering understanding and compassion, we can create environments where individuals feel empowered to seek help and support one another.

And now, therefore, we mayor Mike Matson and the City Council of Davenport, Iowa, do hereby proclaim October 10th, 2025 as World Mental Health Day.

In Davenport and encourage all residents to support mental health awareness, reduce stigma, and foster a community of compassion, understanding, and hope where every individual can thrive.

I'm Nicole Carkner with the Quad City Health Initiative, and here tonight, representing our support for the Quad Cities Behavioral Health Coalition.

On behalf of that coalition and also NAMI Greater Mississippi Valley, we requested this proclamation to ask for your assistance in raising awareness of this important topic in our community.

And we're very grateful to all of you and to the City of Davenport for your support.

As you heard in the proclamation, over the last several weeks, there have been many community events celebrating September as Suicide Prevention Awareness Month, and also celebrating the topic of mental health overall.

And we're excited to continue to work with you to raise awareness of this issue.

2025 Summer Reading Program winners.

So annually, the Danport Public Library hosts a summer reading challenge to promote literacy, reduce summer reading loss, encourage the use of library resources, and foster a lasting reading habit among children.

This year's challenge was completed by 2,312 participants.

Let me get applause for that by itself.

Representing a 48% increase from last year.

Great job.

The library also conducts a contest among Davenport public and private schools to recognize those with the highest engagement.

So I'm proud to announce the winning public school this year is Harrison Elementary School, and the winning private school this year is John F.

Kennedy Catholic School.

Both schools will be presented with a trophy and a thousand dollar donation of new books for their school libraries.

That's cool.

I will be joined at the podium by students, teachers, library staff, and the library board president, uh Tom Engelman, please.

Yeah.

So hello, thank you for having us.

I'm Dr.

Hicks.

I'm the new principal at Harrison Elementary School.

Um, however, I cannot take credit for this wonderful uh opportunity.

It is our teacher librarian who is sneaking back to his seat.

He did all the groundwork in encouraging families to participate in this program.

I am a strong advocate for uh reading at home and reading everywhere, and so I really appreciate the library has put this on and engaging our families in the community in reading.

It's gonna take us very far.

She had problems, she didn't know what to do, she didn't know what to say, she didn't know how to come in.

And I just want to thank you for becoming a rising star from the back of the room.

So now you you kind of know how to conduct yourself accordingly, but when you need a question and you need to know who to go to and who to ask questions to, and I'm always going to be able to be able, it's not my word, but I will do my best to direct you to your alder person and see if I can give you some sound advice while I'm while I'm here.

Um it's a third consideration of an ordinance for case ORD 25-01, um, being the request of St.

Ambrose University to amend the campus land use plan bounded by Harrison Street, West Locust Street, Brown Street, and Lombard Street.

Yep, Courtney Berg, I'm Chief Financial Officer at St.

Ambrose University in the Fourth Ward.

Good afternoon.

I'm Christopher Waugh, Vice President for Student Engagement, Dean of Students representing St.

Ambrose University in the fourth ward.

Uh, we did some follow-up to Mayor Madison's suggestion of uh promises made uh in previous administrators uh indicated to us that St.

Ambrose agreed to a neighborhood meeting 90 days prior to making any changes to an approved master plan.

Uh since we've not made changes to a master plan in that time, we've had no reason to host such a meeting.

Uh that said, as we previous previously reported to the council, we have hosted the prerequisite neighbor meetings commensurate with the current uh master plan proposal, and we've made changes to the initial master plan based on neighborhood feed neighbor feedback.

Uh in addition, over the last few years, we've partnered in hosting neighborhood meetings of the good neighbor project with the Davenport Police Department.

We rake neighbors' leaves and debris every fall.

We pick up trash in the neighborhoods every spring.

We've also eliminated the disruptive house crawl student event, and we've promptly responded to any neighbor concerns which are typically related to parking, uh, but sometimes extend to student behavior.

These are community endeavors that demonstrate St.

Ambrose enjoys its longtime partnership with the city of Davenport and the broad quad broader quad cities, uh, which also includes 60% of our health care graduates continuing employment in the quad cities, which is an example of the 270 million dollar economic impact the university made in the quad cities last year.

All to say we strive to be good neighbors in Davenport and in the Quad Cities writ large, and we're unaware of any unkept promises from 10 years ago.

It sounds good, and good neighbor sounds good as well because we continuously keep saying good neighbor.

And I haven't been on council long enough, but I know of all the things that shook up the neighborhood from St.

Ambrose.

So I wasn't here like the mayor, but I was sitting in Miss West Millbrook's seat, and I was listening to things.

When you don't know, you don't know.

But when you drive around and you pay attention to things, now that I sit in the seat, to me it's good that you're listening, but it's not good to hear that that you guys don't know what he's speaking of, because it's easy to research as in the newspapers.

Um Sarah Watson can give you a good tutorial on how to go back and research something out of the newspaper, just ask her.

So it's just interesting to me where that we're at this point where we always have to say this word that sounds good to us as um constituents are aldermen, alder women, good neighbor.

I think I'm a good neighbor.

I like the cuss.

Am I still a good neighbor?

I mind my business.

Yeah, I'm a good neighbor.

So good neighbor could be anything, you know what I mean?

So it's uh to me, it's it's a hard leg to stand on, just so you know.

I I never put my cars on the table, but with this one, I just have to say it's been interesting to watch, and I listen to my other constituents say the things that they say, and then we're gonna vote yes.

It's it's just a hard pill to swallow when the word is good neighbor every time there's a presentation.

I I just wanted uh to say to to St.

Ambrose that uh I think that you have a very good campus plan.

I think that over time you have proven that you are a good neighbor in the city of Davenport.

I think that this 10-year plan uh moves not only moves your institution forward, but it moves the city of Davenport forward.

I don't think that anyone can disagree uh that we are a stronger city with St.

Ambrose as the educational institution in our town, and we need to say that uh when we can and recognize it.

And I do appreciate Dr.

Novak's letter and commitment to having meetings in the coming year about the properties that are uh just outside of your master master planning area.

Uh I hope that I'll be able to take part in those conversations, and I look forward to uh strengthening our strengthening our relationship in the new year.

My personal opinion, but I also need some more help with first shift.
