Um I think that the city has been doing a good job these last four years.

I agree with the mayor that a great degree of the change in this direction come from policies.

Policies is a driving force and change in any type of system in government.

Um I appreciate the veterans and the medal of honor things coming here, the arsenal for democracy, and a lot of other things.

Um, I think it's a testament to being heard and being heard, and a voice has value to it.

Um, I'm here to speak about the value of the voice of being heard.

Um the celebrations and everything else, the driving forces, the supports that help encourage and lead these things.

Um just as a veteran as a citizen, I ask you all to have some integrity moving forward.

I ask you all to be open to new ideas moving forward, as you all to acknowledge a lot of the degree of where things come from moving forward, and so um, you know, with these things, there's still a lot of work to be done.

And if you understand where the roots have come from, and a lot of information come from, then moving forward, you will understand the value and pay the value of those things.

Uh also, as it relates to the election, I am very, very disappointed that a better job isn't done to get more people out and to help educate people.

I'm I'm a precinct delegate.

I've been a precinct delegate for 10 years.

You know, the first six years, it was better in that uh I did not have to go over three miles to go to my polling location.

You know, no one should have to go over a mile to the polling location.

My polling location used to be at McKenzie uh school.

Now I have to go to Samson Webber, you know, over three miles away.

You know, it be it should be something put in place so the people don't have to go so far to their polling location.

Going to my polling location.

I passed over a dozen different polling locations, and most of them didn't have that many people.

Oh so I think there are things we can do to strengthen our numbers.

I think the trade should go back to being a powerhouse uh that it used to be when when I was younger.

Uh I know some of y'all was real young when I started voting, but we we need to do more to encourage more people to be active and to encourage more people to vote.

And um, you're the internal operations committee, and you should be concerned with how the city is operating.

The fact that we have no true health department is a serious um charter violation.

And so we should take all of these things under consideration.

I want to thank you for the two minutes that you always give us, uh, nine times out of ten, and um the professionalism that you show on your committee.

I wish all of the committees were as professional as your body, but I'm hoping that in the new year that your body will take up issues that we have brought to you, like how fast we got the solar zoning, and this uh latest fiscal um income tax.

Uh I believe is illegal because it's a change in an amendment, and you did not have a public hearing on it.

So if internal operations is not operating correctly, it is within your purview, your purview as the committee chair and the committee to make sure that everything, all departments are following um within the charter and also uh state law um with the uh trash picking up on the freeways.

That is unconstitutional and illegal and should be taken up by the internal operations committee.

Um I'm not sure how we're gonna handle how these people are gonna eat, how they can um count on having a decent Thanksgiving day meal, and you know, pray and and be prayerful for something that they need but have not been able to achieve as far as homelessness is concerned.

I signed up to be a zoning uh uh uh zone Detroit ambassador.

And how is it I only found out about this stuff from a neighbor?

That's like really problematic.

I thank the ladies here who voted to slow it down.

I congratulate the ladies if we had a fair elections, and um, so uh we really need to go line by line and get very specific answers to our questions and make sure that this is not taking away residents' rights to object at the at B seed for a use variance or the BZA Board of Zoning Appeals for any of that use or dimensional variances or knock out our ability to go to court.

Um also the gentleman you're interviewing for the BZA board right now, ask him if he thinks it's okay to limit people's public testimony when the developers get to go on and on and on and on.

A judge ruled that giving only one to two minutes is not uh due process, and then their uh one size fits all non-constitutional response was oh, we'll just give you five minutes.

But they limited me, they didn't even let me, they illegally didn't let me represent other people, and now they're giving us this hard time about the transcript, which under Detroit City Code 50-2-66.

If you and your staff would please read it, you're the BCAs is already supposed to have transcripts, regardless of whether anyone appeals.

The other issue that I want to say is that Miss Sonia Ackerman of the FOIA department.

I give her a rapid response reward.

She called me back, but she's telling me it'll take 120 days to have people review a public meeting that I requested a copy of.

That's totally insane.

Okay, so I just wanted to follow up because I know I spoke last week, and you guys still of you that were present recommended the additional funding after Conrad Mallet's uh data dump of information.

So um I mean, just to summarize what he said.

I mean, he said there was 10% of use restrictions that have been obtained in phase two.

Um, they've settled some cases.

Um, there's two people that still need to be relocated.

Um, there's a lot of a lot of kind of parts still left.

I mean, you guys haven't even noticed the phase two use restrictions.

You have 10% of phase one.

So there's a lot of work left to be done, and you're certainly not two-thirds of the way through the project.

And 104 condemnation cases costing 7.7 million.

I mean, that the average amount you guys are spending is just off the charts.

Um, you're about to see in the coming weeks, people that will come forward who weren't even served.

Uh, family members or people with the same name that weren't even the correct owners were served.

Um, that's gonna be the heavy hitting kind of cost that's going to accumulate.

And uh if they've already gone through the 5.2, like the the next 2.5 is just gonna poof.

And uh, and it's I would really like to have a full accounting of all the funding because if the whole project is supposed to be a certain amount and a majority of it is just on legal, where's the rest?

Uh that would be very important to know.

And then um, I just I think that uh it's just the full cost for the benefit is not there, and it's a big waste of taxpayer money.

Couple things.

One, um, since uh the city of Detroit has this very unique rule specific to it, the 50-2-66, which does require the Board of Zoning Appeals to secure transcripts for all BZA hearings.

Um, that's that's our rule.

It's not a state rule.

No other cities have that rule.

It's just us, it's our own administrative duty.

Um, it is a remarkably expensive rule to maintain for the city.

Uh there was a case in 2019.

Um, what is it?

Phil Fourner, the Allendale Chartered Township, where the Court of Appeals did rule that uh zoning boards can charge an escrow fee.

I think one of the challenges with these transcript fees is that you don't necessarily know what the cost is gonna be because every hearing is a different length.

Um, and you if you want to recoup that cost, you know, you can charge it on the front end to the people that cause the hearings.

In my case, it wasn't me, it was the billionaire California developer that caused the hearing.

I wasn't even a party to the case or to the proceeding.

Um, so you guys can charge an escrow fee on the front end.

Um, and then I guess return whatever of that fee isn't used.

Um, I I sent this case to uh LPD already so that it's on the radar.

Uh and I guess with my last 15 seconds.

Oh, I'm really trying to figure out what happened on March 30th, 2022.

Um, Callaway specifically asked the BZA about this court reporter stuff in 2022.

That uh memo disappeared in committee, and there's no minutes, there's no video, there's no edge.

But what they don't understand, that single vote that they have does mean a lot.

And it will have a better outcome if they do.

I I'm ashamed of the percentages that we get here in Detroit.

You know, I've been voting all my life.

I'm 67 years old.

As soon as I got old enough to vote, I was at that poll at that Rashar Library that Mr.

Sheffield or Sheffield got now.

Uh I just wish people would get out and vote.

You know, and please, please, please listen to the residents.

At least give them some of the things that they're asking for.

There has to be something done about her.

A 20% election is dismal, and shame on the candidates for not uh improving and making the importance of voting very paramount to the people of the city of Detroit that are broken, disencouraged, and don't want nothing to do with our political apparatus.

Um this is the thrilling and exciting thing about uh elections is that it shows who's all with you and who's off against you, and we see as we step up to the establishment.

Reverend Kenlock did that, and he and he uh won an integrity and making sure that he is not attacking, but also uncovering unmasking the establishment of Detroit.

Um, anyway, I just want to say, listen, we can all come together, we can work together and all, but I am not doing any of that.

People have shown who they truly are.

And in this time of uh Donald Trump and the way things are going right now, it's just best to X those people out and stay to you and stay to your household, stay to your block, and stay on your corner and do what you can do for your family and for your people and community that depend on you.

It's just time to do just that.

Sherman, if you can uh share with us your background.

I know you are currently on the Board of Zoning Appeals, so if you can talk about your background um and your experience on the BZA thus far.

Uh well, I'm a lifelong Detroit resident.

Um, been living at Detroit all my life.

Uh with the Cast Technical High School.

Um, from there I went to Michigan State University and got my degree in engineering.

Um since then, I've came back home and uh continue to be a resident of um Detroit while being uh engineer in the automotive industry.

Um I have been on the Board of Zoning Appeals since March of 2020.

Um it has been a pleasure and a great experience for me.

Um listening to the cases uh that petitioners bring forward, um, addressing the concerns of the community, um, as well as uh moving the city of Detroit forward.

Uh and so can you speak to how long you've been on the Board of Zoning Appeals?

Since March of 2020.

2020, you said, okay.

Um can you maybe share with us is there anything that you've experienced that you would like to see improved?

I know we get a lot of concerns relative to the community aspect of it, um, where residents want to ensure that they have been heard um and have access to documentation from any of the hearings.

Is there anything in particular that you'd like to see improved?

Uh well, I from my understanding, each individual uh from my experience have the uh equivalent and same amount of uh public comment time.

Um, if you know it's an opportunity to increase that time.

Um, I think you know that that would be beneficial to the community.

Um, as far as the transcripts, um, to my knowledge, they are uh or they were at some point um available.

I'm not sure of that actual process, but um, if they're unavailable to any of the community members, I think it would be beneficial for them to become available again.

I just want to know what Mr.

Sherman thinks about um having their their sessions um recorded and some so that residents can go back and review those at any time or even having them shown on channel 10.

Um I don't have an issue with that.

Um my knowledge, I believe they are being recorded, and I know sometimes uh the news is present.

Um, so they need to be recorded so residents can see them on their own television.

I don't think that should be an issue.

Okay, yeah.

Yeah, I want residents to be able to see the see them because it's so expensive for people to go back and get copies.

That's what we hear residents complain about a lot of times, but if they're able to just go back themselves and just sit down and watch it without any cost uh to them, I think that would help a lot.

Yeah, I think that would be beneficial as well.

I know uh as we are available right now via Zoom.

I know the uh residents can watch via Zoom, but to be I know some people may not be computer savvy or have uh that type of technology, so it would be easier and more feasible uh on the television, I believe.
