We're certainly happy you're participating in your city government, but ask that your participation please reflect the common desire we all share to make Davenport a better place.

Uh, and more so did the community.

What you're going to see under uh my comments uh at uh the first cycle of every month is uh we're going to uh celebrate our employees, uh share this with the uh community.

So whether it's new hires, uh retirees or internal promotions.

I'm gonna walk very quickly uh through this uh every single month for those uh uh are going to be recognized for the month prior.

So this will be October.

And this actually is a part of uh just being very intentional about telling our story.

You know, the employee piece of this is a smaller piece, but you're gonna see that we're going to do more of that uh here as a uh organization.

We got a great team that's already in place.

I'm just uh sharing that there's more coming.

There's a lot of things that uh I want to take uh uh advantage of and be intentional about we fill in the blanks.

Uh there's a lot of misleading or misinformation that's out there that I think we've got an opportunity to tell the story to the community, and that day is uh that day is here.

But tonight we're gonna talk about the employees.

Uh we have Andrew that was hired as a mechanic.

We have David that was uh hired as a Packer uh driver uh loader that's solid waste, and Leslie was uh hired as an administrative assistant in the uh community and economic development department.

Additional new hires, uh Garrett was uh hired as a street heavy maintenance worker.

We have Paul that was hired as a uh laborer, and then internal promotions.

Uh we have Robert that was promoted sergeant, AJ to uh corporal, and uh Pat to uh sergeant as well, all three uh within the police department, and then one more uh internal promotion.

Uh Nicholas was uh promoted street heavy equipment operator uh street heavy equipment operator, and uh that's it.

I appreciate the opportunity to do this.

This is something that you're gonna see every single uh month again first cycle, and there were no retirees in October.

The City of Davenport Iowa proclamation, whereas Third Mission Baptist Church, TMBC has been a cornerstone of strength, hope, and service in the Davenport community for 150 years, offering guidance, support, and inspiration to countless individuals and families.

And whereas, founded in 1875 by a small group of formerly enslaved individuals seeking the freedom and unity to worship together, TMBC has remained dedicated to uplifting lives, fostering community and promoting compassion and inclusion.

And whereas for a century and a half, TMBC has been a place for everyone, young or old, rich or poor, broken or whole, where individuals can grow in faith through worship, education, discipleship, and outreach.

And whereas, through the dedication of its pastors, leaders, and members, TMBC has helped establish other congregations and inspired many community leaders who continue to make a positive difference throughout the Quad Cities and beyond.

And whereas TMBC's ongoing outreach, including family and youth group programs, senior support, financial education, community gardens, food and clothing assistance, and neighborhood engagement has strengthened families and enriched the fabric of Davenport.

And whereas this 150th anniversary celebrates the enduring vision, resilience, and commitment of generations who have built and sustained the TMBC's remarkable legacy of service and leadership.

And now therefore, we mayor Mike Matson and the City Council of Davenport do hereby proclaim November 20th, 2025 as Third Missionary Baptist Church, 150th anniversary day in Davenport and encourage all residents to join in honoring the lasting impact of Third Missionary Baptist Church on our community and its continued mission of faith, service, and hope for all.

Next, we have uh a presentation for the 2025 Halloween parade winners.

Uh this year's Halloween parade was held on Sunday, October 26th and kicked off from 2nd and Pershing.

There was a wide variety of parade entries, including small businesses, nonprofit organizations, school-based organizations, city departments, and the pictures were provided by each entry to participate in some online judging.

Judging was open to the public on the City of David Facebook page from October 27th through October 30th.

The picture that received the most likes in the categories of best youth entry, best dance group, best float, and best overall uh was declared the winner.

A huge thank you goes out to Davenport Police, Public Works, Fire, Parks and Recreation, and our certainly administrative staff for another safe and successful Halloween parade.

Uh I want to specifically give some special thanks uh to Allie McWilliams, Brian Krupp, Gio Hernandez, Hannah White Earth, and Alderwoman McGuinness for their all-day efforts preparing the route, organizing entries and volunteers and helping reopen the route at the end of the parade.

Uh thank you also goes out to Mid-American Energy and their citizens and the citizens who took part in volunteering along the parade route, and that's that's a big deal.

As well as the downtown Davenport Partnership and the Teamsters for keeping the streets and sidewalks clean.

I just wanted to uh draw attention to the fact that the Quad Cities was awarded technology community of the year last week at the Prometheus Awards.

Um this is an award uh ceremony put on by the Technology Association of Iowa, and this is the first time that the Quad Cities has won the award in its 20-year uh history, and the application was based off of some technology from John Deere, uh, Amazon, and then Grace Technologies, and the uh Chief Technology Officer Andy Zimmerman uh from Grace Technologies was there to represent the the private industry, and it's really cool.

They are a business located on East Locust that I think a lot of people don't uh maybe know about, but they are a uh great uh technology business that's in Davenport, and it is good to be recognized, but it's also uh good to see the types of uh corporations uh pushing the pushing the boundaries on technology that we have in Iowa, and hopefully we can continue to grow and expand in that sector uh right here in the quad cities.

First of all, I want to wish the veterans happy Valentine's Day.

Um, and just want to thank any of the veterans for your service and sacrifices.

I truly appreciate that.

Um, I also want to uh mention to our newest city administrator, welcome.

And please make sure that no one trespasses over at that 324 Main Street area space.

Uh we consider that to be sacred space and protected space, and appreciate that you also uh watch that space and keep that protected.

When I was here last time, I read one portion of Corey Spiegel's blog that was drafted on December 24th of 23, and she published that on April 20 April of 2024, which is when I read it.

And um integrity.

I spoke about that a few weeks ago, a few months ago.

I know there's a couple of you that understand that and live by that.

It's the rest of you that I find extremely disappointing that you don't seem to understand that your position calls for honesty and integrity, and what happened was is there was a mutual agreement to keep that 1.6 million dollar payment a secret from the public from the time you guys made that agreement upstairs and in hallways and on cell phone calls, but December 13th, when you came down here and Alderman Kelly voted nope.

Maria Dickman was not on the phone, and no one asked Alderman Lee if she was on the phone, but yet the truth has been distorted about what happened at that meeting.

Honesty and integrity, decorum, code of conduct doesn't just apply to employees, it applies to elected officials.

And trusting some of you is even greater.

Talk about transparency.

What a bunch of crap.

You agreed to keep it secret till after the 2023 election, and then you distorted it in the 2025 election.

Yeah, you too.

I was in the room.

I make sure I'm in the room so I know what I'm talking about when I stand up here.

Honesty, transparency, accountability.

I want to see some of that from all of you.

You are elected by us.

You represent us, not yourself, not your own interest, and not your relatives, or your friends.

People are reaching out to me and telling me crap about you all, and I am not asking for it, but I am verifying it.

So I know who's telling the truth up here and who is not.

Who has political aspirations and who does not.

Do you know what it is?

I thought I was speaking to the people in the back.

Now I realize it's the people I'm looking at made the mistake of trusting.

Get it right if you're gonna say it in public or don't say it at all.

December 13th, I have transcripts of what was said in this room and who voted no, and who was not even in the room or asked if they were in the room.

Someone made sure Maria Dickman was on the phone, but no one made sure Judith Lee was on the phone.

Get it straight.

That's the thing about lying.

What is hidden is always revealed.

The truth is power, and that's why I can stand up here and look you in the eyes the way I am, because I know I'm telling the truth, and why you can't look me in the eyes.

Um the weather is getting cold, and um, I've noticed a lot more homeless people on the street um going up, going up Brady Street next to Gash, like they're on corners and things like that, and um the homeless shelters are full, or I hear that some are not even opening for winter because I guess budgeting or whatever.

Um, since you guys care so much about the city, you know, and its people.

I'm hoping that you guys kind of reach out and see what we can do because we all know what happens to homeless people that they get arrested, and next thing you know, we're they're in jail, and that takes up our dollars as well.

Since you got, you know, I guess how you guys think.

So I'm hoping that you guys reach out and try to help homeless people during this season because it's getting cold outside.

Um, I've had the opportunity to go out and help um Miss Yelanda feed um some people, and um I want to um just if if anyone wants to go out with us with me and feed um people, it's very um it's very liberating, and it's something that I will hold very close to my heart, and it makes it something that I'll remember for the rest of my life talking to people.

So if anybody wants to go out with me and or with my sister, and that we you guys can see what we're seeing and hear stories that we hear and things like that.

I welcome you, and I hope you guys offer up some of those bucks that you got and help people out.

Like really, I know some of you guys really do care about your community and help out where you can, but we really do have an issue, and it's the holiday season, and it's getting cold outside, and so we um some people really do need help, and um last last year over the years, not even last year.

I hear about you talk about mental health, and some people even throw it in my face that people don't want help.

Um, let's remember that we live in an area where we have businesses closing, big companies like John Deere, and those people lose their jobs and then they can't pay their homes, and then they what may possibly end out on the streets.

It could take someone losing a family member for you know, and take somebody losing their job and their mental state just crashes, and then they end up homeless.

So let's remember that it's not that people just want to be homeless, it's things that happen to everyday people that make them you know not be able to upkeep a house or keep their bills paid.

So I'm really hoping to hear something from you guys on how we could help the homeless in our area.

This is not the first time that I came up here and I spoke about this because when uh 324 Main Street happened, we've seen a lot of homeless problems, and you know, when that happened, y'all guys said we're up here for five minutes of fame and all the other great stuff, but you see, I'm still here, I'm still dedicated, and I want to see change for our my community, and it doesn't matter if you have a penny or a million dollars.

I want to see great.

Um, along with my sister have gone out and seen it's just been a lot.

It's been a lot.

Um all of y'all guys have the honor of being elected officials and be able to get a little monetary game.

So please look through your closets.

I'm asking everybody.

I've asked my friends, and I've got quite a few blankets.

Look through your laundry and see what blankets that you have.

You can give them to me, and I'll be happy to get them to the people who actually need them.

Because on Sunday, I had like four people asking for blankets, so you can get them to me, or you can feel free to walk the streets yourself.

I work downtown Davenport now, and I mean, it's been I usually just see it when I'm walking up here.

I see people with carts and lots of bags, but I can't even walk into my place of employment anymore without seeing people with their belongings, and it's just heartbreaking.

Uh, just on my first day walking into a building, I had to pass.

They even had a cot underneath the under, you know, going into the building that I needed to go into.

That's my business, though.

Um, so we do have a huge problem.

If y'all have any extra blankets, if you want to give them to me, you can, or I'll even take you to where they're needed.

We need to get these blankets, these people.

Thank God it's gonna, it was kind of warm today, and I think it's gonna be warm tomorrow as well.

But when we was out, it was almost freezing, and these people needed blankets, so we need the help is needed.

Um, and I'll go ahead and say it for myself from what I'm hearing.

The um what is it?

King's Harvest is not opening for winter shelter.

That is very dangerous.

I'm afraid of people freezing to death, you know, out here on these streets.

But you know, every time I've said this, I've had one to whatever how many of y'all say I'm here just for my five minutes of fame.

No, these people are going to freeze to death on these streets.

And we have to be absolutely nuts to sit here and watch it happen.

We would have to be absolutely, and I understand that some of you just don't care.

I wish I had a house to put everybody in, but I don't have that.

I'm paycheck to paycheck, damn near my damn self.

But these people need blankets, they need help.

Help.

I don't know how many times we gotta say help.

Even if it's just a blanket, help.

And we all get to go home and adjust our thermostats, and I get the honor of having this shawl that heats up.

They don't have that honor of having that.

So I'm asking you guys to help.

Y'all should be the first thing smoking.
