Summary

Denver Mayor–City Council Joint Meeting (2025-12-16)

The Mayor and Denver City Council held a televised weekly joint meeting featuring council announcements and a presentation from the Denver Animal Shelter on adoption, shelter services, and year-end shelter activity. The general session concluded with the council voting to enter executive session for legal advice.

Announcements

  • Councilmember Diana Romero Campbell (District 4) announced Southeast Denver library renovations and closures: Hampton Library is closed; Ross-University Hills will close for renovations on the 20th. She noted DPL will provide a bookmobile and “sprint van” with a schedule to be released later in the week; residents were directed to denverlibrary.org/southeast.
  • A councilmember added that Virginia Village Library (Dahlia & Florida) will be open seven days to help fill service gaps during closures.
  • Councilmember Alvidrez promoted a free Christmas market at Athmar Park Rec Center on Monday, December 22, 4–6 p.m., where children can select, wrap, and give gifts (up to two) to family members.

Agency Presentation: Denver Animal Shelter

  • Shelter staff introduced included Lauren Law (Manager of Community Programs), Aiden McMarrell (Community Engagement Administrator), and Lorraine Laycock (Behavior Specialist).
  • Staff highlighted animals available for adoption, including Rocky, a four-year-old pit bull described as doing well in testing and popular with volunteers; staff noted he was an owner surrender due to the owner traveling for work.
  • Staff reported an “exceptional year” with a record number of animals, stating the shelter expects over 10,000 animals to come in this year, and recognized staff for working 365 days a year (including weekends and holidays; no snow days).
  • The shelter presented a professionally produced promotional video funded by a donor who previously adopted from the shelter; staff said multiple versions exist (3-, 5-, and 8-minute) and that it was expanded to highlight shelter services beyond adoptions.

Public Comments & Testimony

  • None included in the transcript.

Discussion Items

  • Councilmember Flynn expressed appreciation and noted the shelter cares for more than dogs and cats, referencing prior exposure to animals including rabbits and turtles.
  • Councilmember Sawyer thanked shelter staff for holiday coverage and expressed enthusiasm for Denver Animal Shelter upgrades included in the voter-approved “Vibrant Denver” bonds.
  • Meeting leadership thanked the shelter for organizing a pet food drive during a period when families faced the potential loss of SNAP benefits, stating it supported hundreds of families concerned about feeding pets while prioritizing feeding children.
  • Councilmember Cashman asked about the effectiveness of prior pit bull regulation requirements.
    • A shelter representative stated: “In a word, no,” characterizing it as a waste of resources, redundant given Denver’s dangerous dog ordinance, and said it takes significant staff time to administer.
    • The representative stated very few people proactively register, and that registration often occurs only after animals come into the shelter and are evaluated.
  • Shelter staff directed residents to the city website for adoption and volunteering information, noting volunteer onboarding occurs once a month and the shelter is open 365 days (with adoption closed on holidays). They also described after-hours options for relinquishing animals or placing found animals in safekeeping.

Key Outcomes

  • Motion approved to enter executive session pursuant to DRMC 2-34A, Sections 3 and 7, for the purpose of receiving legal advice related to city/residing laws.
    • Vote: Approved without opposition (no tally provided in transcript).
