The City of Delaware Civil Service Commission met on May 13, 2026, at 3:30 PM in City Hall Council Chambers. The meeting was called to order by Chair Santos, roll call was taken, and the Pledge of Allegiance was recited. The commission unanimously approved the minutes from the April 1, 2026 meeting, then discussed and approved the May 2026 Police and Firefighter Certified Lists. No public comments were received. - May 2026 Police Certified List: Chief Moore presented the list, which adds four candidates to the eligible list. Three candidates were hired and started the police academy that morning; one candidate withdrew after obtaining other employment; and one candidate was removed at Chief Moore’s recommendation. The list now contains 16 eligible candidates. Chief Moore provided staffing details: current sworn officers on payroll total 58 (including three new hires and four in training). Authorized strength is 63, but city council recently approved three additional positions in the current budget, making the previous authorized strength 60 as of January 1. The department is within two of that prior number and has five openings (three of which are new positions).
- May 2026 Firefighter Certified List: Chief Bile presented the list, which adds nine candidates from the latest testing process, bringing the total to 15 eligible candidates. Chief Bile reported that the department is currently fully staffed and is bringing on 10 budgeted firefighters this year in preparation for the opening of Station 5 early next year.
