Health and Safety Committee Dangerous Buildings Hearings – September 14, 2026

The Health and Safety Standing Committee convened on September 14, 2026, to conduct administrative hearings on 50 dangerous buildings. The committee reviewed each property on the demolition list, heard from property owners and representatives, and voted on whether to concur with BSEED's recommendations for demolition, withdrawal, or return to BSEED for further compliance efforts.

Public Comments & Testimony

  • James Buffalino (property owner, 19958 Barlow): Confirmed property issues had been addressed; property was withdrawn from demolition list.
  • Sean Orsean (attorney for owner Linda Rogers, 13621 Monte Vista): Noted the owner lives in London, England, and had not received notices; provided a contractor quote and requested a deferral. Property was sent back to BSEED.
  • Leslie Redwine (attorney/consultant for owner Dion Larkins, 17225 Poncha Train): Stated intent to keep and rehab the property; noted tarp and pool fencing issues. Property was sent back to BSEED.
  • Christopher Johnson (new owner, 5970 Proctor): Claimed recent purchase (July 28, 2026), cleaned debris, hired architect, and planned to apply for permits. Despite his plans, the committee voted to concur with demolition due to the property's history and dangerous condition, with an option for deferral.
  • Nadia (caller, 19320 Ryopel): Property was withdrawn after addressing issues; BSEED noted need for vacant property registration and porch repair.
  • Hamid Mershed (caller, 13588 Dean): Property withdrawn; BSEED noted need for yard maintenance and vacant property registration.
  • L V (caller, 20201 Yonka): Property withdrawn; BSEED noted ongoing repairs.
  • Caller for 1430 Liddisdale: Property withdrawn; BSEED noted yard maintenance and roof repair needed.
  • Mr. Crowley (caller): Not on the hearing list; directed to general public comment.
  • Cindy (caller): Attempted general comment; informed that this hearing was for property owners only and invited to attend future community meetings.

Discussion Items

  • Committee Process: Chair emphasized the shift from 200 to 50 properties, noting these are the worst of the worst. Members discussed the need for better communication tracking to know how many times property owners have been contacted before demolition.
  • Criteria for Demolition vs. Rehabilitation: Members McCampbell and Chair questioned whether properties with only broken windows or overgrowth should be demolished if they are boarded up. BSEED Chief confirmed that properties recommended for demolition are severely damaged (e.g., fire damage, missing floors) and have been in the system for multiple notices.
  • Alternative Tools: Vice Chair McCampbell raised concerns about using nuisance abatement or land bank intervention for properties that could be rehabilitated. Member Waters noted the narrow scope of dangerous building hearings and suggested possible legislation or strategies to empower the city to take and rehab properties. Chair proposed sending some properties back to BSEED to allow time for exploring land bank or abatement options.
  • Property 19154 Rapel: Vice Chair moved to send this property back to BSEED for further discussion; motion carried.

Key Outcomes

  • Withdrawn (no longer on demolition list): 19958 Barlow, 19320 Ryopel, 13588 Dean, 20201 Yonka, 1430 Liddisdale, 1130 West Grant, 13612 Greenview, 1944 Graydale, 19135 Hamburg (already emergency demolished by city), 1534 Junction, 1982 West Jefferson, 503 South Junction, 16921 Lawton, 13544 Southfield Service Drive, 19958 Barlow (already listed), 18674 Barlow (listed earlier but not discussed in detail), and others as read from blocks 8-12.
  • Sent back to BSEED: 13621 Monte Vista, 17225 Poncha Train, 16901 Carlisle, 19154 Rapel.
  • Ordered demolished: 978 Adeline, 13536 Ashton, 9650 Cascade, 2231 Davison, 2237 Davison, 13607 Dean, Gilford (no full address), 19135 Hamburg (noted as already demolished), 1982 West Jefferson (note: contradictory with withdrawal above—likely a transcription error; see note), 9730 North Martindale, 11867 Mendon, 8900 Northfield, 15803 North Lawn, 5966 Philip, 9115 Piercing, 3374 Preston, 3669 Preston, 5970 Proctor, 8098 Spargee, 19208 St. Mary's.
  • Note on 1982 West Jefferson: The transcript initially says this property is being ordered demolished, but earlier in the block it was listed as withdrawn. The chair stated "1982 West Jefferson, 503 South Junction, and 1534 junction are being withdrawn." However, later in block 10, "1982 West Jefferson" is again listed as ordered demolished. This discrepancy is unresolved; the summary records both statements.
  • Next steps: Property owners whose buildings were ordered demolished may still apply for a deferral by submitting a deferral application, paying fees, securing the property, and addressing violations. The next dangerous buildings hearing is scheduled for October 26, 2026.
