Delaware Civil Service Commission Meeting: April 1, 2026
The Delaware City Civil Service Commission met on April 1, 2026, at 3:30 PM in City Hall Council Chambers. Discussion Items
a. Approval of the April 2026 Police Certified List – Assistant Chief Harding presented the list. Four candidates were removed for failing to complete the background process or not meeting hiring standards. Three new candidates were added. Harding also provided a staffing update: current sworn strength is 57, but will drop to 56 on April 3, 2026 with the retirement of Detective Dan Madden. Seven additional positions remain to be filled. Three current candidates are graduating from the Delaware County Sheriff’s Office on April 15, 2026; one candidate (Daniel Blevins) will begin the Sheriff’s Office Academy on May 13, 2026; and another candidate at the Ohio State Highway Patrol will graduate in July 2026. The commission voted unanimously to approve the list.
b. Approval of the April 2026 Firefighter Certified List – Chief File reported eight candidates were being removed: seven due to rolling off the eligibility list and one because of a low score on the most recent exam. Six new candidates successfully completed the process and were added to the list. The commission voted unanimously to approve the list.

Approval of the motion summary from the civil service meeting held on March 4th, 2026 as recorded and transcribed. Are there any corrections or additions? I have one small correction. You might have the same one. Maybe under staff comments item six. I had asked Chief Pyot about the um what am I talking about here? I got it circled here. I asked Chief File about the uh number of openings in the fire department. It's recorded that Chief Moore stated there were 26. I believe it should be Chief File. I'll make that correction. Thank you. Thank you. Did you have um in addition? Um my name is spelled wrong about uh starting down at section five on down. It's spelled correctly prior to that, but missing the S in Holling's head after that. I my apologies. That's okay. Sarah, I think um Chief Pyle does not have 26 openings. Um Chief Moore has about six openings. Chief Pyle here in the year 26. I thought he said with the opening of the the new station. In the year 26, I have 10 openings. So I think there's supposed to be 10 openings for 26. There are any other comments or corrections to the minutes. Uh just one more um under item seven. I think there's a typo in that first line. Uh shared but enjoyed the firefighting swearing in ceremony. So I must have been having a moment. Thank you. That's all I had though. There are not none other no others.
