- Dublin Collision Center (PLPA-004314-2025): Staff presented a proposal for a Site Development Review Permit to redevelop the property at 5640 Dublin Court by demolishing the existing vacant building and constructing a 42,032-square-foot automobile repair and service facility specializing in electric vehicles. The project includes paint/body work, structural repair, vehicle reconditioning, and EV diagnostics, all within the building. The site is approximately four acres with C2 general commercial zoning and subject to Commercial Corridor Design Guidelines. Key design features: one-story building with contemporary architecture, 221 parking stalls (84 customer), an eight-foot sidewalk along Dublin Court, upgraded landscaping and lighting, and a bioretention stormwater treatment facility. Staff recommended a categorical exemption under CEQA Guidelines Section 15302 (Replacement or Reconstruction). A commissioner inquired about battery and hazardous material management; staff responded that state and federal regulations and Alameda County environmental health oversight would apply. Two community meetings were previously held. No public testimony was offered. The Commission voted unanimously to adopt the resolution approving the permit.

I call to order the planning commission meeting for June 23rd, 2026. Um we'll do the Pledge of Allegiance. So we'll start with presentations. And there are no presentations for this evening. Public comment. At this time, the public may address the planning commission on items that are not on the agenda in accordance to the state law. No action or discussion may take place on any item not on the agenda. The planning commission may briefly respond to statements made or question asked. And then do we have any speaker cards? No, I do not have any public speaker cards for this item. Next, we'll move on to the consent calendar. Tonight the consent calendar has one item approval of the May 26 2026 minutes. Is there a motion to approve the consent calendar? I would like to make a motion to approve the meeting minutes of the planning commission meeting held on 26th May 2026. I second that. And then we all say aye. And the motion carries for the minutes to be approved. Public hearing. So item 6.1 is a public hearing to consider the site development review permit for the Dublin Collision Center project. Ms. Bias uh will be providing a presentation. Good evening and thank you, Chair or Vice Chair. Um tonight I'll be presenting on again the Dublin Collision Center. Um the request before you tonight is a hold on just a minute. Uh the request before you tonight is a site development review permit uh considered for this project. So first off, uh the project is located at 5640 Dublin Court. Um it is located in between uh the Dublin Boulevard, Dodry Road, and also I-80. I'll kind of point the location. Here is Dublin Boulevard and Interstate 80, the sports park, and here's where we're sitting today over here in the civic center. Uh on the screen again, the project location is shown approximately in the red box. The general plan designation for this site is retail office and automotive, and it's also got the C2 zoning, which is general commercial zoning. A little bit of background on this site. Um, it is currently developed with uh the building you see in the image here. Um in 1980, there was a Ozzy Davis Pontiac Toyota uh proposed here, and um since that time this location has operated in some form of automotive sales or services for new and used vehicles until around 2023 when the previous Nissan dealership moved to the other location, also here located in Dublin. The project being proposed today is to redevelop the site with a it's an approximately four-acre site with a four hundred forty two thousand three hundred square foot automotive service facility. Um what is required is a site development permit for this, and when we develop when we evaluate the site development review permit, we're looking at the overall site layout, we're considering architecture as it relates to our guidelines, and we'll talk a little bit about that on the next slide. The landscaping, the lighting, and the parking. These are kind of uh what is required with our site development review permit. Um, and it's important to note that that the operations of this and the C2 zoning does allow this use as an automotive facility, automotive repair and services is allowed. So really our focus and for the department was to look at the site development that was going to recur with the proposed project. Again, I did want to mention it also has the overlay zoning for our commercial corridor design guidelines, which do provide rules for when you're either proposing new development or doing redevelopment. Shown here on the image on the screen in the red is the areas that are covered by the commercial design guidelines. And this is to make sure that again, consistent with some of our other areas that have specific plans that also have specific guidelines for development, those areas. This is kind of the core area of the city, and so these are the commercial guidelines to make sure we're consistent throughout the city and achieving right compatibility with the surrounding other uses, looking at effective site planning and high quality design, the upholding the appearance and the nature of the basic principles for the design of what's being built. Again, depicted on the screen here is the site plan. It was also included in your packet because I know it is somewhat hard to read the site plan on at this scale. But overall, again, we've got a one-story building. Access to the site is again proposed along Dublin Court, where the two green arrows here, where they'll have two driveways. The new proposed building is in a similar configuration as the existing building. It's probably pushed up a little closer to the street.
