I do have one item to highlight.

Item number three is a service agreement with Miami Valley Housing Opportunities.

This is a grant agreement for $2.9 million.

This is our participation in providing permanent supportive housing, tenant-based rental assistance to 248 for 248 units of housing.

These are for individuals who qualify with a disability.

And the whole intent of permanent supportive housing, tenant-based rental assistance is to provide safe housing and wraparound services to prevent individuals and families going into homelessness or into emergency shelter and to provide those wraparound services to help support those individuals.

This is the 2024 HUD funding.

With regards to our funding allocations.

Comments, questions, thoughts on city managers' recommendations.

I just wanted to echo the um the comments and the work that has been made with Miami Valley Housing Opportunity.

And from my understanding, we are we were rather the largest recipient of the continuum of care permanent um solution supportive housing grant.

So again, just wanted to uplift the work of our staff and uh highlight the partnership that we have ongoing with Miami Valley Housing Opportunity.

This is uh the result of many years of work of looking at the data of the best ways to try to end at least some of the types of homelessness.

Uh this is 248 individuals and families that aren't on the street, thanks to our work and thanks to the work of the staff and the the whole organization, not just us, but the nonprofits, the county, everyone else who's been working on this for a long time.

So uh city major, thank you, colleagues.

Thank you for your support for this.

This is important to our community and it's it's it's worked.

This uh continue to find ways of helping those in need.

Hi, I'm Paul Kerrigan.

I live at 1525 Pershing Boulevard.

That's 1525 Pershing Boulevard.

It's on the corner of Brad Circle.

Invite you to come visit.

Okay.

One of the purposes for me to be here today, since I have to talk at you, not with you.

Make you aware, like it was here last Wednesday of the problem on that section of that street.

The top of the bottom of the hill starts at on St.

Charles, which is the same street that St.

Anthony's is on, for those of you who don't know.

And it goes up a little S and then steep climb up to the top of the hill.

I'm going to guess about seven, eight, maybe a thousand yards, quarter of a mile to the top of the hill where Marymount starts.

And at that top of the hill is blind in both directions.

So anybody going at speed is in danger of an accident, which has happened several times.

Also, there are many speeders that continually go up and down that street.

And if you were to start at the top of that hill and cut your foot off the brake, you'd be going very fast by the time you got to the bottom of the hill.

Where is an S.

And there was a big accident there four or five years ago that I brought up last Wednesday.

That neighborhood, not just that street, that whole neighborhood is infested by quadrunners.

Not just little baby quadrunners, but the competition quadrunners with the real loud high compression mufflers on them.

Nobody's doing anything about it.

And I said before, and it was adamant about that, and I'm mad about it, excuse me, adamant about it now.

There's virtually no police presence there anymore.

Maybe it's because of this focus area up north Main Street.

I don't know.

Used to be they'd sit at the white picket fence and clock the speeders coming down the hill, which would be like this on a daily basis.

So I just want to keep making you aware of it.

And I invite you to come there.

Go to Cleveland Street, turn right, go down go down Pershing, stop at the top of that hill.

You'll see what I'm talking about.

Then go down that hill.

Keep your foot off the brake.

See how fast you're going.

There's no speed bump there.

That whole section.

Going the other way on the widest and flattest and shortest part of Persia, there's a speed bump.

But not on this dangerous part of Pershing.

Coming here, I crossed two speed bumps that were in short streets in innocuous neighborhoods.

And I question, why is this here?

We can't get one on our street, but there's one here in the middle of nowhere, or nobody, no traffic at all.

And I said this last Wednesday.

You can't convince me that all these speed bumps around Dayton were put in there as a result of citizens' petition.

And you mentioned the petition process is not over last Wednesday.

Well, I'm going to tell you there are flaws in that system.

People aren't looking through the mail.

A lot of people have big hunks of mail and they pull, take it out in mass and throw it in the trash nowadays.

I don't know if you're aware of that.

Talk to 10 of the people in the street, some of which put them in, some said I forgot about, some said I didn't know if I wanted to do it or not.

But the fact is, I bet if you check the records, you won't find people sending back those ballots in that said no, I don't want it.

You only got the one that said yes.

That's a flaw there.

There's a flaw there.

That's all I have to say.

I'm not going to keep, I'm going to keep this on your minds.

Your Honor, I would just in reaction to the situation on Pershing Street.

I will have our police look at safety data to see, you know, if there is if there's anything that stands out with regards to that.

I did talk about the petitioning process that is what drives humps and bumps in neighborhoods.

Um I got a little bit more information about this particular process.

There were um it require the petition requires two-thirds of the property owners to support it to say yes, I want a speed bump on this part of my street.

Um they got about 40, 41 percent.

Staff even went door to door to explain and try and get the number up with regards to 41 percent, and there was no additional yeses that came about.

So there was, I believe, adequate outreach and participation um from the neighborhood with regards to this bump.

But I will take I will have police look into the um safety data and find out if there's other things that we can look at.

Um just a couple uh thank you, Ms.

So I look forward to having a conversation with him after the meeting this morning.

Um I look forward to the safety data that will be provided from DPD once uh Ms.

Dixteen has an opportunity to review that information.

So I appreciate again you providing that more information on that piece.

Um would also like to highlight and thank the staff.

This month is customer service month.

Um, as you may notice, a number of staff members have their favorite team jerseys on, including my colleagues.

So again, just kudos to the staff and um customer service appreciation month.

And then I will also like to thank Ms.

Reed.

Um, one of my favorite events that will take place this weekend, and that is the fall harvest festival, and that is Saturday.

The Department of Recreation and Youth Services, their annual event is the fall festival Saturday, October the 25th from 2 p.m.

to 6 p.m.

at the Ketterin Field.

Um there will be a DJ, kids' activity, hayride, and more food trucks, um, and just a number of events that will take place, or festivities rather, that would take place at this event, including trick-or-treat and a costume contest for kids uh ages 12 and under.

And uh again, the contest will begin at 4 p.m.

So dressed to impress.

And then last and certainly not least, I would like to also make mention of the Dayton uh NAACP Hall of Freedom Award, which is the 74th NAACP Hall of Freedom Award that will take place this Friday, I believe from 6 30 until 8 p.m.

And I think that's all I have this morning.

Also want to echo those comments around Customer Service Week and uh all our employee.

And uh all the hard work that our employees do for our for our citizens.

Um I will note that I did not put a jersey on, but I did come wrapping the Belmont bison colors.

So uh that's my team go by and uh want to remind folks that um there's an election November 4th, an early vote is going on now.

You can vote between 8 and 5 currently down at the Board of Elections next week.

You can vote up to 7, 7:30 in the evening, and then uh the weekend of November 1 and 2, you can vote on the Saturday and Sunday.

Uh just one thing, I want to announce uh ask if folks show up for the old North Dayton cleanup, neighborhood cleanup this Saturday from 10 to noon.

Uh they're starting at the park at the corner of Kiwi and Valley and going out from there.

This is hosted by the neighborhood group.

Uh I've worked this group almost every year on our cleanup.

I'm not sure I'm going to be able to make it this time because there's a million things going on this Saturday, but I'm going to try to at least stop by and I encourage folks to stop by.

Uh if you need more information, you can email cleanups at old North Dayton dot org.

And that's from 10 to noon this Saturday at Kiwin Valley.

Yeah, I just want to say to uh to add on to that that this um probably the last uh four or five years, we've had more and more community cleanups.

Um citizens throughout the entire city of Dayton have seen a great desire to you know pick up trash to try to keep their neighborhoods cleaner.

So it's a great sense of pride that they have, or um a greater sense of pride that they seem to be having right now.

So let's keep it up.

And of course, we always talk about the fact that if you did not throw the trash down, you wouldn't have to pick it up.

So we're trying to work on that piece as well.

So uh this week uh we have hundreds of uh middle school students from across the entire region who explore the uh future career paths during the career adventures day, uh we should say it's a couple of days from the October the 28th until October the 30th.

This will all happen at the Dayton Metropolitan Library and sponsored by uh the Chamber of Commerce and Montgomery County Educational Service Center and uh the support that we get from our schools as well.

And this is offering young people a chance to look at some of the hands-on activities and explore different type of jobs that they may not be aware of.

And of course, many of these jobs are associated with manufacturing.

So schools will be attending on a rotating basis to make sure that all of the young people from throughout this whole area have an opportunity to participate.

So again, I just want to thank uh the um chamber of commerce, thank the library and the schools for all participating in this poll process.

We need uh a lot of young people to feel some of the uh the myriad of jobs that we have been able to create in conjunction with our business community.

So I really really encourage them to all take part in this process.
