The Denver City Council met on June 8, 2026, to consider a range of items including a shelter expansion, settlements against the Denver Police Department, youth employment funding, a lobbyist regulation amendment, and two zoning changes. The meeting opened with council announcements about community events and a healing space at Mombella Recreation Center.

Council Announcements

  • Councilmember Alvidrez thanked the Denver Parks and Recreation Department, community healers, and the African American Commission for a healing space at Mombella Recreation Center following a tragedy, emphasizing the need for more proactive youth programs.
  • Councilmember Cashman promoted the Welshire 100 golf tournament and the High Line Canal Conservancy summer scamper at Bible Park on June 24.

Consent Calendar

  • The minutes of June 1, 2026 were approved without correction.
  • A block of 13 settlement resolutions (26-0815 through 26-0827) authorizing $2,865,000 in settlements for cases brought against the Denver Police Department was approved. Councilmember Lewis noted the 2026 total for city settlements reached $3,867,000 and that a $3 million rescission from the general fund contingency was required.
  • Several other resolutions and bills on final consideration were adopted in a block vote, including: CR 0709 (Denver Rescue Mission), bills on final passage (26-0506, 26-0682, 26-0696–26-0699, 26-0701, 26-0702, 26-0694, 26-0695, 26-0707, 26-0705, 26-0711, 26-0706, 26-0713–26-0721, 26-0678, 26-0684, 26-0515, 26-0615, 26-0636, 26-0659). All received 11 ayes.

Discussion Items

  • Denver Rescue Mission Shelter Expansion (CR 0709): Councilmember Lewis asked whether the expansion involved construction or reallocation of space. Staff confirmed it is not a construction project; the Rescue Mission is absorbing families from the Salvation Army’s Lambeth closure into existing space at The Crossing, with a total of 30 units and no additional capacity beyond that.
  • Denver Youth Employment Program (CB 0678): Councilmember Lewis inquired about funding history. Staff reported the program has been flat at $1.5 million for the last three years, previously increased from $600,000. Councilmember Alvidrez asked about rollover of unspent funds; staff stated the majority is spent year over year but will provide a breakdown.
  • Business Compliance Ordinance (CB 0684): Councilmember Lewis clarified the ordinance is not aimed at any specific business, correcting a news article. It reaffirms obligations of all businesses working with the city to follow local laws.
  • Park Creek Metropolitan District IGA (CB 0704): Councilmember Lewis noted the agreement provides support for conveying roads from the metro district to the city, addressing long-standing street issues in Central Park.
  • Lobbyist Regulation Amendment (CB 0686): Councilmember Gonzalez Gutierrez introduced an amendment adding individuals appointed by the mayor, auditor, or clerk and recorder to the definition of covered official and applying post-service lobbying restrictions. The amendment passed 11-0. The bill was then ordered published as amended, with Councilmember Lewis thanking the sponsors and Councilmember Sawyer for collaboration.
  • Required Public Hearing – Zoning Change at 8401 East Bellevue Avenue (CB 0557): Staff presented the request to rezone from B-8 with waivers to SMX-8 (suburban mixed-use up to eight stories). The applicant, Eric Heacox of Shea Properties, described the four-acre site as underutilized and requested approval to create a mixed-use destination complementing the nearby Marina Square redevelopment. Councilmember Romero Campbell asked about tree preservation and outreach. Heacox stated the intent is to preserve as many mature trees as possible and noted outreach to neighboring condos and businesses, with letters of support from the metro district and Denver South. The public hearing was closed.

Hi, thank you. I wanted to extend an appreciation to the Denver Parks and Recreation Department, including Keith Bell, John Martinez, and Director Clark, especially the staffers of the Mombella Recreation Center. So yesterday we held a healing space for community as they were looking to reopen the recreation center this morning. And it was absolutely a beautiful showing of folks and would also like to not only thank the healers that were able to come and provide a sacred space for that cleansing opportunity, but um Media and Dr. Arsette, as well as the African American Commission in their work, Adam Preston, Director Ridgway with the OCA.
