0:54

Good morning, Ms.

0:55

Great.

0:56

How many hands do we have raised virtually?

1:00

Good morning, madam chair.

1:01

We currently have nine hands raised for virtual public comment.

1:05

Okay, if we can set the clock for two minutes for general public comment.

1:11

We'll get started with the individual we have here in the committee of the whole.

1:39

He has stated that he had given the owner a certificate of compliance.

1:43

I said, Why would you do that when there's systemic pest issues going on?

1:48

No inspector came out, like they stated that the person had come out.

1:52

And um I have a statement here from another tenant, uh medical statement about being bit up with bed bugs, uh, that you guys can have a copy of from the um the uh the doctor, and he's uh like I stated threatening to evict me after um the city contacted him.

2:10

Um he's threatening to evict this lady for us coming out with this stuff that's going on.

2:15

Um he already threatened um the director of the renters association, Steve Reimer, Osby Jackson, city inspector was present for that, and Ray Simpson from Mary Sheffield staff saw it, how the owner threatened people and told him them to stop talking to the residents.

2:30

There's a lot of issues going on in this building that uh the city inspector saying they only inspected 15% of the building.

2:37

This is an old building.

2:39

Many people are moving in, still dealing with bed bugs that were already in that unit.

2:44

Uh three, four, five, six families.

2:46

And this has been going back decades that this owner is covering up.

2:50

And women complaining still about being spied on in their units.

2:53

The staff is very sexually provo perverted.

2:56

When you speak out about any of this, you get retaliated upon.

3:00

And as I have stated that um you're welcome to the copy of this is lady um information.

3:05

Three of the families there from the Philippines on the visa, scared to tell that they have bed bugs.

3:10

They just moved in last month.

3:12

They're afraid of losing their status and their position, uh uh living in there.

3:16

So this owner, like I stated, continues to harass me, threaten me with tenants all night, all day.

3:22

Over 22 people have left the building, seven are dead with the similar mysterious symptoms that I'm having.

3:29

Thank you.

3:29

If you will please share the information with my team.

3:35

Um pro Tim Young.

3:37

Yes, I don't I don't know now or later is appropriate, but I also just wanted to say um there's tenants' rights, and the landlord is not supposed to be retaliating against the tenants, and so it violates the law.

3:51

I don't know if we have a law department on that can come on either now or after to be able to speak further to that.

3:57

But you know, the wood as the gentleman is suggesting, you know that that's going on.

4:04

That is illegal.

4:06

Oh, we we appreciate you but I understand what you say, but we we can't have you back.

4:12

I would love to have back if we're that's against the rules.

4:15

So but I but I but I think that but that's illegal was happening, and so we definitely need somebody to be able to crack down on that from legal as well as um from uh HRD as well because that's usually the hammer that takes place attorns the task credits and finances that a lot of these builders get as well.

Summary of Proceedings

Detroit City Council Committee of the Whole Meeting - September 24, 2026

The Committee of the Whole convened on September 24, 2026, at 10:00 AM to address a range of agenda items including general public comment, two public hearings on zoning map amendments, property sales, and committee referrals. The meeting featured extensive testimony from residents, business owners, and community advocates, with significant debate on land use proposals.

Public Comments & Testimony

  • Tenant housing complaint: A resident alleged systemic pest issues, landlord retaliation, and sexual harassment at a building on the west side. Councilmember Latisha Johnson and others noted that retaliation is illegal and referred the matter to the Right to Counsel program and law enforcement.
  • General speakers: Multiple callers addressed corruption (The Rattler, Owner Papa), support for community programs (Betty Varner, William M. Davis), grocery store bottle return violations (Renisha), union issues (Ronald Foster), and transportation needs (Cunningham).
  • 1020 Public hearing comment: Jai Singletary, Executive Director of Woodbridge Neighborhood Development, expressed support for the PD rezoning for Detroit Metal Shaping, noting community engagement and that no objections were raised. The Dixon family (most impacted neighbor) also voiced support via a caller.
  • 1030 Public hearing comment: The majority of speakers opposed the gas station component—citing traffic, crime, and existing gas stations—while some (Betty Varner, Councilmember Callaway) supported the grocery and hot food aspects. Speakers included residents, business owners (including a competing station owner), and community leaders. Councilmember Callaway gave strong support.

Discussion Items

  • 1020 Public Hearing – Rezoning to PD (5130 14th St & 2150 Putnam St): The City Planning Commission (CPC) recommended rezoning from R2 to Planned Development (PD) to allow Detroit Metal Shaping, a custom vehicle fabrication business, to relocate from Hamtramck. The petitioner (Tanya Stapleton) expressed concerns that PD introduces ambiguity compared to the originally requested M3 zoning, citing a BSEED determination that the use is M3. CPC Director Marcel Todd stated that law and building departments confirmed a clear path via PD, and that the PD is written with greater specificity to address concerns. Council questions focused on noise, air quality, employee count (6–15), and compatibility with adjacent residences. The CPC noted the PD limits uses to M1 by-right plus residential lofts and requires screening within one year.
  • 1030 Public Hearing – Rezoning to B4 (15321 Wyoming St): The petitioner (Thamer Dabish) requested rezoning from B2 to B4 to redevelop a former McDonald's into a gas station with six fuel pumps, a grocery store, hot food bar, and three EV charging stations. The CPC staff analysis found the rezoning suitable, noting the site is already split-zoned (B2/B4) and that the B4 portion already permits a gas station. Community opposition centered on traffic, crime, and competition from existing stations; petitioner argued that deed restrictions prevent a standalone restaurant and that he is investing over $1 million to provide healthy food access in a food desert. The petitioner also stated that he will close at 9 PM and hire locally.
  • Unfinished Business & New Business:
    • Item 7.1 (property sale of 16 homes) was removed from the agenda.
    • Item 7.2 (request for report on landlords owning 10+ properties) brought back in one week.
    • Item 7.3 (questions on housing issues) brought back on a date to be determined.
    • Item 7.4 (good faith housing ordinance) brought back in one week.
    • Item 7.5 (property sale on Joy Road to Charity Missionary Baptist Church) approved (motion carried).
    • Item 8.1 (contract) referred to Neighborhood and Community Services committee.
    • Item 8.2 (property sale at 6317 Big O Street) – Councilmember Santiago-Romero raised concerns about land use compliance and suggested adding reverters in future sales. The item was approved without a reverter.
    • Items 8.3 and 8.4 (property sales at Finkel Avenue and Van Dyke Street) approved.
    • Member reports were suspended.

Key Outcomes

  • 1020 Public Hearing (PD Rezoning): Motion to approve the rezoning to PD and send to formal with a recommendation to approve passed without objection.
  • 1030 Public Hearing (B4 Rezoning): Motion to send to formal without recommendation (allowing further council discussion) passed without objection.
  • All other agenda items (property sales, referrals) were handled as motions and passed unanimously or as noted.
