Um, I was um served notice through certified mail on Wednesday at 1930 Reno, and it was concerning 13803 Pinewood.

It was concerning dangerous building.

The inspector, I physically seen him.

And what he told me was was to go down and get that, the building permit thing.

I could not get in.

I even went to my neighbor that holds a grudge against me to try to help me get on Zoom.

I was told after I came here on Friday after the Zoom hearing or whatever, that I needed to talk to city council to get this so it does not get demolished.

It does say demolish on here if I don't close it up.

I want to take it off that.

I paid just like the man said to get this building permit.

I went and bought two glasses Friday, but they couldn't cut no more glasses because it was their close of business.

A few things.

I um was very happy to see um, you know, some exposure with our immigration.

Czar, you know, uh basically, um, I come down today to speak about free society.

And the free society is a community where individuals can express themselves and pursue their own goals without collective oppression within a framework of laws that protect fundamental rights, is characterized by liberty, political freedom, and a high degree of individual autonomy.

One of the core values is many core values, but one of the core values in the free society deals with the rule of law.

Now, some of these higher enchiles use that term very liberally and don't apply it to themselves.

In this city, in this state in this country, the rule of law applies to both whites and blacks.

It applies to both impoverished and those that are wealthy.

And so you cannot break the law to bring charges and enforce laws on citizens here.

Well, by definitions, the government and its citizens are bound by laws that are applied equally and then partially, rather than being ruled by the arbitrary whims of those in power.

And so if we're going to apply a rule of law in our impoverished community, it's imperative that rule of law being applied on those in power.

Now I speak a lot about perspectives.

If they wasn't in power over the conditions here, I would ordinarily just have a normal conversation with people.

But I speak about these perspectives because they are the ones that hold the power, legislative and executive.

Um, but you know, I just want to discuss there were some very slanderous comments made about me by Mr.

Mika Williams last week.

And you know, I'm gonna try to be as polite and professional about it.

But you know, I have a good reputation in both Miami and Detroit and other cities around uh country, you know.

My business, we don't do business in Michigan or Miami.

We do business all over the country, and you know when clients do watch city council and they do see stuff like that.

And you know, Mika Williams, I mean, he lives off the government, he doesn't work, he's a professional protester, you know.

He's assaulted, threatened public officials, you know.

He literally said uh registr a sitting councilwoman should be kidnapped, literally said that, you know.

Miko Williams, I'm shocked he's not in prison yet.

In Miami, he would.

And you know, lastly, is you know, that Palestine conference is really embarrassed the city, you know.

And I I mentioned I I support a ceasefire.

I mean, I support, but you know, I support Israel 100% and their right to exist.

It is the Jewish state, and uh, you know, I'm in strong support of Israel.

And you know, when literally a bunch of white commies are yelling that it shouldn't exist, you know, I take great offense.

And you know, I hope that conference is not there in Detroit or anywhere near Detroit next year.

And I certainly would never be anywhere near Miami because we support a Jewish state here in Miami.

Uh, I like to also congratulate you guys a bit more punctual.

That shows that you do care about um, you know, your constituents whether or not they appear, you know, uh whether or not they see you as being punctual or not caring that whether you show up on time or not.

So I like to congratulate you guys for doing much better.

I've noticed it.

Um, City of Detroit retirees.

We need um we need to be made whole.

Um, I'd like to see more than just um fast track to a wish list, uh, you know, for being first in line for something we're gonna be declined anyway.

So I'd like to see more actual um progress from that retirees task force towards getting our um getting our being made whole.

Housing.

Everybody knows winter's coming, winter's coming faster and faster.

We're nearing the end of September.

So we need to get these homeless people off the streets.

Uh, we need to get them housed permanently.

Um, we could repurpose those rents and towers and some of these buildings that are being torn down.

Let's try to spend some money instead of demolition.

Let's spend some money on rehab and get them off the streets.

Uh that would make everybody feel safer and warmer this winter.

$600 million over taxation.

Yeah, it's never gonna go away.

So I don't know why it's taking all this time.

We've you guys have admitted that it was wrong, and I'd like to see it made right.

Um, so I'm not only over taxed, uh, my pension is being clawed back, and so I've double jeopardy is not allowed in court.

It should not be allowed in the city either.

So maybe we could work harder on the retirees uh progress on getting them made whole.

Uh that 460 dollars was not a 13th check.

I never got a 13th check.

By the time I retired, they had stopped giving out 13th checks.

So I don't know why everybody's being thrown in one basket and penalized as if everybody got 13th check.

I never got one, so I I don't know why I'm being pen.

The next caller is Cecily McClellan.

Yes, thank you very much for this opportunity to speak.

I'm with we the people of Detroit, and clean, safe, and affordable water is one of the hallmarks of uh we the people of uh Detroit, and also it should be a concern and a priority of the public safety committee.

Right now, the Detroit Lifeline Program is not functioning as it should.

Uh funds have uh been exhausted, so they have changed the program.

So only uh persons that have no arrearage can be um actually enrolled in the program.

Well, I don't know anyone that needs assistance that doesn't have an arrearage.

That's pretty much the uh hallmark of needing uh assistance.

I think that um the council needs to get behind and support House Bill 4555 that was uh sponsored by uh Representative uh Diebendorth and that House bill uh codifies into state law, um uh affordable water for all residents with uh no income anywhere between two and three percent of uh income would uh should not exceed more than two to three percent of their income.

The city council has also a role in codifying into law uh water affordability, um and setting aside resources that would ensure it.

I uh support uh not that Karen and also the area in the retirees being made whole.

Uh the city of Detroit has bragged and been very um have had numerous surpluses.

I think those surpluses should be added to the pension obligation, and so um that obligation can be reached.

I think 80% is pretty extreme.

No pensions are functioning at that, but we should be made whole so uh uh retirees can get their full pensions back and not have over 23% being deducted.

So, you know, it's just terrible.

The exonophobia on this council in this committee is absolutely appalling.

Not only is the chair making comments that black people are immigrants, yeah.

You have other neighbors speaking this um rhetoric from the Republican Party from the right wing.

It is not fair.

Now I sat and talked to my neighbor and told her about her comments last week that it was unacceptable.

And if we're trying to get something done, why would you go back and as a community leader say these type of things?

You know, when Miss Lyons said it, it's unacceptable.

When Stephen Harwing said it, it's unacceptable.

When the voter deniers say whatever they say, it's unacceptable.

But what I'm not going to do is I'm not going to allow people to attack other races, creeds, cultures.

We all live in the city of Detroit.

We all deserve to have justice, equity, freedom, the pursuit of happiness and liberty.

We pay our taxes.

And this white supremacor has taken off the hat of the hood that we all known for 30 years and shown to be who he really is.

And for those that endorse him for governor and endorse him for her office, is the problems that we have today that's trying to push that lady into office as well.

Oh, and Stephen Harwing, your comments are unacceptable.

You are a mass shooter.

You believe in Charlie Kirk, you Nick Fuentes worshipping uh demon.

Um, the bus lines are not on time, folks are trying to get to work, school, play, etc.

And I don't want to get rid of that sense of urgency from the city council trying to improve these things.

So I want y'all to pray in the Holy Spirit, call my name out in the atmosphere, and my mom sure Marie Lyons disabled registered nurse, her legs don't work at the rivers of Gross Point.

Um is about managing and support services for low income.

It's interesting how we can call out low income in this particular uh grant funding.

Uh, but when we when it comes to housing, we go to AMI.

Um we can do low-income housing.

And and what's happening is these people are using low-income housing tax credits and not providing the low-income housing.

In this particular 6.6 on your agenda, you're saying minority aids an initiative for eligible metropolitan area.

I think the grant came to the city of Detroit.

And I'd like to know what eligible metropolitan area are you speaking of in 6.6.

The money did not come for a metropolitan area.

It came to the city of Detroit, and it is incumbent upon this committee to find out the HIV levels in the city of Detroit because I'm sure that it's high, and you need every penny that comes in grant funding for the city of Detroit residents that are suffering through HIV.

And um, it's it's unfair to share that funding.

Three and a half million plus with other communities.

Um this is a large community that has a problem with HIV and other issues.

It seems to me that this committee and this mayor is in is is dead set on uh genocide.

Genocide, I say that because it's intentional.

Speed humps cause particulate matter increases in neighborhoods where you're putting these bees hump.

And they're everywhere.

So you are impacting our children, our elderly, all people who have to breathe this air.

This is the health and safety committee, and you should take this up, uh Councilwoman Waters.

You should take it up.

Okay, I like to start off by saying that I think that the health department can and should be doing more to help the CD Chart retirees.

I'm over 65, so it doesn't affect me because I have Medicare now.

But the city during their fake bankruptcy, they saved over $4 billion from uh getting rid of our health care.

You know, you know, the bankruptcy was nothing but a grand theft that continues today.

If we have effective hard working leadership, starting at the mayor's office, you know, they could help to renegotiate the agreement where the city of Detroit is only getting 50 million dollars, supposedly, for a lease agreement for uh for our facilities that it's actually only like 34 million.

The city should be getting like 200 million dollars, you know, from a lease agreement for the Detroit Water and Sewage facilities.

If they was getting what they should be getting, if we had a strong effective mayor, then you probably could pay us back the city of Detroit retirees, make us home much quicker.

And the city could be a whole lot better for a lot of people.

But I think our mayor is only interested in helping people outside Detroit because he has not done a good job for us, the city of Detroit residents, city of Detroit retirees, poor people, City Detroit homeowners.

I make this prediction again that Mike Duggan would not be elected governor because I've already been reached out to by a number of people who's willing to help go all over the state and identify the many, many failures of this administration for his 12 years.

You know, we've already got a list of over 100 failures, and you know, before the end of this year, we're gonna have over a thousand.

And we already got a bunch of people that want to go and tell his true story, and we have people that's willing to help us do this.

Charlie the Duff exposed uh the Gayaga, Gaiaga person who is in uh um who is uh right now been suspended by the uh inspector general.

700 million dollars in demo dollars were given to Gyanga for the tear down um the the uh northland facility and others and freeways, uh freeway and sewer debris is being thrown in um uh holes, uh northland contaminated dirt with asbestos is being thrown in these holes, and uh it is a um it is a disaster waiting to happen in terms of cancer because a lot of that debris has asbestos.

I'd like to know if you're gonna take this up and um have a solution uh to um the the problem of health that we're gonna see as a result of that.

100,000 homes were illegally foreclosed, and at the end of this month, 834 more will be added.

We have a human um disaster waiting right here, unfolding, and it's getting worse.

I'd like to know what are gonna be your uh priorities in uh uh attacking this problem, and people are living in their cars and vacant homes, etc.

And remember little uh Miller Curry and little Darnell Curry who died of carbon monoxide poisoning living in the car.

Well, for really for both, these are for uh Detroit residents, however, for 6.5 because our uh service area is broader, uh is for the um greater Detroit metro area, but our primary focus is our Detroit residents.

So did the grant come to Detroit specifically, or did it say it is to service a metropolitan area?

Was it was it a Detroit specific grant?

Uh through the chair uh to council number waters within the actual grant, it is for both Detroit and the greater Detroit region.

And so I guess that's the purpose of this contractor and um Sylvan Lake.

Because I I wonder how they were going to service our Detroit residents.

I mean, they're so far away, actually.

Uh we have had these contracts for like quite some time with it in the way that it is situated, um, which is why we um have been able to function in the way for uh the HIV program that it has been.

So um it may seem that is it's quite far away, uh, but it's not been while we've been able to service uh again, not only uh city of Detroit residents first and foremost, uh, but those uh in the impacted areas.

Well, so so give us um the seven, do they have a satellite office here or anything?

The office in Seven Lake, and then if you could give us an example of some Metro Detroiters, those cities that they might service since it's a metropolitan grant through the chair to Councilmember Waters.

I would have to find that information out as it relates to if they have a satellite.

Um I'm not aware of that in depth of where they have their all their main locations, but I will find that out for you uh as well as the uh second part of your question as it relates to, and can you repeat that second part again?

Yeah, I want to know the sum of since it says a metropolitan grant.

I want to know some of the cities that they're serving that they're servicing then.

I mean, who who are they?

Got it, and I can have that information as well, and what both of where they have their satellite clinics and those actual surroundings.

If you wouldn't mind, these all look like emergency purchases, correct?

If you could just explain what's in front of us, what we can expect and why in this in this way.

Sure, I can pick it off.

And certainly procurement has been great partners in our efforts to get service on the road.

So essentially we had a number of uh buses in a short amount of time that went down for repairs that could be assisted, kind of getting those back on the road with these vendor contracts you have before you.

Um so we uh did talk through this and use the um emergency procurement uh because this was affecting um about 30 buses have gone down, and we really needed to make sure we can get as many of those back on the street as quickly as possible.

Um we've made some uh really good progress.

Um it's um a lot of that's due to having these contracts that we were able to activate.

Um, and then also, and I'm sure um OCP could add some uh clarity to this as well.

Uh but this is uh not a long-term solution, but this did make sure we could continue to get these repairs um in place and uh at the same time continue to work on some longer term uh solutions as well.

So hopefully that helps.

But uh CP wanted to add anything that's kind of framing up the the reason behind these contracts.

Yes, um the chair, I can add that.

Uh we have been in procurement of uh long-term five-year contracts for engines and transmissions as well as accident repairs since the end of last year and early this year.

These are um FTA funded procurements uh have been exceedingly complex and taken a lot longer than we would have hoped.

And uh, in order for D DOT to be able to ensure that they have enough buses on the road, we had to do some uh immediate repairs while those are being worked on.

We hope to have those um long-term contracts up to council for approval in the next um couple of months.

Um two things for me.

So the first one is do we not have it?

Sounds like then we did not have the capacity to be able to make all the repairs that we needed.

But we do have internal, sorry, um, but we do have internal um mechanisms to make those repairs.

This was just beyond our capacity.

Yeah, so so in this case, um, if you look at these um for the I'd say the the vast majority of the capacity that we added through these emergency contracts was less about just um doing about more throughput and and the nature of these repairs uh was um pretty significant.

So like if you look at the um the comp the contract with Cummins, that's usually like heavy engine repairs.

So when we before we send buses to these vendors, we're going through and doing some diagnosis.

Um and looking at is it something that we're capable of fixing in-house uh in a timely manner?

Um Williams is really specializing in transmissions.

Um, and then uh I think the third one was about um kind of like major body damage repair.

Uh yeah, a coach body repair.

So in all three of these cases, for the most part, this is work that really we we don't have the these are like advanced heavy repairs, it's not just a matter of not having the staffing level.

So there still is that interplay.

Um, but again, for the most part, these are these are coaches that were not able to repair um in-house based on our current technical capabilities.

What happened?

Was this delayed maintenance?

Was it all a similar issue?

Or if you can explain to us how we got to a point where all 30 were down.

It was over the course of a couple of weeks.

It wasn't like all one day, but it was it was um pretty significant.

We had we had been really in pretty good shape.

Um, and the the coaches that were falling off um for these kind of more major repairs, um really kind of ran again, but again, whether it was uh major issue, uh engine issues, uh transmission.

We had uh uh a couple of major um crashes, uh there was the the wrong way driver that ran into uh a coach on the lodge.

If we all remember that was in the news um around that same time.

So we had a couple of major accidents also.

So it was really just a matter of those kind of piling up really quickly.

Um, and just you know, we needed some more capacity in these kind of heavier repair contracts.
