You know, I constantly see um the same people falling into these categories to get hired here.

Well, it's through the DDA, which was uh formal people which um really don't give a darn about the community.

They want to be over public health and lightning and communities and all these other things, people driving bent leaks and different things.

Hey, listen, man, we see what's going on.

This is a new start giving everybody opportunity to start fresh.

Now I was happy to see NAACP come out with a different tone.

They have to keep that tone and reinforce it with actions.

We want the advancement of color people here.

That is a route I take almost every day, and I just see it continually growing.

Um I suppose it might be a water main break.

And we know tomorrow it's supposed to warm up and then it's going back down to below freezing and it's a minus about four degrees.

So I just thought maybe there's something that can be done so that traffic flows more smoothly in that area by the 11th precinct.

You can get up to 200,000 if you are small business or a churches, and it is to help uh renovate and do repairs on commercial buildings, and that telephone number is 855-748-2525, 0% loan, uh 200,000 for small businesses and churches.

Also, I want to say that um I'm hoping that the uh council will consider in the budget uh allocating money for uh black clubs to help them with their projects with the cost of the land use hearing.

Uh I was told it's uh $1,500.

That could be a hardship on a small group.

You asked us to buy these properties to uh vacant lots, beautify them, do useful projects in our neighborhoods, and for example, for us, we want to have a playscape in our uh land that we have just purchased.

My name is Renard.

Mr.

Chanski, I reside in District 6 and member uh transit justice organizer, the transit team.

I wanted to bring up the issue about the shelters and the stops um that I brought up last week in general session.

I wanted to clarify that this is a systemic issue, right?

I do appreciate the time and attention that was given to this issue right during public.

I mean, general session, but I wanted to speak specifically to this body of public health and safety um to see if we can create a coordinated plan between DPW, General Services, and D Dot when they do plow these streets, that they don't leave these ice mountains and mounds of snow um at the bus stops and bus shelters because that's illegal by federal law.

If someone cannot access the bus and they got a disability because somebody didn't want to plow the snow at the front of the bus stop, you're legally for um stopping people from boarding the bus because of their disability.

I could climb over that snow mountain and stuff barely, and other folks too.

But when I have to stand behind a senior citizen to help her board a bus because she has to climb over treacherous conditions, that's unacceptable.

It's been a perennial issue in the city.

Um, now that we have a new administration, I um do feel more confident that this body can create this urgency and get his system going.

Asking people to call or email someone every time they see a stop, we'll be getting five six thousand costs.

That's the amount of stops we have.

Uh, we have dirty dirt, we have bus stops that can't be um uh uh approached because of the ice because of the conditions, and these are quality of life issues.

Um 6.5 is a uh request for 38 million dollars, 84 percent city funding, and 16 capital funding, but no um explanation.

I thought we had bond funding that we had taken already.

Um, Mr.

Whittaker also has a report that's due to the people that uh the long-term debt that we have.

He is supposed to re to give us a report, and I would like to have that report.

612 is um um the the the public lighting department.

You guys can't keep continue to change how we do things because you you want to customize it.

But but let me tell you, this position requires a CPA.

And that's that's what it says, Mr.

Whitaker.

It says shell via CPA.

And you you're not going to get around that.

You know, I'm I'm looking at the you know more and more information about this contaminated dirt.

I I wonder do the city still make companies have a bond and do the is buy money from their personal bond for the contractor available to do something about this contaminated dirt.

Far too often seems like the taxpayers are the ones that catch the bills for everything, and we don't enforce the language that we should be enforcing.

Also, I would love to see more community health centers.

I think that we pay too much for 100 Mac and we're not fully able to utilize it because there's no free parking, and that's a congested area.

And of course, always I think the city needs to do more to help City Detroit retirees.

When I retire, I wasn't able to get uh Social Security or anything for years.

There are a lot of some retirees are still in that that that point, you know, that they weren't able to get Medicare.

I have Medicare now, I'm finally old enough to get Medicare and Social Security.

So I hope that y'all would do more to help the city retirees because this whole recovery has been and continues to be on our back.

Also, you know, I think the city shouldn't be uh having people that shoot protesters and uh you know bring lawsuits against protesters as has happened in the past in the city.

I was gonna say uh very, very disappointed, but not surprised by the vote on Conrad Mallet and the reappointments.

Uh this is Mike Duggins' administration 2.0.

I also want to say that very thankful to see city council members not exercise the power invested in them by the people, not by the mayor, not by the corporate sponsors and the PAC money that was given to them by all of these people to represent their interest.

Also, like to say, it's very, very sad to see these tangled webs being woven and the fact that you guys didn't even force a veto.

I would have been very, very satisfied to see a veto forced.

And it's unfortunate that we have to band together and bring so many voices together on the same issues in order to get even heard by city council.

Very sad that so many of us call in day in and day out talking about these same issues.

We have somebody like James Tate who sat on city council for 16 years, half of my life talking about shovel snow being shoveled from parking lots of businesses and the fact that we we can get fines from these businesses, and he's acting like he's it's a brand new issue to him.

And especially the reference the fact that the suburbs had the same amount of snow and they shovel their sidewalks and they shovel their business parking lots.

Very, very simple.

And especially Cole McCay, oh yeah, David Belly, you're my ace boon coon, and then try to grill him on uh rental compliance.

Also, what are we going to do with the March 21st, 2024 questions that we asked Corporation Council and the fact that that stuff is not being done?

And also, what about this 1.5 billion dollars worth of money to be collected by the law department?

Ask about that, city council.

I'm submitting this public comment to raise concerns, serious concern regarding ongoing noise and nuisance at the site conditions associated with DPW yard operations at John Irish State Hair.

Um, there's been overnight operations that creates noise from 9 p.m.

to 6 a.m.

Um, furthermore, there's a concern about the management conditions and the and that are being created and the foreseeable public safety concerns as temperatures rise, the snow piles at the site will begin to melt and drain towards surrounding areas, including neighborhoods.

Uh this is a uh especially dangerous corner because when the milk happens, it's going to cause the streets to flood, which creates a challenge for those that are relying on public transportation to catch the bus.

They either wet by the passing vehicles or um have to maneuver around the flood.

In 2022, our community, and we're continuing to request some time to meet with DPW and those of the responsible to come up with a uh uh a viable solution for the community here.

Um, so you're like it shouldn't have I'm very disappointed that people voted for Conrad Mailett when he's not upholding his charter duty 7.5-209 to uphold the charter.

But there's an inherent conflict that he represents the city and uh is supposed to uphold the charter.

But I heard him say, you know, he does what the mayor says in city council.

I didn't say hear him say a word about upholding the charter, so I'm very disappointed.

I would like to know do we have data centers in the city?

And is there a data center at the state fairground?

Is that who these solar farms are that you're ruining a lot of people's mental health, paying 7.7 million dollars for attorneys to roll over on people?

And member waters, one of the ladies that got bullied out of her house, doesn't have enough money to buy another house, and she had a stroke.

She had a stroke.

I'm also very disappointed about all the demolitions going on, and the emergency demolition seemed to happen after the demolition has happened.

I don't hear people asking what the emergency was.

Yeah, the hearings about dirty dirt are long overdue.

Some of the buildings on the dangerous buildings list uh seem to be bordered up, like 505 East Boston, 3474 Mount Elliott.

So it seems like people are really looking to do site acquisition for other people and stop the nuisance of next caller is Cindy Dara.

Sure.

Pretty simply, uh, Chair.

Um the contract is a funding uh to TTC.

Um, this is a similar contract uh the city has with other um supporting component units like the historical um museum or the zoo.

Um for whatever reason the DTC terms required uh were treated more like um an agency that had a capital outlay where they would do a project and then they would be able to get reimbursed.

The other units where it's more of an operating subsidy, as with DTC, is that they actually get um uh progress payments basically and then they reconcile through um DTC is required to have an annual audit every year anyway.

So it just um is something that's very important to just help make sure that the um cash flow and fine uh financial position can remain stable and just making it more in line with the other um agencies okay, thank you.

And we are being requested to send six points five to new business callings.

We went over the audit from last year, and there was a material weakness found um DTC as a component of the city.

Um there were some some areas where we could um improve some you know, strengthen some of the controls that we have.

Um we've got um a package of those, some of them that we've already implemented um to make sure that we have some additional checks and balances in place.

Um Madam Chair, uh, this will be uh DDA vehicles, uh revenue and non-revenue vehicles explicitly the pain booth and the pain mix mixing rooms are designed accordingly.

Okay, and then currently we have a booth that's going to be replaced, correct?

Um idea for the cost, and I have no idea.

I'm not in the painting business for vehicles.

Uh, but is the cost this much to demolish and replace?

Uh will we will the costs look relatively the same moving forward, or is this the the upfront costs to to demolish and replace?

Um to the chair, uh, based on the quote that they provided us, the demolition and uh draining system and in uh putting the new pain boot based on um to to include our 40 foot and 60 foot boot all are being included in this.

And uh, when we did the initial proposal, our focus was to do a future expansion for phase two um if needed be.

And we are gonna do with the face one and to see our capacity right now.

We uh we have a uh 60 foot pain boot.

We are prepping and uh finishing our pain work and our pain boots now.

So that's why we're just going with the first phase now.

And obviously these canopies are sufficiently above grade that you know if the water department or somebody has to get in there to replace any service or anything, they can get their equipment underneath.

I just have a few questions on this uh grant and this program.

Um, will the if you can just give a brief overview of what the community health workers will be um the program and what that will look like, what that they'll be assistant in, and if they will be working with other or nonprofits or community organizations, or what they would be working with in the health department.

Uh yes, through the chair, the community health workers will be uh through our health department.

They'll be working with many departments throughout and community-based organizations within the city.

Uh, what their primary role is going to be is uh uh a conduit to community members uh for various social needs uh that they will need address, such as housing, uh food assistance, uh even to the point of being able to uh get on uh Michigan Health Insurance if they still need to uh as well as any health care needs uh such as being able to find medical providers or finding a medical so that is the purpose uh of the community health workers.

Uh they'll be housed within the community uh at either uh our rec centers, uh, but also uh embedded in the community as well through uh our community partners.

I if there is a way that we could work together, you know, through the council office.

Um, this is west of the 11th precinct.

It was mentioned um that there might be a water main break here.

There is a lot of ice and snow piled up.

Um, do you have any um recollection of all about this being an issue?

Madam Chair, we checked our work order management system.

This one had not been called in, so we are sending an investigating team out there uh to see what's going on.

And the other one that I saw here that I captured was um at John R.

State Fair.

Um, that there seems to also be a lot of water um snow ice um at the state fair.

And just wondering again if this is a water main issue or if this is a ice and snow issue that needs to be plowed over.

Is this something that is on on your radar?

Um, we will check our uh work water management system.

If it's not in our system, we can send an investigator out there to check it.

Um we have crews that are doing nothing but salting, and we have other crews that are doing nothing but uh removing ice from uh known water main leaks.

And if it turns out that it's not a water main issue, um, is your staffing crew still able to address it, or do you contact them over um DPW or or another uh department to help with that?

How does that work?

Uh Madam Chair, we are working closely with DPW.

They're actually assisting us on some of the top 10 or 15 uh salting locations on a daily basis.

So we're in regular communication.

Um, if it's not associated with the water main issue, then we would defer that one back to them.
