So I am extremely uh thankful for the organizations who have put together the teams that they have to address this issue of uh violent crime in our city, uh, especially when we start talking about um gun violence, they've done a tremendous job.

When you just look at the numbers in the CVI areas, uh, you see a decrease above and beyond where you see other locations in the city of Detroit.

I will, however, say that as we move forward into the new year, I am going to be looking for additional metrics because what I see uh just does not to me it needs to be more uniform.

Uh when we looked at the document that was provided to us, uh, when they talked about uh the information that was provided to us, the information reflected that the number two um uh essential thing that or service that the organizations provided, it said other.

I don't know what other is and so um there's got to be more information provided to this body um beyond just a reduction in gun violence because that could happen because of a whole host of reasons, including the work that the CBI groups do.

So uh again, very thankful and by no means look to hold this myself personally, but as we move forward into the new year, uh I am personally going to be requesting additional information uh from the police department uh as we start to really look at these numbers.

Um and more contracts are gonna be coming our way.

CVI has been instrumental.

Um, and we approve that it is worked here uh in the city of Detroit.

Um I am agree in agreement with you, uh Mr.

President, we can always get better um uh at what we do and what they do.

Um I'd be remiss if I didn't say in this round of contracts, we don't see a usual uh contractor with us, uh, which is Force Detroit, uh, who has done tremendous work throughout the city of Detroit, uh, and ensuring, particularly in my districts, and I know a part of your district as well, Mr.

President, uh, that gun violence has been curved.

Uh they have you know really set the bar, I think, high for a lot of CBI groups uh with their metrics, uh, with what they've been doing for a very long time.

So it is my hope that in the next administration, although they did not make this round, that there is an opportunity for them to make the very next round, and and that will be opened back up for them.

Uh, and hopefully upon uh council approval at that time, uh, because it again uh has served uh my district in that area very well and provided great models, I think, uh of success uh for CVI.

Uh and so did want to put that on the record.

Um, I echo your sentiments and had a very lengthy conversation with Chief Bettison uh on Sunday about the metrics as well.

Um, what I'm really looking for is how are we changing people's lives and helping them to be better citizens to ensure that this isn't just a reduction in crime on one day, one week, one month, but that we are helping people to um receive wraparound services, guidance on how to um go through training, get a job, to you know, make sure that they are staying off of the streets and committing crimes.

Um, and in District Four, the CBI groups that are working there.

I want to make sure that they have the structure that they have the support as well to be able to provide the necessary support to the individuals that they're connected with.

Uh, and so that's what I'll be looking for as we continue to have these conversations about CVI groups and what that looks like.

Um, and so just it's it's something that I know all too well.

Um, just because of the way that I grew up and what helped to change the trajectory in my life, not that I was a criminal in any way, shape or form, but just didn't have the resources available to me.

Um, but someone outside of my immediate circle directed me to resources, and I think that's what's important here for these individuals to have that support uh to be able to uh to change their lives and the lives of their families so that they can take care of themselves in a way that we will all appreciate, knowing that they are not um having lengthy years uh committing crimes in the city of Detroit.

And I think it's something that residents would be grateful for as well, knowing that they are upwardly mobile and not committing crime.

So uh we'll continue to have that conversation with Chief Bettison and helping to ensure that the structure is there in District Four.

And part of the other challenge is that when you start seeing a percentage change, it could be because the greatest offender is unfortunately either dead or in jail.

And now that individual is no longer preying on that community and the numbers go down.

So we need a lot more clarity on uh the process.

I am really excited about the numbers that we're seeing, but echo the concerns about what that actually means and what we can do moving forward to lower crime and to quite frankly provide wraparound care services for Detroiters.

Um, just really want to emphasize the need for an office of violence prevention.

I know that our incoming um mayor elects is um very committed to talking around or talking about establishing an office of gun uh prevention.

Um, in my mind, we should be doing all of these different strategies.

Um, an office and violent prevention and other cities and other states.

They utilize wraparound services.

Many people are part of the CVI programs.

Um, many of them hire folks that are coming that are returning citizens, providing those life skills, those soft and hard skills for for their residents and folks as well.

I I believe these are the other pieces of these are the other solutions that we should be talking about when it talks about providing support for residents here.

Um so grateful that the city, the council, that the community push for CVI.

Um, we need to make sure that we're evaluating that, and we need to make sure that we're providing more wraparound services for our residents.

My name is Arthur Edge.

Um the CVI teams in Detroit.

They have been doing some tremendous work, but I realize that it's a lot of things that need to be done to improve that.

Uh, unfortunately, uh Detroit 300 lost their president a couple of months ago.

They asked me to come back to be president.

I realize Detroit 300 has a lot to do to step up, especially with your concerns.

And the short time that I've been president for the last month, I've realized there's a lot of work that needs to be done out there.

We covered three precincts, the second, the sixth, and the eighth.

And I'm getting calls almost every day with different incidents.

Young boy, 10 years old, running around shooting the gun.

Found out he got the gun from a 15-year-old that stole it from a car downtown.

He's too young to go to juvenile.

So we have reached out to him, but we found out that it's he lives in the house.

His mother has seven kids.

The house is in bad disrepair.

Actually, it's in B on BC's um flag right now, as far as the conditions that's going on.

But we're going to reach out to try and find other homes, another home for the family, and make sure that these children are leading in the right direction.

But not only that home, anything else in our zone, we're going to reach out to families to make a difference and reach out to these young people.

So I thank you again for approving our contract.

And you need we'll come back here and talk to you and tell you the progress that we made.

I'll always get to see you, sir.

Uh, I I just wanted to ask have we done an analysis of what it would cost for us to keep recreational centers open longer?

Or I know we had a midnight golf program.

I don't know if that's still in existence.

I don't know if we could do that.

I also was wondering is there an analysis in terms of relationships between the amount of recreational centers that we open versus the amount of crime that's reduced in those areas or precincts where they're open at.

Um this is this is kind of dark, but I know there was uh analysis that they said that for every plant that they closed, opioid use went up by 80%.

And so I was wondering is there is there that adverse in terms of that?

I think that this is a good great contracts.

I want to support them.

I want to support not just uh crime violence intervention programs, but also hospital violence intervention programs.

I think that's something that needs to be expanded.

But I think you should also be coinciding with the either the expansion or the or longer opening or both of recreational centers, um, as well as making sure that we have server protects other police officers that actually walk and they've got I think it's it's either by micro policing or server protect where they target a certain area.

And I'm trying to bring back a program that my father had called um many policing, where they had many police police officer at an actual station in certain neighborhoods in certain senior citizen buildings, because we had incidents of senior citizen buildings where crime and where drugs have been dealt in these communities.

And so I think that if we coincide all that together and we look at it from a holistic approach, I really feel with crime, you know, with CBI being in the middle of it.

I think we could really do a lot in terms of not just reducing crime, but also do a lot for our citizens to get the services that they need, as well as, and this is probably the work of the state, right?

I also think we're gonna do something about mental health as well.

Um, I think that you know, we've been as a country, we've been suffering from the de-institutionalization uh movement since the 50s, but in Detroit, particularly in the 90s, uh, they closed a lot of mental health uh facilities.

So we still have that problem.

That's why 83% of Wayne County jail is filled up with people with mental health issues.

So I think if we deal with all that, I mean I'm proud to be part of a program that has a co-mental health uh program with from ARPA with the police department, but you know, not too much horn.

But I think that we should be able to have all those programs together.

So this is just a long way of me seeing I support this, I support what we're doing.

I just hope that if this is not just being treated as silver bullet, that we use this as one part of a many different programs that we more neighborhood focused in terms of reducing crime and helping our young people so we have to have this.

This is the stories that we heard from Mr.

Edge and other people about young people being caught up.

And I do believe that that dollar amount was provided to us.

I want to say around budget time, um, because there was conversation about trying to extend the hours uh for some even 24 hours for our rec centers.

But in terms of all of those questions, I don't think there's responses just yet, but I would again recommend as we move forward into the new year.

We have air and opportunity in front of us.

Um, um, to your point, um, member um young, I did call um, and I think I even perhaps sent an email to Donnie Johnson and Tanya Staunemier when we were having conversations about passing the ordinance for um the ordinance that you sponsored, uh member young regarding curfews and raising the amount that we would be finding the um parents.

And at that time, they said they could not find the money for the wraparound services um that um we were all requesting.

So um, to your point, Mr.

Chair, I'm hoping that we will be able to find some funds and not wait till um tragedies occur to find if permanently for these centers to be open, extended hours for our students.

I mean for our youth.

And then I also want to your point, member young.

You were talking about the many police stations.

We used to have them.

Um, I think they might be sprinkled across the city.

I'm not sure.

And um, we also used to also have neighborhood city halls where people could go in and get resources and they were open during regular business hours so folks would not have to travel down here and pay for parking.

It's not as it was not as as expensive it is today as it was years ago, but um maybe we can revisit that because those city halls did help and they did provide services um to the residents in those areas where they were located.

We will uh make sure to get the breakdown in the description so that we don't have to go through this exercise, but totally understand the question.

Um, for line items um 19.26 and 27.

These are the freeway mowing contracts.

Um, the existing authority is city dollars, and the added dollars are m dot grant.

Um, so for both of them, it breaks down to roughly 75 percent city, 25 percent m dot grants.

Um, I could get those numbers to you.

Um and pardon me, was 1925.

Was that another one through the chair to member Johnson?

19.43 through you, Mr.

President, 19.23 as well as 19.25 understood.

So 19 point through the chair, 19.25.

This is um one of our um multi-year purchase and rental agreements for fleet.

Um, we structure these so that we can purchase over time and then we can use any source of funds so I can find out for you the exact breakdown of what's been purchased, but the intent of the contract is to be able to use any sort of funding to fund these types of procurements, and then um 19.23 is 100% ARPA.

I apologize for the confusing language there, that that should just be ARPA.

And was there another one through the chair uh that you referenced through you, Mr.

President?

I believe that was all that I had identified, but I do have an additional question relative to line items 19.26 and 27.

Um, when these items came before us initially, I was under the understanding that the state was primarily funding this activity.

Um, but you indicated that 75% is city funding and 25% is grant funding from the state of Michigan.

So is was was I incorrect initially thinking that the state was providing the funding for the city to essentially oversee the work and ensure that it was getting done through the chair, yes.

I could I can address that.

Uh I can I can understand the the confusion there.

The state handed over the um the application of these services.

They spent about $650,000 a year, and that's what they allocated to us.

Um, we have found a need and a gap there, and so we have been supplementing the service with blight dollars or city dollars.

Um, so what was originally a small service handed over and funded by the state, um, we increased that service, and then when we reached out to the state this year for an allocation, um, they saw what we were spending and allocated this five million dollar grant.

So in this instance here, um, they're only funding 25%.

We're hopeful going forward, they will make this five million dollar allocation regular, so that it'll be a hundred percent state fund.

Okay, and just to be clear, I understand that the freeways run through the city, but this is the state's jurisdiction, correct?

Yes, through the chair, correct.

Yes.

Um, I would of course love to see the state paying for the bulk of the dollars that we're using for these projects.

Um, and I know that we've been advocating for the state to provide additional resources for different items, but of course, it would be ideal for them to provide all of the resources for something that is their responsibility.

Uh, the piggyback on uh member Johnson's uh great questions.

Uh first of all, I just want to say this is I guess this would be considered a uh part of devolution.

We're going from what the state would do with this to now, the city would be doing this, but I don't know if this is to you, Mr.

Weather, probably someone within the law department, but they are required by state constitutional law to provide funds, otherwise it would be an unfunded man.

I think it's Article 9, section 29 of the constitution, the state that mandates that, correct?

I don't think it mandates actual dollars, but I think it mandates that the state has to pay.

So it's not like they're doing us a favor here.

They are required by constitutional law, supreme legal document of the state to provide funds for this service that we're absorbing.

Isn't that correct?

Through the chair, yes.

And um, we see these dollars as the um the first time the state is offering the amount of uh dollars needed to provide the service.

So when they handed it over, they handed over exactly what they were using.

Um, so that they they funded the mandate to us.

We saw a gap and filled that with our own resources, um, and then advocated the state and said, please provide what we think is necessary, and we see these dollars as the first uh what is hopefully regular allocation of funds for the service.

So it's so it's based.

So is it is is it cost-based?

Is it use you know, statewide in terms of funding?

I know it's not usage-based, you know, but you know, uh, the public at 51 formula, I know it's not.

So for this instance, how how is that how do they decide that?

Is it just it is just the honor system here?

Because they don't have the best track record when it comes to that from my experience.

Through the chair, I I apologize.

I I missed the question there.

But was the question the question was how they determine how much money did they want to pay out?

Is there like an actual formula due to to do the law with this, or is this just the honor system?

It's just you know, we feel your pains, we're gonna give you this, or you know, you know, you know, through the chair.

I just remember there's a lot of times where I had questions about this, and they tell me to beat it, or you know, scram, you know, and then a whole bunch of doors are closed, and you know, firms should be rearranged in certain rooms.

So I just want to know is that something that we look forward to in terms of you know, them just giving what they think we should have, or is there an actual formula here in terms of how much money they have to provide via that requirement, or can they just give the least amount?

Um I do know that they what they were providing is what they gave, and then we we saw a need and up the ass.

Yes, and I don't know if you heard the uh set up for the the questions that we're essentially asking what was uh so we've been made aware that there are a number of holes that have been um that need to be backfilled, um, but are uh paused at this moment while an investigation is taking place into uh Gaianga uh and potentially others.

Uh what specifically because it's been mentioned with Gaianga by contractors who've come before us, uh, what is being done by the city to address those holes that are uh remaining um while the investigation is taking place through the chair I'm sorry, I'm trying to to pull my words together for this one.

Um there are there's no pause on any of the open holes.

I guess that part I want to make sure that I'm clear on.

Um we typically have anywhere between 35 to 50 open holes on a weekly basis, just in general, with the normal um demo process.

So I'm not really clear about which holes in question that this particular person is inquiring about.

Um, but we do have about 26 holes that we are currently we've removed the the materials from um from the these are Gyanga sites that we remove the materials from, and we are in the process of certifying the the bottom of the hole to ensure that we've removed all of the material.

Um and then once we've been able to verify that, we will backfill the dirt.

So it's not a pause, it's just a part of the normal process.

Okay, well, can you give us a timeline uh that we can uh have again some level of reasonable assurance by this time it shall be addressed and we'll get those holes closed?

Um ideally we it's about a two-week time frame from the time that we actually remove the materials from the hold to the time that you see the new fill material come back in.

We currently have two that are ready for backfill, so we're in the process of scheduling that work now.

So two out of the 26 we are in the process of addressing currently, so we're still looking at a potential two additional weeks for the others, or we're at one week.

And through the chair, and these holes have only been open for about a week at this point.

There are no sidewalks currently.

And that's what the gentleman said today.

And that's what he said last Wednesday.

He's left all his information, which I did for to you, ma'am.

But um he said 48 properties in Southwest Detroit, sidewalks, not properties, sidewalks have not been completed, and 20 are on one street with no sidewalks, and with still polls sticking out of them.

They were going to finish the work, but then all of this um happened with the OIG's report and they stopped working.

When we do a demo, we remove all of the standing structure and all of the below grade structure.

So in the normal process of a demo, we we have typically anywhere from roughly 30, 35 open holes to 50 open holes a week, depending on the amount of production that we were able to complete the previous week.

And I also just wanted to ask you, um, where are we getting the dirt for these back holes?

And are these public, these are I'm assuming they're public sources where we're getting this dirt at, correct?

Through the chair, it's there are there are some public sources, yes.

But there is there the ability to have a public and a private source does exist in the program.

Well, well, the reason why I'm at just getting down to the degree here.

The reason why I'm asking this is because I want to make sure one, we are not using the source that's currently under investigation right now to fill these new homes.

And then, secondly, I just wanted the reason why I'm asking is just for my own understanding, what is approved and what is it?

Chair, I do have uh a statement that I'd like to read part of my discussion.

I passed this out to, and it's relative to what we're talking about too um right now, relative to our um our fleet.

I pass this out with um to each one of my colleagues.

Um the city of Detroit has a large motor vehicle fleet.

City council approved a five-year plan for light duty vehicle purchases and leases with ancillary services through June 30th, 2029.

The total maximum order limitation is 135 million dollars.

Today, city council will approve additional contractors to the Detroit Supply Schedule Number Six concerning fleet purchases.

Despite this huge investment, the city of Detroit lacks proper administrative rules for the use of city owned vehicles.

Administrative rules should apply to all departments, including the Detroit Police Department and the Detroit Fire Department, with some exceptions.

Administrative rules should include city vehicles may only be used for official work duties unless explicitly authorized, unauthorized personal use, errands, non-work passengers is strictly prohibited.

City vehicles may not be used for personal financial gain, i.e.

Uber Lyft.

City vehicles may not be used beyond an approved 50 mile radius of the city of Detroit without prior authorization.

City vehicles may be equipped with GPS or telematic devices to monitor uses.

Usage city vehicles must be parked in designated locations or secure facilities when not in use.

Operators may not leave city vehicles in unauthorized locations unless approved by management.

City vehicles are to remain within designated storage or parking areas approved by the department at the end of the operator's work ship.

I know that that's happening right now with GSD, unless explicit written approval is granted by department management.

Operators don't aside outside of the city of Detroit are prohibited from taking city vehicles home.

City vehicles approved for home use within city of Detroit must be used exclusively exclusively for city-related business, and operators may not use them for personal errands or to transport unauthorized passengers.

Operators are only permitted to use city vehicles outside of their standard work schedule when engaged in pre-approved city-related tasks or assignments or responding to emergencies as outlined by departmental protocols.

Any unauthorized use of city vehicles outside of regular business hours, including personal errands, recreational activities or transportation of unauthorized individuals is strictly prohibited.

Department has must file quarterly reports to city council concerning the use of city vehicles, including management approvals granted by department management.

Hopefully, we'll have these discussions in the new year, but we do have to um put some administrative rules in place in place with the use of city vehicles not applying to elected officials, i.e., city council, mayor, and city clerk.

So hopefully we'll have these conversations in the new year during budget deliberations.

We'll start off with uh Member Durrha.

Thank you, uh, Mr.

President, and thank you, colleagues.

Uh it has been a tremendous honor uh having the ability to uh serve on this council.

Uh I am uh wow.

Uh I'm overwhelmed uh, first of all, with just the amount of folks reaching out uh in these past few days uh from across the city of Detroit, across the state of Michigan, uh, and even just the love for my colleagues uh in regards to my father.

Um to know me uh is to know that I am like him.

I believe uh in the purpose of public service and the power uh and public service.

Uh and I believe that is what this body has shown over the past four years.

Um coming into this body, obviously a lot of high expectations, six due council members.

Uh, and I could say uh from a lot of the bodies that I've served on, obviously on the state level, and now this is one of the finest bodies that I've served on.

Um members here uh operated with the quorum, even if we agree to disagree, uh, and always remain professional.

Uh and I can say for each and every last one of my colleagues, even if I agree with you or not, you do it in the best interest of what you believe is best for the residents of the city of Detroit.

And so uh it has been a pleasure to serve with each and every one of you from member Callaway, uh, who I started off uh not really agreeing with, and then we found ways to agree, but I've always respected your professionalism, ma'am, and your love for your people.

As I traveled through district two as I ran for mayor, uh I found how much you are loved by your people that you represent.

Uh and that says a lot.

Member Benson, I always think you are very scholar, uh scholarly, uh, very up on the issues.

Uh you taught me the difference uh between just regular recycling uh and compost.

So thank you for that.

Uh although I cannot tell you I do the compost thing, I'm trying to get there.

Uh, but but I appreciate you uh as well as your professionalism.

President Pro Tim, uh, I can't say enough about you.

Uh you are my guy, you're my brother uh in times of need when I need to reach out to you.

Uh your door is always open.

Learned a lot uh about committee uh from you and the way that you operate, very professional, uh, but very knowledgeable as well.

You are uh the ranking member uh here, the dean, as they would say uh of the Detroit City Council with all your service.

I look forward to great things from you, sir, uh in the upcoming future.

Me and Member Young go back like a Cadillac with two flats.

Uh I stole your quote, uh two flats on the Cadillac.

You know, I'll be sure to not start the line more unless I'm ready to mow the grass and all that good stuff you say.

Uh, but you have been my brother for a very, very long time uh and have always appreciated appreciated you as well as your wealth of knowledge, institutional knowledge, uh, and legislative acumen.

Uh member Santiago Romero, you have been like a sister to me.

Um even we when we have disagreed, uh we have found a way to agree, and I'm not trying to scare anybody, but a little bit more far left because of you.

Uh but uh I always appreciate you uh and always checking on me just personally.

That means a lot.

And member Johnson is my sister.

I know you guys think I am a very smart young man.

Uh sometimes that's member Johnson whispering in my ear saying, hey, no, you need to object to this.

Uh she's an amazing, she's an amazing, an amazing co-pilot pilot, uh, but also my sister.

She is a wealth of knowledge as well, uh, and someone who I've leaned on uh in personal times.

Um as well as everybody's staff in here.

Thank you all for your kind words.

Uh this place does not move without you.

Uh each and every one of you from LPD to the law department to uh our clerks.

Uh I appreciate the time that I've spent with you.

Uh I don't anticipate I will be that far.

I don't know where I will be.

But what I will say, uh, I know if all of you are here, uh, the city of Detroit is in pretty good hands.

Uh, and thank you again for always opening your arms to me as well as my family, uh, as well as my staff.

And shout out to Team Durha, who actually went home.

They are home, and they are texting me, asking me why I am not home yet.

Uh amazing team in the world.

So not gonna give y'all that satisfaction to see this light-scanned young man cry.

Um, but again, thank you all, and to my two colleagues who are not here today, Mary and Mary.

Um who has known me since I was a baby, uh, an amazing legislator and herself, get well soon.

Uh you have always been there for my family.

You reach out to my wife and all that good stuff, and to our next mayor of the city of Detroit, uh, who I have a tremendous amount of respect for.

You never know the amount of respect that you gain from a person for a person until you run against them.

Uh, and she is one of the hardest working folks here.

Uh, and I look forward to great things from her as well, and appreciate her uh sympathy uh as well.

Um, so just want to say to Member Durrhall.

Um, as you indicated, I'm like a sister to you.

You are like a brother to me.

Um, I won't, I don't want anybody to think I violate the open meetings act.

I I nudge my brother when I need to when we are in PED, since he likes to take the microphone and monopolize PED.

Um, but just to make sure that we are all in sync and working together.

That's what it is.

Um, you will certainly be missed at this table.

Um, having been my seat mate, um, I certainly will miss you.

Uh, I appreciate your wealth of knowledge, you always bringing everything that you learned from the state here to the city of Detroit, um, and you being a pseudo-attorney because of your wife as well.

Um, just appreciate who you are.

Uh, I I think you did a phenomenal job out on tour uh while you were campaigning.

I really saw a different side of you uh and and really admire that.

I admire um all of the work that you put into everything that you do, your wealth of knowledge, and how you show up.

So you will certainly be missed.

You know I love you dearly.

Uh, and although you won't be sitting next to me, you I know you won't be far away.

Um, I know that you are just a phone call away, and so am I.

Um, so we will certainly stay in touch.

But thank you so much for everything that you do and looking forward to what you will do in the future.

Um, to my other colleague, Mayor Elect Mary Sheffield.

Um, I just want to give her kudos for being who she is and showing up.

Show showing up the way that she does.

Um, I remember one day I had left session and went home.

And of course, I was working at home.

I was sitting in my breakfast nook and somebody knocked on my door.

And it was council president.

Uh she she came knocking on my door.

We had an amazing conversation.

Um, I appreciate who she has been as a leader on this body, and just look forward to the work that is to come.

Uh, it certainly takes for all of us to come together to work together to continue to lead this city in the direction that we would like to see it go.

I'm hopeful that there is a tremendous amount of success ahead of us under her leadership, under her guidance.

And I am definitely looking forward to delving deeper in our neighborhoods because of her and because of her passion and interest and really focusing on our neighborhoods as we continue to move forward.

To all of the rest of my colleagues, I will see y'all next year.

Um, this being my last member report for my first term in office.

Just want to say thank you so much to residents in District Six for giving me the opportunity to serve.

Thank you to everyone that I've worked with, LPD planning departments, our block club members, um, to all the other offices.

It has been a really wonderful experience and getting really incredible things done.

Thank you to my team, the most incredible team.

It's it's such a joy and such a blessing to be coming into work with people that I love and that I admire that work so hard for the city.

To my colleagues, I just want to say thank you for an incredible first term.

I feel very lucky to be on a council that is able to work together despite our our differences.

Um, I will say it is so cool to work with member young and this is the history of your father and just being here to serve next to you, member Watersmember Durkhall, you know, previous state legislators now come to council.

I've learned a lot from you all, um, a lot from my colleagues and looking forward to doing that work um next term.

And to member Durrhall, I love you so much.

Thank you for being who you are as a legislator that is more moderate.

I've seen your work, I've seen how you moved.

I was a little concerned of how we could come together to agreements, but we did, and when we didn't, we did it very respectfully.

Um, and I appreciate you so much for keeping your word for being honest, even when you knew I wasn't gonna like what you were gonna say.

Wow, I love and appreciate you so much for doing that.

That is necessary in this work.

Um, I'm looking forward to seeing what you do.

I know you're not gonna go far.

Um, but just know that I'm always here for you.

Uh, first, I just want to say to Detroit citizens, uh, thank you for allowing me to come back.

Uh appreciate the honor and privilege to be in here.

I just want to say to my main many grand to go back like four flats of the Cadillac.

Uh, I will miss you.

Um, you have been the epitome of excellence.

You have been the standard of greatness.

Um, you have taught me patience.

There have been times where, you know, when I had here, I wanted to pull it out.

And I could look at you and the way in which you carried yourself and the way in which you talked about things.

I would talk to you, I'll be like, why didn't you say this, this, then, the third, and you know, that was me.

I would have gotten so and so's dot that dot dot.

And you were like, no, you gotta be able to release the temperature.

You gotta be calm down, you gotta treat people the way you would want to be treated.

And so you constantly taught me professionalism, you constantly taught me restraint.

You constantly taught me how to turn the temperature down, how to see someone else's humanity, how to disagree without being disagreeable.

You know, they say that the greatest thing a man can do with his life is to live something that will outlast it.

And I think that your legacy of service, or more importantly, your willingness to be able to sacrifice for the greater good is something that will outlast your career is a principle that I think we will all be embodied by and embraced whenever we come into this building.

And I think the fact that me as a son of Detroit, you as a son of Detroit with the honorable Fred Durhaw's.

You know, if I would have listened to Fred Durhaw's studio, my career would probably be a lot better.

Uh, because what I when I came in, this was like during the um the Rick Snyder emergency manager stuff.

And so I remember he came in, and you know, we we were in the you know, it's kind of like this inner saint though.

We're meeting his room, and you know, he was very respectful and very gentlemanly, and I was very much the opposite.

You know what I'm saying?

I remember I remember giving the governor the work and what for.

And I remember leaving, and I remember you know, your father being able to get this done and get this done and get this done, and then I would bring us up and be like, Come, go sit down.

You know what I'm saying?

Or get out of here.

Here comes Coma, let's close the door.

And I and I learned you get more from honey than you get from Vennergirl.

And what I learned more than anything for watching you and watching your family is how to conduct yourself as a professional.

That is more than a word, there's an action.

And so I really appreciate that.

I want to say to all my colleagues, thank you so much.

You have made me not just a better legislator, a smarter legislator, but a better person.

And I mean I know and I want to thank Member Tank for having patience with me.

I know sometimes I can be very rambunctious, and if I don't get my way, I can be extremely aggressive.

And so, you know, you know, and it's just like we don't have to be friends to do what I want.

And so, you know, I think for you to be able to put up with that and look past that and still accept me as a brother.

I appreciate that.

Uh, member Benson, the eloquence and the way in which you deal with issues, how smooth you are, the way in which you can break the most sophisticated, complicated things down to the easiest way for anybody to understand has motivated me to get back in the books.

I heard you talk, I'm like, I gotta get to go possible with my team and go learn some of this stuff.

I need to step my game up here.

I'm struggling.

This is ridiculous.

So I really want to appreciate your leadership and your hard work.

And uh and I and also the fact that you're an avid bike rider, you do things I would never even dream of, let alone actually accomplish.

I think that is absolutely phenomenal.

And uh, member Callaway, I just want to say thank you so much for your intelligence.

You helped me look at things differently that I would never think to see before, and help me with constituents, reach out to constituents and see other points of view because they're sometimes black.

Why do you think like that?

That is not right.

Why don't you think like I want you to think?

You know, why don't you do it the way I told you to?

And so listening to what you had to say and watching it, I really kind of learned the error of my ways, and it's made me a better person.

And so I just want to say thank you.

And um, member Ramero.

Uh first of all, thank you so much for uh putting up with my um how do I say this impolite habits?

Uh that's the appropriate way uh uh of doing certain things over here.

I I appreciate your patience with that.

And uh I know sometimes this be a little bit unruly on this side, so but I want to say thank you for so much for that, and um thank you for your courage and your strength and what you represent.

It it really taught me to look from someone else's point of view and understand what they're sacrificing, and it really made me want to look in terms of what their contributions are, and so I thank you for your advocacy and your leadership.

And I thank you for you know your positions because again, when I first came in, you know, I had this idea, you know, because I had been in the legislature for a long time.

I kind of knew it all.

You know, I really don't need to listen to anybody, I kind of knew what I was gonna do.

And so to kind of really spend some time with you and learn from your district and learn about Southwest Detroit and the history of that and where that came from.

I appreciate that.

So finally, I just want to say to uh member Johnson, thank you so much for your leadership and your friendship.

Thank you so much for letting me come in your district, it's always fun.

I've always had a good time.

Everybody loves you everywhere I go, everybody embraces you, everybody talks to you.

I really feel that I really learned from you that I need to work more in terms of my constituency relationships and more of my community relationships, and it's made me want to be a better person and made more friendly person and a harder worker because of what you've done, and to see that relationship that you have with your constituents.

I want to have that, and especially when you deal with the issue of the seawall, because the tension in that room, you can cut with a knife, and the way in which you handle that was so incredibly professional.

And so I was I was completely envious watching you in that room.

So I just want to say I look forward to serving everybody next year.

Man, oh man.

Uh, you know, when you first got here, you were trying to change all the rules to make us look like Lansing.

Kept on saying, no, that ain't how do we do it.

We do it like this.

And then we started to see you appreciate the difference between local government and state government, and not just appreciate it, but actually make it strong and strengthen it.

And uh, I just appreciate uh having those conversations with you, those brother-to-brother conversations.

We talk about family, we talk about you know, you allow me to get my old man's stories out and tell you about the things that you know we've gone through collectively and individually.

Uh your your thought, you know, the way you think, the way you approach stuff.

I just I admire you.

I admire you.

You being on PED, strengthen that committee along with member Johnson, that's right, but certainly strengthen the committee.

Um, to ensure that we looked at all different sides of this these issues that came before us.

And we saw, I mean, as as member uh Santiago Romero said, saw evolution, you know, and I think it that that happens when you have that experience when you talk to more folks, when you are able to engage with them.

Um, we're all on that evolution's, you know, uh transition from where we were to where we need to be.

And I just thank you tremendously for being supportive.

Um, I I also get from you this sense of courage that you know a lot of folks just don't have.

It took a lot for you to to say I'm gonna run for mayor, knowing that it was one and out, right?

Uh, and I believe wholeheartedly that if you would have run again in District 7, you would have won easily because of the work that you've done, not just here, but also in the community.

I appreciate you so much.

I also appreciate the way that you love on your family.

You know, um there isn't many places that we've gone that we didn't see your family also participating in.

So that really shows this uh it's a heart and soul of who you are and what you do.

You're not just dragging them along, you all are a unit.

So um you're just a uh just a great man.

And and again, I just thank you so much for allowing uh me to work with you alongside of you uh on PED and just some of those conversations that we're gonna keep off of this microphone here.

But um I I didn't just I didn't just get a colleague, you got a brother, got a friend, and I love you, man, and wish you nothing but success and whatever I can do, we can do.

I'm gonna make sure that we're here with you and for you.

Um, so God bless you.

Oh, I'm sorry.

And to my other colleague who's not here today, uh, council president, mayor elect.

It has been so rewarding just to see her transition from where she was to where she is.

Again, it wasn't bad by any means, but to go from the youngest member here to now being uh the mayor of the city of Detroit, we talk about again evolution.

I've seen the evolution over time.

And uh I look forward tremendously to uh working alongside her because we're gonna push her, we're gonna push her.

That's our job as council, uh, as a legislative body to push the executive branch.

But we also I make a commitment to also support her as well, noting how challenging it's going to be for all of us in this new uh term.

Um, we've got to identify how do we ensure that even when we just disagree with each other that we still remain a solid unit as a body for certain.

But then out as we go outside of that uh with the mayor of the city of Detroit.

It is critical.

Because when they when they when they talk about Detroit, they don't talk about council, they don't talk about mayor, they talk about all of us.

So we've got to make sure we keep that in mind when we have our discussions and our disagreements.

So uh two uh mayor elect, uh I'm proud of you, looking forward to working with you, sitting down with you and getting getting done the business of the people.

Um, with all the new changes that we have to to address with this, I'll just say with new challenges.

All right, member Benson.

All right, thank you.

Um, Member Durhall, just want to say it has been a privilege and an honor to work with you.

Uh, your commitment and your passion for the numbers and for budget is inspiring.

That's something that we don't often see here.

Often people rather run from the numbers just because it is a very hard and complicated subject.

And municipal finance is complex beyond the comprehension of most.

And for you to have that level of action and bring it back to the city of Detroit from the state, and then be willing to lean in and dive in and shepherd that process for the last four years is amazing.

I really want to acknowledge you for being willing to do that and ensure that we as a city, and that's not been the strong one in the city, as many of us know, the numbers and numbers and managing our revenues versus expenses.

We've not always done the best job of that.

When I got here, we were just in the midst of bankruptcy.

And so that was a painful lesson that we all had to learn in the city, and then your dedication and commitment between don't go back there.

That the transparency around the numbers, the accuracy of the numbers is just it's very, it's very heartwarming.

I really want to appreciate you and acknowledge you for that.

I'm sure that Mr.

Corley can also um acknowledge and support that.

It's also there we go, a hand clap from Mr.

Corley as well.

Our expertise in budget, and then being a member with a family as well, and just to show that even though we're elected officials, we are still human.

We have families that we have to support, and we have the same trials and travails and rewards that others who have families.

They don't often look at us as being human, the arrows and slings that we have to take every Tuesday, every Monday, every Wednesday and Thursday, five times a week, is overwhelming for most, but we stand here and we take it.

But we stand here and we take it.

And you as a family man as well.

I just really want to acknowledge you being a family man as well.

And just fair winds and following C's, done a fantastic job here.

So bravo, Zulu, to you as well and your future endeavors.

And then to all my colleagues.

We are often the punching bag in the press.

Yet the city works only because we are the check, the approving body, and the body that delivers the laws under which we operate.

We have done so much as a council this last four years.

I had a chance yesterday to talk about that under the leadership of our PHS chair about what we've been able to deliver.

We often hear how terrible we are, what we haven't done.

But if you just put the numbers on paper and talk about what we have done as a council, just what comes across our body, what we authorize, what we approve, the tough votes that we take, the budgets that we authorize, how we push back, and as a pro Tim has indicated, how we push the administration to be better.

What you submit is often not what comes out of this body authorized.

It comes out better, just like Baj, passive.

We don't make the policy, we make it better.

And so this is the charge of this body very good job.

And so it was just an honor and privilege to serve with each and every last one of you to have served with I believe the first city council member to ever make it to the elected position of mayor of the city of Detroit is also a phenomenal accomplishment.

And it just shows what this body has done, what we've learned, and what we have the opportunity to do to continue to move this city upward in incremental steps.

It's just my last little anecdote.

This morning, while cycling, there was a young lady who was born here in the city of Detroit, moved to Ypsilanti, now travels.

So she was in New Zealand this morning and asked me, Do you really live in Detroit?

Yes, ma'am.

I live in the city of Detroit.

How about you?

I was born there, moved when I was six years old at the Ypsilanti.

My parents moved out of the country.

But just the fact that she is just so enamored with the fact of what we're doing here, how we have changed the perception of Detroit.

And it's another person in the same ride who indicated, ooh, I live near Detroit in the suburbs, but my company wouldn't allow us to live in the city because it was so terrible.

And so I had to say that was an ancient and a terrible misnomer about this city, one of which no one shares anymore because everybody wants to be here.

Detroit is the is the ultimate of cool right now.

Everybody loves us.

We are the greatest story ever, but it wasn't always the way.

And so everybody who sits at this table is committed to ensuring we move forwards.

Want to thank everybody for that.

Uh Sheffield for her phenomenal work and the hard work she put in to reach that seat, member Durhal, your willingness to put yourself out there to also run for that seat.

We want to say admire that and thank you for that as well.

Just all my colleagues, it's an honor and privilege to serve with you.

Look forward to what we're going to be able to do in the next year, the next four-year term.

First of all, we um yes, it has been a pleasure.

Remember the very first day we met.

You reminded me during our first trip to Mackinac, and I had forgotten about that conversation.

But um, you're professional then on the campaign trail in 2021, and you've been professional ever since.

Do we agree on everything?

No, and that's the beauty of this of this body.

We don't have to agree on everything.

Everybody has come to this table with different lived experiences, different ages, different education levels, different family backgrounds.

That's what we bring to this table every single day.

And that is our vote, right?

So thank you so much for your professionalism and your astuteness.

And I I was I was saying to myself, I am so tired of hearing Durrhall talk about Lancing.

I would say under my breath, this ain't lasting dirt hall, this is Detroit.

But what you did for me, you merged them.

It really is Lancing here.

The things that we deal with, they deal in Lansing, the things that they deal in Lansing, they deal, we do we deal with them here in Detroit.

So you merge the two for me.

They really aren't separate.

Because if it doesn't happen in Lansing, it's not going to happen here.

And if it doesn't happen in choice, not going to happen in Michigan.

You brought that to life for me.

You made me understand that.

Second of all, I want to thank you for putting God first, family second, and everything else third.

And you've demonstrated that with that baby boy and that daughter of yours.

You bring them with you.

They understand the importance of your work and they respect us all.

And I appreciate that about you.

So I wish you well.

I know you're going to go to greater heights.

And I know perhaps you're not going too far.

Hopefully, not too far.

And I appreciate you challenging me.

Every one of my ordinances, you had a question about all of them, but we refined some and some you were pleased with, but the ones that you weren't, you just push the needle a little bit.

And I appreciate that about you.

You made the ordinances better, especially the cashless band ordinance.

Yes, you did.

I remembered all of our conversations and all of the challenging conversations.

It got a little tense and a little tenacious, but I appreciate that because you made me a better, better council member.

Thank you so much for that.

And I wish you nothing but great success on your next journey.

Absolutely.

And then to all of my other colleagues, um, um, no, we're not gonna always agree, and I don't want to always agree with everybody.

I have my own uh way of looking at things through my lens, and the color of my lens may not be the color of your lens, and your circumstances may not be my circumstances, and that's what I brought to this table, and that's why I've been able to get almost eight ordinances passed because we all look at different things differently, and we shouldn't be expected to vote the same way all the time.

We have to challenge each other, and I appreciate the challenges that each of you um have um have offered me, and I hope that I've challenged each one of you in the way that I could, respectfully, respectfully.

And so I'm looking forward to the next four years.

The people have spoken in district two.

I I appreciate all of my residents in district two, and um, I appreciate LPD, um, the EPU, law departments, Mr.

Mr.

Anderson, you've been amazing.

Um, the three wise men and teen, you know, went through a transition coming into this term, and you didn't know what that was gonna look like because when you lose talent that's been here for 30 plus years, all this institutional knowledge, you know.

Um we don't know we're we we don't know if we're gonna fall off or not, but clearly we have.

Yeah, gotta give them a shout out as well because that's important.

You know, when we talk about uh, you know, we sit up here in these seats wearing nice suits and the whole nine, and people give us a lot of uh they say this is a sexy seat, right?

This is sexy.

But then when you when you talk about the janitors, there that's not so sexy.

Um, but it's hard work and it's work that is appreciated.
