Dublin Planning Commission Meeting, February 25, 2026
The Dublin Planning Commission held a regular meeting on February 25, 2026 (note: agenda and transcript indicate February 24, 2026, a discrepancy). The commission elected a chair and vice-chair, approved consent calendar items, and held a public hearing on zoning ordinance amendments to implement the Housing Element. The meeting concluded with staff reports on upcoming city council items and planning commissioner academy.
Consent Calendar
- Approved the December 9, 2025 Planning Commission meeting minutes.
- Adopted a resolution approving General Plan conformity for the proposed property interest transfer from the City of Dublin to Alameda County Flood Control and Water Conservation District (Zone 7) for a portion of land along Alamo Creek within Alamo Creek Park. (Both items passed unanimously.)
Public Comments & Testimony
- No public comments were made for non-agenda items or for the public hearing item.
Discussion Items (Item 6.1 – Housing Element Implementation Zoning Ordinance Amendments)
- Staff presentation by Christy Wheeler, Special Projects Manager, outlined proposed amendments to implement Housing Element Programs B.15 (Replacement Housing) and D.1 (Remove Development Constraints). Key changes: addition of Chapter 8.51 (Replacement Housing Requirements), modification of multi-family parking requirements (for-sale vs. for-rent distinctions removed; new parking ratios for affordable housing and senior housing), and cleanup items correcting land use table notations for SROs and low-barrier navigation centers.
- Commissioners asked questions about calculation of parking ratios for senior housing (0.75 spaces per dwelling) and affordable housing (0.5 per studio/1-bedroom, 1.5 per 2+ bedrooms), and noted that parking requirements may be reduced for projects within half-mile of transit.
- No public speakers testified.
- Commission deliberation: Commissioners expressed support for the amendments as straightforward compliance with state law. A motion was made and seconded to recommend City Council approval. The motion passed unanimously on a roll call vote (Commissioners Han, Prasad, Samaro, Rashid all aye).
Key Outcomes
- Unanimous recommendation to City Council to approve the zoning ordinance amendments (including new replacement housing chapter, parking changes, and technical corrections).
- Consent Calendar items approved (minutes and property transfer conformity).
- Staff reported that the March 10, 2026 planning commission meeting is canceled due to the Planning Commissioners Academy (March 11 in Anaheim); the March 24 meeting is moved to March 17. Upcoming city council actions: extension of urgency interim ordinance on firearms retail, and proposed noise ordinance amendments for residential areas (landscaping equipment hours and amplified noise).
- Meeting adjourned at 7:30 PM.
Note: The meeting date according to the agenda and transcript is February 24, 2026, but the user-provided timestamp shows February 25, 2026. This discrepancy is acknowledged.
