Summary of Proceedings

Detroit City Council Formal Session – September 22, 2026

The Detroit City Council convened in formal session on September 22, 2026, with a quorum present. The agenda included a reconsidered Section 108 loan item, emergency demolition resolutions, the consent calendar, public comment, and numerous ordinances and resolutions introduced by Councilmember Santiago Romero. The meeting opened with an invocation by Apostle Jones, a retired Detroit Public Schools educator of 28 years, and included a special presentation recognizing Hispanic Heritage Month.

Consent Calendar

  • Approved the journal of the session of Tuesday, September 8, 2026, as published.
  • Referred 29 reports to the Public Health and Safety Standing Committee under the consent agenda.
  • Adopted, without objection, a series of routine resolutions and ordinance introductions by Councilmember Santiago Romero (line items 18.5–18.9, 19.1, and 20.1.1–20.4), which were placed on new business or set for public hearings as appropriate.

Public Comments & Testimony

  • A speaker delivered general public comment on absentee voting, urging residents to use city-provided drop boxes and stating, "Do not mail them, put them in the city provided drop boxes."
  • A speaker expressed support for Medicare for All, referencing a Michigan-born Egyptian brother who "wants Medicare for all," and criticized the use of some funds. The speaker also remarked on a mental health crisis in Michigan and Detroit.
  • A speaker criticized city officials for breaking a story to the media without first contacting the victim, saying, "I do not like how you will break a story to the media without reaching out to me."
  • A commenter named Bobby Johnson thanked Council Pro Tem Tim Young and former Deputy Mayor Bettison, stating, "If it wasn't for Council Pro Tem Young and the deputy mayor at the time, Bettison, I would still be homeless."
  • The council president clarified that the body does not respond to public comment as it is given, but that responses may follow after all in-person and online speakers have testified.

Discussion Items

  • Reconsideration of Line Item 4.1 (Section 108 Loan): Council Pro Tem Young moved to reconsider line item 4.1, which corresponded to item 18.2 from the September 15, 2026, formal session. The item concerned a development project and Section 108 loan. Councilmembers discussed a letter provided by the developer on the morning of the meeting stating that they would not oppose their employees organizing. Councilmember Renata Miller stated she supported the project and jobs but wanted the commitment in writing: "I do support the project and I support jobs." Councilmember Letitia Johnson said that because of the city's history, she would not support the project without written language: "Because of the history, I will not be supportive for this particular project." The item was not brought to a final vote during this session; development and loan terms were expected to continue to be discussed at a future meeting.
  • Emergency Demolitions and Backfill Sourcing (Line Items 18.1–18.4, 18.19): Councilmember McCampbell asked about the high volume of emergency demolitions, noting that the body often cannot approve them before they happen. Administration officials confirmed that non-emergency demolitions include hazardous and regulated material surveys and abatement. On backfill, officials stated the current process limits demolition contractors to a small, select number of pits, and they committed to providing detailed source documentation, including truck tickets, for the property in question.

New Business

  • Councilmember Benson pulled an item to new business without objection.
  • Council President Tate announced the upcoming District One monthly meeting for the following Saturday and reported on a productive meeting with HUD Secretary Scott Turner's team.

Key Outcomes

  • Approved the consent calendar, including the journal of September 8, 2026, and referred 29 reports to the Public Health and Safety Standing Committee.
  • Deferred action on the reconsidered Section 108 loan item (line item 4.1) pending a written, binding labor neutrality commitment from the developer.
  • Approved emergency demolition resolutions after discussion, with ongoing clarification required on backfill source verification and documentation.
  • Introduced ordinances and resolutions by Councilmember Santiago Romero and others, setting public hearings for future meetings.
  • Adjourned the formal session without further business.
