The Employee Relations and Public Safety (ERPS) Committee, chaired by Commissioner Ladina Bolton, convened on October 20, 2026. The committee reviewed seven items, approving funding for a new joint public safety training facility and several emergency services contracts, while deferring action on multiple ordinances pending further discussion.
Good afternoon. I am Ladina Bolton, your Super District 7 commissioner, as well as Deputy Presiding Officer. But now I am here as chair of employee relations and public safety. Also serving on this committee with me is Commissioner Marita Davis Johnson and Commissioner Nicole Masaya, who is not feeling well, so we pray that she gets better and will be able to join us soon. Commissioner Patrick will be joining us momentarily. He just stepped away. But we'll go ahead and get started with our agenda beginning with item 2026, 1484. These are the minutes from our October 6th meeting. Have you had an opportunity to review the minutes? I have, and I make a motion that 26 1484. Be approved the minutes of the October the 6th meeting. Second, all in favor, aye. Motion carries recommendation for approval. And moving along in the agenda as ordered, we'll go down to public safety. This is item 2026 1387. All commission districts. This is an item to approve the use of SPLOST 1. Category 2H funding for preliminary design services or a proposed joint fire police training facility. 490,797. Good afternoon, Commissioner. And if you don't mind, we do have a short presentation that we can present to you. Yes, sir. Go ahead. Yes, ma'am. And I'll wait for you to get the copies. Commissioner reminded how we got it. Yes, okay. And it is as you said, it is as you said, Commissioner. This is to for the joint training center design and planning. And as you may recall, this was part of SPLOS One. It was a SPLOS 1 item that did allocate a million dollars for that exact purpose. And so we thought it would be important just to tell you why. Even back then, it was important for us to at least start the conversation about uh replacing our training centers. And so uh the police training center, as you may be aware, uh they actually do training at uh the um location that is now going to be uh renamed as the Moody uh precinct, uh but that's also where uh the police does its training. That location was built back in, or excuse me, was purchased back in 1980. Uh, and Chief Pedro uh told me that he actually went to his police training at that location. Uh but you can see here uh that um that place is is was originally a school uh and so it wasn't purpose built, but we have done what we can to use it uh for our training. And and as you can imagine, the only thing that's being done there is mostly the classroom training uh as far as their driving training, the ebook. They have to go off site. Uh they don't have a location to have to uh see where they can borrow those those facilities. Here's just a quick look at some of the classrooms. Um, and as you can see, some of these pictures are pretty rough. Uh some of these spaces are not actually used. Uh they use the spaces they can uh for the training, but uh we have persistent problems there, as you can imagine, a building of that age. Uh, and so what we uh we do what we can. Uh once again, because it wasn't purpose built. Uh there are quite a few limitations uh as far as the uh facilities itself.
