I like to start off by saying that I think uh Brother Cunningham is not a peon, and he shouldn't call himself that.

We need more dedicated people like that.

We need more people to be proactive in our city to help make our city better.

Because our city can and should be better than it is.

It should be cleaner and we should have less pollution.

Also, we should be doing something about these indemnifications and uh these lawsuits that we're paying out.

As a city trying to retire, I found that the gracious that we are constantly paying out huge sums of money to people that frequently violate city rules, policies, law, and you know, ethics.

Um, don't get me wrong because I was uh a union steward and uh asked me for years, then I moved up and organize the UAW uh group, which I was there first, chief steward and town.

I moved up further.

So I'm a strong union advocate, and the unions are doing what they're supposed to do.

But I think the city could be a little bit more aggressive about making sure we're not paying out so much money.

Also, as it relates to uh elections, um we need to make sure we have more people voting.

If we have more people voting in the city of Detroit, like we used to at one time, you know, we can help determine what goes on, put this whole state, determine who's the governor, who's the the senator, you know, and who's gonna be the congressional representatives.

So we need to encourage more people to vote.

There are lots of you know vehicles to help do that with us, but we need to make sure more of us start voting.

My name is Raymond Lozano.

I'm the executive director of Mexican Town Community Development Corporation in Southwest Detroit.

Um I've been a lifelong resident of Detroit, and my wife and I live in the midtown area.

Um I'm retired from DT Energy, and other than my military service, uh I've been here in Detroit.

Uh fortunate to have uh positions that have worked in uh in and around a lot of the communities in in Detroit.

Um also fortunate to be representing um folks on both sides, uh, either um you know, the uh constitut the um the clients of DT Energy and representing you know client interests, but also you know, making sure that the corporation and and the customers um got equal benefit.

Um I also have been in other nonprofit organizations and uh like I said, other than my military service, have been fortunate to be working in a number of positions in and around Detroit.

Um, what do you think you would bring to the land bait regarding our Detroit residents?

Sure.

Um, a lot of my positions and my personality has been one that we always try to resolve uh issues, try to make sure that both sides get equal hearing and also um you know making sure that decisions uh aren't one-sided.

Um as I said, I've been um working, fortunate to be working in a number of communities in Southwest Detroit through in and around Detroit uh throughout my my career.

Yes, so um I um yeah, I I my positions I've worked with DT Energy, I worked with the Hispanic Chamber, I worked with the Michigan Veterans Foundation.

Um spent some time with the phone company actually, yeah, in and around the time that uh we had our civil disturbances in around 12th and 14th Street, and so um I think my experiences have uh taken me through uh a a lot of what Detroit's had to offer, and I've seen all sides of it.

I've seen the best of Detroit, and I've seen the worst of Detroit, and my whole mission during my career has been to try to make sure that um everyone gets heard and everyone wins.

Lozano, so I've been in the CDC arena for a number of years before I took on this position, and the land bank was something that the CDC's advocated for as a way to get more land into their hands and to a way to dispose of the city's excess and unwanted vacant land, and they did that for a number of years.

We're now in the situation.

We've had approximately 12 years now of a very robust land bank.

Do you see the need for any changes in the land bank and what in the way it currently operates?

And will if so, what will you advocate for?

Well, I I've heard that uh that its mission is one to make sure that we continue to get rid of blight, and the other is to make sure that uh properties and structures uh are sold to Detroiters.

So that that's a strong mandate.

Uh I want to make sure that that continues.

I've heard that that doesn't always the isn't always the case, and that um I'm I'm not aware of anything specific, but um mindful that that kind of thing happens that we need to make sure that it doesn't take place.

Okay, and just another issue that we've seen at the city council level is not a great level of communication from the board members.

We would love to hear from you.

If you if you are appointed by our colleagues, uh, then we would love to be able to hear from you.

And I I would not hesitate to say, hey, city council, this is what I'm seeing.

I would like to suggest that you all look at this, or maybe you maybe want to know about this going on.

Please reach out to us, communicate with us.

We're not mean people, and we would love to hear from members of the land bank.

We get a lot of conversation at this table from people who don't typically use a land bank but have a lot to say about it.

It'd be great to hear from those who are actually boots on the ground, and as an old military person, I'm sure you can understand there's a lot more going on on the ground than there is in the ivory tower um far away.

So, and then do you have your jump wings?

My jump wings, no.

I was in the 173rd Airborne Brigade, but uh I was uh uh infantry on on the ground, boots on the ground.

But understood, I understand the chain of command, and you know, throughout my career, I've also been asked to represent my community and and other developments and to you know come before city council, the planning commission, and um I also chair the Brownfield authority for Wayne County.

And so uh, you know, I've been in positions where we do have to communicate uh effectively through government and through the public.

Um being a uh activist and a and someone who has long routes in Mexican town area that you'll continue to uh advocate for uh land to be sold and get into the hands of the Detroit residents and dispose of that land as well.

We would like the land bank to work itself out of a job one day.

Yes, these are in regard to our reverse conviction uh matters that are being handled by uh this particular law firm.

Um, as we've talked in the past, these are very high stakes, uh slow moving uh litigious matters.

We um obviously want to proceed with the most and best resources possible to be successful in these matters.

It as we've talked about in the past, too, success might not always feel like success in these matters.

There's a potential that we could still have very high settlements.

However, uh the the potential risk of gigantic jury settlements against the city make this a very difficult waters for uh the law department in the city of Detroit as a whole to uh to navigate really and uh Bob, because of that, we we are lucky to have um uh talented outside counsel to assist us in these matters.

Uh but when going through litigation, uh I can assure I was just talking to um uh a litigator, um uh a body of mine who was saying that you know these guys do fantastic work, no stone is left unturned.

They are uh doing every uh piece of discovery imaginable to make sure that we have every single fact when uh moving forward and figuring out what's the best decision for the city.
