0:32I will turn it over to the administration first to share with the public what it is that they can expect today before we turn it over to the legislative policy division.
0:41Uh to the administration.
0:47For owners of property here today, if city council orders your building to be demolished, you have the opportunity to go to the building safety, environmental, and engineering department located in room 418 and request a deferral of the demolition order.
1:02This means that you must do the following.
1:05One, provide proof of ownership or interest in the property.
1:09Two, pay all required inspection fees.
1:12Three, secure all openings on your building from trespass and the elements and remove all exterior debris, abandoned vehicles, and overgrowth.
1:22Four, pay or make arrangements regarding any delinquent city taxes.
1:26Five, obtain the necessary permits to bring your building into compliance with all applicable codes.
1:32And six, submit a completed deferral application.
1:39Oh, excuse me, to LPD.
1:41Thank you, madam chair.
1:42In addition to the important information that the administration's representatives just provided about the nature and incidents of these hearings, people should be aware these are administrative appeal hearings from previous informal hearings held by members of the Department of BC who are here.
1:57And uh in order to uh they're legally required in order to proceed with demolitions for the buildings that are on the dangerous buildings list for today.
2:04Um, in order to conduct this hearing and provide due process for everybody.
2:09Representatives of the department are here with the photos and the records uh so that the committee can be fully informed of the premises.
2:17I'll now have BC to introduce themselves.

2:36All right, and for folks that might be tuned in, um, these are hearings for folks for properties that are being deemed dangerous.
2:46We have around 50 or so on the agenda for today.
2:52What we do is we try to keep the hearings to about five minutes.
2:56Usually we have 20 people plus um that either tune in in person or virtually, and we try to make this as efficient as possible.
3:04We want to respect your time in your day.
3:06So what we'll do is we are gonna ask everyone if you are online and you are here for a hearing, please raise your hands now.
3:14I don't see anyone here in person for a hearing, so I'm going to assume everyone that's for it's attending for a hearing is online.

4:54Uh, we're looking to keep it.
5:00I actually had an inspector by the name of Lamonte uh Gibson give me a correction order, and I did everything that was uh on that correction order, and he told me that um I I should have the vacant CFC on this house.
5:07I think there's a permit permit pulled as well.
5:10All right, well then let's double check that.

5:51I'm just wondering, are you looking to uh uh rehab sell rent out the property?
5:58What do you what are your plans for the property?
6:01Uh we're probably gonna try to rehab it.
6:04We've um we manage about over a thousand homes here in Detroit.
6:09Um we are definitely gonna try to rehab this home and rent it.

6:22Oh, there's there's many of them that I manage.
6:25Um this one falls under Detroit rental.

6:49Uh we had inspected this for this year on uh February 23rd, 2026.
6:57We found the uh single story frame, one family dwelling.
7:02We're gonna open two elements, one mine, left elevation roof, yard not maintained, uh rubbish, debris, uh band and vehicle in the rear of the yard, dwelling not maintained, uh collapsing rear ports, uh deteriorated and the holes in a roof.
7:26That that's what we are here print of this committee.
7:32Do you have any notes around them receiving their correction order or them?
7:39He made it seem as if they were in good standing.
7:42But Sam, given all these issues, have you already addressed these issues?
7:46Uh no, I this is my first time seeing that.
7:49I that bad back patio wasn't like that before.
7:52Um, that's my first time seeing this.
7:56Okay, because there seems to be a lot of issues still where um I can understand why it's on the demolition list here.
8:04Um, but you mentioned that you received a letter from BC.
8:07I'm assuming stating the issues that you have to address.
8:10Is that what the letter states, Sam?
8:12Yes, and uh it was with Inspector uh Lamonte Jackson Gibson.
8:17He even told me just to let them know that you know that hey, you know, you you had your vacant CFC.
8:22Uh that patio in the back, I don't know what happened there, but um, I'd have to send somebody out.
8:31Um back in early December that he um that we got this to CFC done.
8:41That's why I was even confused why why it was in the court today.
8:46Well, usually if if properties here are vacant, they they are tends they tend to be targeted.
8:51Um we really that's why I was asking what you're looking to do with the property if it's to sell or to occupy it as quickly as possible.
9:01Um, because that would be helpful to prevent it from from decaying in this way.
9:06Um so Sam, there is a number of issues that need to be addressed to the property.
9:12Now that you're looking at the issues, are you still willing to address them?
9:16Um, or would you okay?
9:17So it's because here we can either move forward demolition or you can address the issues.
9:21The issues would need to be addressed rather swiftly.
9:24I believe we have a another hearing come late April.
9:30Um, and there would need to be some kind of work being done to the property.
9:35You you you mentioned you can send someone down.
9:37Um, could that be within the next few weeks to at least begin to address um the debris, the the failing parts of the property as well.
9:47Just something needs to be done um in order for the city to not deem this dangerous anymore.
9:54Um, yes, I can do that.
9:56Um I think there was a permit pulled on this.
10:05We can track and their system.
10:07I know we did have a problem with the contract that was supposed to kind of ran off.
10:46I mean, it was also the permit was paid for as well.
10:50I don't mean to cut you off, but um uh Mr.
10:53Patel, I've emailed you uh many times on many addresses.
10:57Um so it wasn't just an application field, the fees and everything were also paid.
11:04So I would like to find a solution here.
11:09Sam, if you're looking to keep this property, if we send it back to B seed, uh the permits not only need to be pulled in and paid for, work needs to be done.
11:17When can the work begin?
11:19Um hopefully within the next couple of weeks.
11:21I can get uh I mean I can definitely address the issues right now, the ones that are like the patio and um uh the gutters and stuff, but um hopefully within a couple weeks.

12:30Um, but we this um we have to make sure that our housing stock, especially if you're managing managing them, are in good repair.
12:39So I hope you're gonna take this and the willingness of us to help you with along with this and actually have these homes in good standing.

13:47But I will uh definitely uh get this handled pretty quickly.

17:24Pyred them is uh to interior of the dwelling with the tarp or fire them as rope.
17:32Uh uh permisses uh litter with the tress and debris.
17:37Um, and that's what we are print of this uh committee.
17:41Uh this tar been there for a while.
17:44Uh and we cannot you know tarp is not the permanent solution.
17:50They need to have the uh permit for the roof, as well.
17:54Any part of them is uh uh repairs.
18:00Uh Chief Patel, do you know when the fire happened?
18:05I can also ask the property owners.
18:08I think the fire happened.
18:16Um, okay, so Elodor, there is extensive fire damage to the property.
18:21You're looking to keep.
18:22Um, Chief Patel just mentioned uh that the tarp that is there um is meant to be temporary.
18:30And just to confirm that the fire happened last year.

19:13We just did uh uh we tore out all the old insulation in the attic and we just replaced all that.

19:41Yes, we do have um, we have been making progress inside the house, and we do have receipts and and things to uh submit to the B S E D EMO at Detroit Michigan.gov.
19:56Okay, and I I heard you've been working inside of the property.
20:00Have you been able to or do you have plans to address the outside?
20:04Um, which is still um it sounded like to warm up.
20:10Okay, so we can do have plans to address the outside.
20:14And I I I heard you're waiting for it to warm up.
20:17It's it's it's 60 degrees next week.
20:19Um, so we need a plan to address this quickly.
20:23Um, so I guess what I what I can share is if you're looking to keep the property and to do work on it extensively quickly, we can give you more time.
20:35But unfortunately, we have seen cases where homes have extensive fire damage and they sit for a few years and then they end up being demolished.
20:44And I don't want that to be the case here.
20:46So, do you think that you have what you need to be able to make the repairs sooner rather than later to the property and that have it be exposed like this uh moving forward?
20:58Yeah, you know, I think it just takes a lot of time.
21:02It honestly kind of happened, and uh it's been it's been financially struggling in order to get this fixed right away, but I think over time we will be able to get most of the problem solved.
21:16Okay, and I do believe in time and and giving people time, and I understand how hard things are, but I need us to do things together.
21:26So I'm happy to give you more time.

21:31We just need um the pictures to be sent over to B seed from the work being done inside, but also the outside, the overgrowth that we're seeing here.

22:03Um we have seen properties come back to this committee because the conditions have not changed, and we tend to not give another uh opportunity if work has not been done.

26:15We want to keep the the property, it belongs to our nonprofit.

26:52Uh this property was inspected on February 23rd, 2026.
26:58Uh we found the uh open base men pound this and and post floor open to trespass at the rear wall uh side fenced in, but uh it danger for the open white to the general public.
27:13Uh this property being in this condition since 2023.
27:19Uh that's and that would fall under the dangerous building.
27:26Um, so Gloria, you mentioned this is for your nonprofits.
27:29Are you planning to build on these properties or finish demolishing these properties?
27:34We're planning to finish demolishing uh the foundational floors that are left.
27:41This property three years ago.
27:44Um, we did a training for deconstruction uh based on some direction we have from EPA that we were not to demolish it but to deconstruct it.
27:55In fact, uh there was a documentary done on the training that took place on this property, and at the time after that was finished, we simply did not have enough funding to remove the foundational uh the basement and all.
28:12So we piled a bunch of junk in there so that um if anyone managed to get to the property before we could fence it in, they would not kill themselves or do too much harm.
28:24We have since then uh managed to raise enough funds.
28:28We have a six-foot fence all around the property along with um do not trespass signs, and uh last year we were able to find a general contract that we could afford to have that would complete the work, and that would be to uh demolish the foundations of those properties.
28:53So we are um actually in the process right now.
29:00Oh taking care of that.
29:05Uh so you would like to move forward demolition on your own.
29:10Um, and frankly, we would like that as well.
29:15We're okay with that.
29:16Um, the only issue here is I want to make sure that you do it before the city does because if the city does, there's a lien that's put on the property, and I would like to avoid that.
29:25Do you have a sense of a timeline of when you're looking to demolish?
29:29Uh, the general contractor is present with me today.
29:34Does he know when he's looking to demolish?
29:38I plan on coming downtown next week to pull all the necessary permits and get all the paperwork.
29:45So then I think what we do here, folks, is is we say that we agree to demolition.
29:50If you're gonna get to it by mid-April, I do believe you'll get to it sooner than the city.
29:55Um, so you should get that done.
29:57You would be able to get that done before the city.
30:00It would not um uh apply a lien to your property.

36:55Uh Trisha, you mentioned your mother is looking to keep again, there's extensive damage to the property.
37:01What are your plans to address the issues and what are your plans ultimately with the property?
37:06Are you looking to sell?
37:10So my my brother is looking to secure the property with where the windows are broken and the access is open.
37:18He has been um between jobs and lost his transportation, so he wasn't able to travel to the site to do the repairs.
37:26However, he is now in a new job and his vehicle is repaired.
37:30So he does plan to secure the building.
37:32Uh is just requesting more time, and then also to empty out any remaining belongings so that uh my mother can sell it.
37:44And then what is the timeline for that?
37:48Uh, because it would be great to sell sooner rather than later, so that we're able to get this back um back online.
37:57Um, I don't my brother is actually uh dialed into this meeting on the telephone, so I don't know exactly his timetable, but um he was looking just for additional time, so I don't know if it's possible to get um through end of April.
38:12Is that considered too long or uh that's something that I believe we can do?
38:19Um, and and going month to month, I believe is preference so that we're able to see the work being done.
38:25But Chief Patel's looking at me like that's not the case.
