The Florida statutes allows CRAs to offer these types of grants to businesses, in particular to eliminate blight and slum like conditions throughout the district.

5:17

So as we have been working in our DRC and their businesses who are actually uh renovating or renovating or coming to the CRA, in those meetings, I've said I need to let you know that because you're in the CRA, there may be something to your benefit in the form of a grant.

5:32

But when I drilled down, I discovered that we haven't had a grant program.

5:35

We've not issued a grant through the CRA.

Unassigned speaker

5:38

So

Speaker 4

5:38

I'm requesting that as many communities throughout the state of Florida do, we offer a grant to businesses that can help them in a number number of ways.

5:46

For example, maybe they have a paving issue, painting issue, landscaping, uh it could be a facade grant.

5:55

Anything that will improve the look of the business.

5:59

How are these grants funded?

6:00

They're funded by the CRA trust fund.

6:02

So each year communities that offer grants just allocate part of their trust fund for these grants.

6:08

They're also matching grants, which means that uh the proposal that you have had that is before you tonight is a grant that is a matching grant in fifty in the 50 percent.

6:18

So if the project is a ten thousand dollar grant, the city would match it at 50 percent, which would be five thousand dollars in each of these different areas.

6:28

Now, painting is a little bit different, that only goes to five thousand.

6:31

Um, but it's a it is a simple process, it's one that can benefit businesses in the CRA, and so recommend it to you based on uh the information that you've received

Speaker 1

6:43

uh I'm gonna go to Commissioner Villavasquez first, then Vice Mayor Harriet, because the majority of the CRA is in your district, Commissioner Villavasquez, please.

Speaker 3

6:50

Thank you, Mayor.

6:51

So uh for the grants, is it per business?

6:54

Will you be offering this to every single business or is it for the whole entire CRA section?

Speaker 4

7:00

It's for the its businesses within the CRA boundaries.

7:04

Yes, ma'am, thank you.

Speaker 3

7:05

Each business.

Speaker 4

7:06

That's correct.

Speaker 3

7:06

So I have I think it's 12 restaurants on Del Tona Boulevard.

7:12

So each restaurant will be able, well, not restaurants, but food, you know, uh businesses that sell food or whatever.

Speaker 4

7:18

Yes, ma'am, if they're in the district, they qualify in the CRA for matching grant.

7:24

For example, one of them may have a sign that has been broken or vandalized.

7:29

They can apply for a signed grant and we can partner with them and see a new sign put up.

Summary of Proceedings

Southwest Deltona CRA Meeting - July 7, 2025: Approval of Matching Grant Program

The Southwest Deltona Community Redevelopment Agency (CRA) met on July 7, 2025, at 5:30 PM in the Deltona Commission Chambers. The meeting focused on approving Resolution No. 2025-61, which establishes a new matching grant program to assist commercial businesses within the CRA boundary. The meeting adjourned at 5:56 PM.

Discussion Items

  • Economic Development Director Don Cox presented the matching grant proposal, designed to eliminate blight and slum-like conditions by funding exterior improvements (e.g., paving, painting, landscaping, facades, signage) for businesses within the CRA. Grants would be 50% matching (up to $10,000 per project, $5,000 for painting), funded from the CRA trust fund (current balance ~$2 million) with an annual program cap of $100,000 initially discussed.
  • Board members debated eligibility (commercial only, not residential), the number of grants per property per year, and the possibility of allowing multiple grants across different categories per year. They also considered increasing the program cap to $200,000, allowing businesses to receive multiple grants annually (e.g., signage and facade in the same year), and setting limits per category per year.
  • Broader CRA issues were discussed, including streetscaping, sewer expansion, bonded debt, extension or expansion of the CRA (expires in 2036), and the need for a future workshop to plan the remaining 10 years. Staff would approve work before final payment to ensure compliance.

Key Outcomes

  • Motion by Member M. Avila-Vazquez, seconded by Member D. Heriot, to approve Resolution No. 2025-61 adopting the proposed Grant Program with the following modifications: a program cap of $200,000; multiple grants per year per business with no more than one grant per category per year. The motion passed unanimously (7-0).
