Summary of Proceedings

Dublin Planning Commission Meeting - April 15, 2026

Note: The agenda and transcript indicate the meeting was held on April 14, 2026, but the provided metadata states April 15, 2026. This summary uses the requested date.

The Dublin Planning Commission held a regular meeting on April 15, 2026 (as per metadata), convening at 7:00 PM. The main action was approval of a Conditional Use Permit (CUP) for an automobile/vehicle storage lot at 6000 Scarlett Court, serving as overflow for Dublin Hyundai. The meeting also included approval of previous meeting minutes and reports from commissioners and staff.

Consent Calendar

  • Approval of February 24, 2026, Planning Commission Meeting Minutes: Approved unanimously by voice vote. No corrections or public comment.

Public Comments & Testimony

  • No public comments were made on non-agenda items (no speaker cards).
  • During the public hearing for the Scarlett Court CUP, no members of the public submitted speaker slips or provided testimony. Only the applicant, Guy Houston (representing Dublin Hyundai), spoke.

Discussion Items

  • Scarlett Court Vehicle Storage Conditional Use Permit (Item 6.1)
    • Staff Presentation: Assistant Planner Shane Fields presented the project. The site is a 55,581 square-foot paved and fenced area previously used for Cobalt's landscape supply. The CUP would allow overflow storage for up to 165 vehicles (operable automobiles) for Dublin Hyundai, with hours of operation 7:00 AM to 9:00 PM daily. No permanent employees would be on site; vehicles would be retrieved as needed. No exterior building improvements are proposed. The project is categorically exempt from CEQA under Section 15301 (Existing Facilities). Staff recommended approval.
    • Applicant Testimony: Guy Houston explained that the lot would be resurfaced (slurry seal) and striped to improve safety, as current overflow parking is spilling into drive aisles and onto Scarlet Court. The lease is for five years with options to extend up to 25 years. He stated that 165 vehicles is the maximum, and inventory will fluctuate based on sales and manufacturer allocations. He noted that Dublin Security Storage adjacent already has extensive camera coverage, and additional cameras or lighting could be added as needed.
    • Commissioner Questions and Discussion:
      • Commissioner Badalmi inquired about site access (two entrances via an alley shared with Dublin Security Storage) and enforcement of the 165-vehicle limit. Staff confirmed conditions of approval include striping and fire lane access. Commissioner Badalmi also asked about permit duration; staff stated CUPs run with the land (indefinite).
      • Commissioner Hun questioned the need for overflow storage and whether 165 is sufficient. Houston explained Hyundai is a popular brand with increasing demand, and the dealership needs additional capacity to receive more allocation from the manufacturer.
      • Commissioner Hun also raised concerns about security: no on-site caretaker, potential for theft or alarms. Houston responded that new cars typically do not have alarms activated until sold, and that Dublin Security Storage has extensive camera coverage. Commissioner Hunt recommended adding a condition requiring the applicant to install a dedicated security camera system. The applicant agreed to this condition.
      • Commissioner Badalmi also asked about noise from car alarms and potential impact on nearby Quarry Lane School and high-density residential. Houston stated the school has a buffer, and alarms on new cars are usually off.
      • Commissioner Hun questioned the shared entrance with Dublin Security Storage and potential conflicts. Houston noted the alley has been used without issue for 45 years.

Key Outcomes

  • Motion and Vote: Commissioner Hun moved to approve the Scarlett Court Vehicle Storage Conditional Use Permit (APN 941-0550-034-00) with the added condition that the applicant install a security camera system. Vice Chair seconded. The motion passed unanimously by voice vote (all ayes).
  • Commissioner Reports: Commissioners and staff reported on the Planning Academy training they attended, noting value in learning about density bonus laws, CEQA, and streamlining processes while maintaining public trust. The Planning Manager also reported on recent City Council actions: extension of an urgency interim ordinance prohibiting firearm retail/shooting ranges through January 2027 (March 3, 2026), and approval of housing implementation parking changes (March 24, 2026). The next Planning Commission meeting is scheduled for April 28, 2026 (subject to agenda items).
  • Adjournment: The meeting adjourned at 7:39 PM.
