Commission.

0:01

All right.

0:01

Well, welcome everybody.

0:02

This is uh Wednesday, April 22nd, Planning Commission.

0:08

And we have a quorum.

0:10

We have lost three members due to whatever CRUD is creeping its way around.

0:16

Um, but we do have a quorum, so it's the gentleman and myself.

0:19

So it's very good.

0:21

All the ladies couldn't make it, I guess.

0:25

Something happened.

0:26

Uh okay, with that, um, I'm going to ask for approval of the agenda with one exception.

0:32

Um, I'd like to remove um six C because Commissioner Brinkley, who's really the person who brought this one up, is not present tonight.

0:41

And I think we should just wait until she's here and can actually make the case.

0:45

I don't believe the rest of us can.

0:47

So can I get uh a motion to approve the agenda as amended?

0:51

So moved.

0:54

Second.

0:55

Okay, excellent.

0:57

All right.

0:57

Now we've got um public comment.

1:00

Um at this time, any member of the public may address the commission on matters which are not listed.

1:05

Oh, I miss brief announcements.

1:11

I used to do that to him all the time when he was chair.

1:13

I go like spirit probably.

1:17

Turnabout, right.

1:18

I'm so sorry.

1:19

Any announcements from staff.

1:23

Thank you, madam chair, Derek Dunworth, principal planner.

1:26

Just a few um project updates between Eric and I.

1:29

Um, this is exciting.

1:33

I don't have details, but they will be forthcoming.

1:37

Our two large downtown specific plan form-based code G Street projects appear to be moving forward.

1:46

As well as the Sweet Briar Townhomes, which is also on G Street.

1:51

So in the coming months, we are anticipating having quite a bit of activity within those six blocks of G Street.

1:59

There will be more information coming about street closures and construction and things like that, but it appears all of that work is imminent this summer.

2:09

So that's very, very good news.

2:11

Can you tell us which the two are?

2:13

Uh 240 G and 500.

2:16

500.

2:17

Mm-hmm.

2:18

Our two big G Street projects.

2:22

So stay tuned.

2:23

We'll be working with their communications team to make sure that we get as much information out for folks about sidewalk closures and lane striping shifts and and all the things with traffic control and um so please stay tuned for that.

2:39

Yeah, the lumber yard, right?

2:41

Yes.

2:43

Absolutely awesome.

2:45

Very good news indeed.

2:47

Um as you all know, Willow Grove had their workshop in front of City Council last night, and um it went quite well, we think.

2:58

There were quite a few people out in support, but I'll turn it over to Eric briefly for him to give you just a quick quick update in case you weren't able to watch or even if you plan to watch.

3:08

So Eric, I'll turn it over to you for a minute.

3:10

Okay.

3:11

Thank you.

3:11

Um as Dara said, we uh brought the Will Grow project to the city council last night for their workshop, and that was just really informational, but it was a you know really good meeting.

3:21

Um we were able to you know present the project, um, familiarize, make sure they were familiar with all the different aspects of it, um, get you know, get public comment on it, um, and hear any questions they might have.

3:31

I think um between the applicant and and and uh sort of the subcommittee, the council subcommittee and other information they've been saying in tune.

3:39

There weren't really out that many outstanding questions.

3:42

Um they did they did express their appreciation for all the commissions, including the planning commission for all your hard work and your time and your recommendations because I think that really did help uh vet the project and turn into a good project so that when it was presented to them there weren't you know that many uh you know issues to really discuss or or you know uh kind of have to work work through.

4:03

Um you know, as far as the planning commission recalls that you know there were a few specific recommendations you had.

4:09

Um for the most part the first three which were like language uh additions to say to the baseline features or to other pieces, just for clarification.

4:20

For the most part, the city council did not uh take them up as specific recommend your specific recommendations because they were addressed in some form already in the project documents or they had been kind of clarified in the uh in intervening weeks as part of the subcommittee's uh work with the uh with the applicant and the development the the developer.

Discussion Items

The proposed use would occupy approximately 5,554 square feet within an existing 10,000-square-foot building with no exterior modifications. The applicant, Richard Baccherini (owner), noted the parking availability and the benefit of co-location near the Target shopping center. The commission praised the business's reputation and the lack of opposition. The item passed unanimously.
  • Palisades LLC Manufacturing Building (FPD #01-26, DR #03-26, PA #26-05): Staff presented a proposal for a 12,000-square-foot manufacturing and office building with a 2,400-square-foot storage building on a 1.26-acre parcel at 4630 Fermi Place. The use (design and manufacture of laser systems for medical devices) is permitted in the light industrial business park subarea. The project complies with all zoning standards, includes landscaping and bioswales, and is CEQA-exempt. The applicant, Steve Greenfield (Cunningham Engineering), and Andy Quang (CHD Architects) answered commissioner questions about building flexibility and parking lot shading. The commission approved the resolution unanimously.
  • Announcements and Staff Updates: Principal Planner Dara Dungworth reported that two major G Street projects (240 G and 500 G) and the Sweet Briar Townhomes are moving toward construction this summer. Senior Planner Eric Lee provided a recap of the Willow Grove City Council workshop (April 21), which was well-received, with a public hearing set for May 5. He also noted that a minor Certificate of Appropriateness for the historic Amtrak station had been processed administratively. Commissioner Vince McLaughlin commented on the project’s alignment with economic development goals.
  • Long Range Calendar: Staff outlined upcoming work: General Plan Update (GPU) workshop on April 30 and continuing outreach, a planned development audit, a mobile vending ordinance update, and a housing progress package (ADU, SB6, SB9 updates) tentatively scheduled for June 10. Quarterly historical resources training sessions were noted as placeholders pending adoption of the Historic Resource Management Ordinance, targeted for September 9.

  • Next Steps: City Council will hold a public hearing on Willow Grove on May 5, 2026. The next GPU public workshop is April 30, 2026. Staff will continue work on various ordinance updates and planned development cleanup.
