Good evening.

If you would please rise and move for the Pledge of Allegiance.

Unassigned speaker

I

Speaker 1

0:17

pledge allegiance to the flag of the United States of America and to the Republic for which it stands.

0:24

One nation under by, indivisible with liberty and justice for

all.

Speaker 1

0:30

Thank you.

0:32

There is only one registered comment for this evening.

0:35

It's actually a submitted comment and was concluded in your meeting packets.

0:38

So if you have not already seen it, you'll be able to review it for members of the public same.

0:44

With that being said, let's go ahead and move on to the executive committee uh meeting.

0:50

There are four items on the agenda at the end of our discussion.

0:54

I'd also like to make a motion that we move all four items to our voting agenda for next week.

1:02

The first item is uh motion to accept the resignation of assistant manager Melinda Sabo, effective August 24th, 2026.

1:10

We will be sad to see her go, but Melinda has of course given us the 60-day notice for her contract that she is required to and also been very gracious to give us.

1:20

So if there are any objections, we will move that item to the voting agenda to officially adopt, accept that motion.

1:28

Excuse me, accept that resignation at our voting meeting.

1:31

Okay, hearing nine.

1:33

Um the second agenda is the motion to accept the resignation to keep director Kai McRae, effective June 21st, 2026.

1:41

That that resolution has already been uh submitted and was effective, so we will just be as a matter of form, affecting um effectively retroactively accepting it.

1:52

Again, if there are no objections, then we'll go ahead and move that to the voting agenda.

Unassigned speaker

1:57

The

Speaker 1

1:57

third item agenda is a motion to accept the retirement deputy chief James Kaleski effective July 5th, 2023, first 26 years of service to the community.

2:08

That is not a error.

2:10

That is actually the July 5th, 2021, because he has elected to take the drop.

2:16

And I will turn to either

Unassigned speaker

2:18

uh

Speaker 1

2:18

Melinda or Margaret if they would like to explain just generally what the drop is and how that kicks in here.

Speaker 2

2:26

Yes, so our drop is an option that our police and our fire departments have, which is where it elects them to enter into what is retirement, and then during that um it's a three-year period where they can um retire at any point, but they do have to retire at the end of the three periods.

2:44

So it's a way to let us know to to let us know that they are effectively retiring.

2:49

Um, but then there's some different financial benefits that they also receive, and that's partially why they elect to be in the drop.

Speaker 1

2:58

Thank you.

2:59

And those um requirements, both legally as well as financially are items that we're working through that we have not done recently.

3:07

So our staff has turned over during that time.

3:09

So we're uh speaking both with our financial advisors, our um

Unassigned speaker

3:14

the

Speaker 1

3:15

holders of the money, what are we calling them for me in this process?

3:18

Custodian, thank you.

3:19

Thank you very much, as well as our local council uh to make sure that we're doing everything appropriately, because we also expect that there'll probably be at least another one in the next six months as well.

3:28

So we want to make sure that we have that sort of all those parameters down and uh ready to go.

3:33

Um again, if there's less there's an objection, go ahead and move that to the

Speaker 3

3:37

just to understand.

3:38

Does that mean that he's working during these three years or okay?

3:42

Yes.

Speaker 1

3:47

Sorry, are there any other questions for?

Unassigned speaker

3:50

Okay.

Speaker 1

3:50

Hearing none, any objection to my moving it to the voting agenda for next

Unassigned speaker

3:54

week.

Unassigned speaker

3:55

Okay.

Speaker 1

3:56

The last item on the agenda amass for our little leeway from council.

4:00

Um, because of the resignation of um Libda, we are having a separate conversation in our executive session tonight about the personal matters and specifically what we want to do to fill that uh spot um council.

4:20

However, I also don't want to wait another month before we would advertise those positions.

4:25

So I'd like to take our session this evening, the executive session, figure out those details and finalize job positions so that they will be part of the meeting packet for next week, but I would like to move the motion to advertise open positions, provided that we can come to that agreement.

4:43

Um, unless there is an objection.

4:45

Sorry, that was a very broad way of saying that.

4:48

Apologize.

4:50

Okay.

4:51

Then hearing no objections, um, I'll go ahead and adjourn executive committee meeting.

Summary of Proceedings

Dormont Borough Council Supercommittee/Agenda Review Meeting – August 11, 2026

The Supercommittee/Agenda Review Meeting was called to order at 6:00 PM. The meeting covered personnel actions, a playground RFP, parking agreement updates, sidewalk concerns, and a transportation plan recommendation. All items were moved to the July 6, 2026 Voting Meeting agenda unless noted.

Consent Calendar

  • Resignation of Assistant Manager Melinda Szabo effective August 24, 2026: moved to voting agenda without objection.
  • Resignation of Day Camp Director Kie McCrae effective June 21, 2026: retroactive acceptance moved to voting agenda.
  • Retirement of Deputy Chief James Kolesky: The agenda lists the effective date as July 5, 2029, but the transcript cited a DROP program that sets an effective date of July 5, 2021 (or July 5, 2023 in the initial statement), creating a discrepancy. The motion to accept his retirement and thank him for 26 years of service was moved to the voting agenda.
  • Motion to advertise open positions: approved to move to voting agenda, pending details from executive session.
  • Planning, Sustainability & Inclusion Committee: Motion to approve the Safe Mobility Commission recommendation for the Active Transportation Plan cost projection estimate (selecting the five‑way intersection at Dwight near the park) was moved to the voting agenda without objection.

Public Comments & Testimony

  • Anthony Fleury (Kelton Avenue) submitted a written comment regarding wear and tear on newly replaced concrete sidewalks; the comment was included in meeting packets.
  • Nicole Bovac (1651 Kelton Avenue) spoke in support of Mr. Fleury, describing similar spalling and slipperiness on her sidewalk replaced in 2023. She questioned the contractor’s attribution to de‑icing salts and expressed concern that future costs may fall on residents if the issue is not corrected.

Discussion Items

  • Playground RFP (Recreation & Community Affairs) : Sean Dolly (Gateway) presented bid amendments, including an alternate bid for community involvement and language about the castle theme. Council members pressed for a "custom piece" to be a unique centerpiece, not a catalog item. Dolly agreed to add clarifying language by the next day. The RFP is scheduled to be advertised July 8. (Discussion also covered the discontinuation of the Access Dormont mobile app, replaced by a web form as of July 1.)
  • Business District Relations & Development: Discussion of the 20‑year‑old Dormont Village parking lot agreement. Council noted the lack of non‑cash revenue tracking and considered exploring ParkMobile alongside the existing MeterFeeder contract. No action was taken; staff will gather more vendor information before updating the agreement.
  • Sidewalk Restoration (Property, Supplies & Public Works) : Concerns about spalling on new concrete sidewalks on Kelton and Edge Hill were discussed. A Gateway representative previously inspected the properties and acknowledged the issue; follow‑up is pending. A resident’s comment had placed the item on the agenda.
  • Active Transportation Plan (Planning, Sustainability, & Inclusion) : Safe Mobility Commission Chair Ed described the evaluation of three intersections, recommending the five‑way at Dwight due to pedestrian/vehicle traffic and proximity to the park. Council members expressed support, noting the intersection’s safety issues and compatibility with future playground improvements. The recommendation was moved to the voting agenda.
  • DABA Foot Races: The Dormont Avenue Business Association (DABA) will take the lead on planning the foot races scheduled for July 4, 2026, at 11:00 AM at the baseball diamond.

Key Outcomes

  • The four Executive Committee personnel motions plus the Safe Mobility Commission recommendation were approved for inclusion on the July 6 Voting Meeting agenda.
  • The Playground RFP will be advertised after language clarifications (community involvement, custom piece) are incorporated, with a target advertisement date of July 8.
  • The Dormont Village parking lot agreement will be revisited after staff obtains updated proposals from MeterFeeder and ParkMobile.
  • The Access Dormont mobile app will be discontinued as of July 1, 2026, replaced by a web‑based submission form.
  • Council moved into executive session to discuss personnel matters; no further action was taken in open session.

Note: The retirement effective date for Deputy Chief Kolesky is recorded as July 5, 2029 in the agenda, but the transcript referenced July 5, 2021 (or 2023) in the context of the DROP program; this discrepancy remains unresolved.
