So either you care about the residents, they have a meaningful opportunity to participate or not.

And that includes giving us enough time, giving us the information, and not just expect everybody's gonna go to a DON cast where we get the little blah blah blah.

You know, like I suggested a long time ago, make years ago make a web page for citywide proposals and district proposals and put this stuff up in text with summaries and give us 60 days to digest it.

We don't get the board package you guys got, and so it's like appalling the way the residents of Detroit are treated.

Um, the reason I'm um speaking today is because I heard a lot of residents over the last couple of weeks uh talk about their water bills and issues with uh the Detroit Lifeline Plan.

Um I heard a representative on here from DWSD, but I do know that um some of the information uh that they have on their website and the information that they have in writing is incongruent.

Um, and we've been attending those meetings for a long time and monitoring the plan.

And I did want to give residents some up-to-date information.

Um, as of Sept, excuse me, as of October 1st, uh, the lifeline program has been terminated.

Um there so that means there is no lifeline plan that is active right now.

Uh, there's a lifeline H2O program uh that's going to be started.

It does not have a start date.

It does not have a process for enrolling residents.

Um, and once that happens, that will be conducted by Promise Network, which is a debt collector.

Uh previously, Lifeline Lifeline was um administered through Wayne Metro, which uh which is our community action agency.

Um, and then there's only 3.5 million dollars.

There will only be one tier of $34.

Um, and you have to have no arrears to be able to be eligible to apply.

Hughes was talking about from public comments.

I think what she was referred to is Article 9 session 29, which talks about that the state cannot uh provide unfunded mandates upon a local unit of government.

You're saying that the money that we are receiving here is $750,000 for um the cleanup of the job the state is supposed to be doing.

But through the process of devolution, we are now receiving that.

I just want to ask is this money that we're receiving, is this commensurate for the services that we're providing?

Because I thought it was supposed to be that from the state.

They were supposed to provide money that would be commensurate for the cost of providing the service that is now devolving to the municipality.

So I can I can't answer all of that.

But what I can tell you is that we uh the these freeways are part of our our normal litter cleanup that we are responsible for.

The additional dollars were to increase, so we should be able to get out there you know 50% more often now with the additional dollars from the state.

Oh, it's to increase the services that we're already providing.

So this so this is the increase of this.

This is the increase of dollars of what we were already doing, right?

Because it was my it was my understanding and maybe I'm wrong here.

It was just and forgive me if I am.

It was my understanding that the state was supposed to do this because it's associated with the freeway.

So technically, we're doing what the state is supposed to be doing, and I don't have a problem with that.
