Tabled Items

  • No action was required on Pulte Group's Boulder Farms Sections 1 & 2 development plan (2022-0632 DVP #1) and final subdivision plats S 26-3 and S 26-4; these items remain tabled.

Public Comments & Testimony

  • No public comments were offered and no emails or letters from the public were reported for any agenda item.

Discussion Items

Wendy's Development Plan – PC 26-4

  • Staff presented a request by The Wendy's Company for a development plan on 0.92 acres at the corner of Glenn Road and the eastern access drive to Meijer in the Glennwood Commons subdivision, zoned C-CC PMU.
  • The plan includes a roughly 2,000-square-foot building with a drive-thru, 25 total parking stalls (six reserved for mobile or delivery pickup), sidewalks, landscaping, and lighting. Staff recommended approval with conditions, noting that border lighting is not allowed under the development's comprehensive sign plan.
  • Applicant Bill Perry of Weaver Consultants Group said Wendy's is excited about the location and expressed a desire for 'halo' downlighting and three-sided signage, but said Wendy's would move forward if those items are not acceptable.
  • Chair Simpson, an employee of Wendy's Corporate, recused himself; Vice Chair Nana presided for this item. The commission decided to uphold the existing PUD standards so all tenants are treated consistently. The commission voted unanimously, 4-0, to approve PC 26-4 as a recommendation to City Council with all staff recommendations.

McNett Meadows PUD Development Plan – PUD 25-13 DVP #1

  • Staff reviewed a request by Maronda Homes (read in the transcript as 'Miranda Holmes') for 210 townhomes and a private clubhouse on 44.05 acres zoned R-PUD. City Council approved PUD 25-13 in October 2025 as the former Evans Farm PUD.
  • The site is bisected by a 150-foot-wide electric easement. Access would be from Peach Blow Road with extensions of Gardenia Lane and Harvest Moon Road into Winterbrook. The northern cul-de-sac would continue as a public road; other internal roads would be private but built to public standards, with HOA maintenance agreements.
  • Applicant Tom Hart said the units would be owner-occupied and targeted to first-time buyers, with a clubhouse pool, playground, walking paths, tree plantings, and enhanced architecture. He said the applicant accepted the staff conditions.
  • The commission unanimously approved the development plan with staff recommendations. Staff noted the case will proceed to City Council for a public hearing on June 22, 2026.

McNett Meadows Section 1 Plat – S 26-8

  • Staff presented the Section 1 plat for 102 townhome lots, private roads, and reserve areas on 21.288 acres, representing the southern portion of the development.
  • Condition 1 states that the plat will not take effect until the development plan approval is in effect; if the development plan is not approved, this approval would be null and void.
  • Chair Simpson noted the plat will need minor street-name revisions to be approvable by Delaware County. The commission unanimously approved the plat.

Delaware County Shared Services Administration Building Plat – S 26-9

  • Staff presented a request by MSA Design to consolidate two lots into a single 10.678-acre parcel for the Delaware County Shared Services Administration Building at the southeast corner of Byxbe Parkway (listed in the agenda) / Bixby Parkway (as transcribed) and State Route 521, zoned C/I.
  • An administrative development plan was approved by staff in March 2026. The plat also dedicates right-of-way along State Route 521 and establishes utility and drainage easements.
  • The commission unanimously approved the plat.

Right-of-Way Vacations – PC 26-7 and PC 26-8

  • PC 26-7: City request to vacate Hayes Street and various unimproved alley/right-of-way areas on Ohio Wesleyan University's campus east of Henry Street. Hayes Street currently serves only OWU's maintenance building; OWU purchased the last private parcel in 2018. Following vacation, OWU would maintain and may rename the street. Certified notices were sent to surrounding property owners.
  • PC 26-8: City request to vacate unimproved right-of-way on Jane Road west of Winston Road. Staff said Jane Road was never built and serves no purpose; the property owner to the south, who has been maintaining the land, brought it to the city's attention. The vacation would assign the right-of-way to adjacent property owners per Ohio Revised Code.
  • Both public hearings had no comments. The commission unanimously approved both requests as recommendations to City Council.

Key Outcomes

  • PC 26-4 Wendy's development plan: approved 4-0 as a recommendation to City Council.
  • PUD 25-13 DVP #1 McNett Meadows: approved 5-0; City Council public hearing scheduled for June 22, 2026.
  • S 26-8 McNett Meadows Section 1 plat: approved 5-0, with minor street-name revisions required.
  • S 26-9 Delaware County Shared Services Administration Building plat: approved 5-0.
  • PC 26-7 Hayes Street right-of-way vacation: approved 5-0 as a recommendation to City Council.
  • PC 26-8 Jane Road right-of-way vacation: approved 5-0 as a recommendation to City Council.
  • No action was taken on the tabled Boulder Farms items.

Planning Director's Report and Commission Comments

  • The next Planning Commission meeting is July 1, 2026; it was not moved for Independence Day. Commissioners were asked to report any vacation conflicts.
  • Commissioner comments noted a groundbreaking for a local school district's fifth high school within the city's area.
  • Staff reminded the commission that Kroger rooftop units will be installed by helicopter tomorrow, with units arriving at 7 a.m. and installation beginning at 8 a.m.
