The Duluth City Council convened at 6:00 PM on Monday, October 27, 2025, in Council Chambers. All nine councilors were present: President Terese Tomanek, Vice President Lynn Nephew, and Councilors Azrin Awal, Wendy Durrwachter, Arik Forsman, Janet Kennedy, Deborah DeLuca, Roz Randorf, and Tara Swenson. The council approved the previous meeting's minutes unanimously, heard extensive public testimony, adopted consent agenda items, debated a land use study for the former Lester Park Golf Course, and acted on short-term rental and human rights commission ordinances.
The meeting of the Duluth City Council will now come to order. Will the clerk please call the roll? Counselor I'll Councillor Walter. Councillor Foresman. Counselor Randor. Councillor Kennedy. Counselor DeLuca. Counselor Swenson. Vice President Nephew. Here. President Timonic. Here. Please rise for the Pledge of Allegiance. Pledge of allegiance to the United States of America. And to the Republic for which it stands. One issue under God. Indivisible with liberty and justice for all. The agenda for this evening's meeting is posted on the bulletin board, and copies are available at the rear of chambers. For those watching on public access television, the agenda for this meeting is available on the city's website at WW.duluthMN.gov live streaming. Can also be found on our website under Council Meeting Media. Citizens in the audience who wish to address the council, please sign the sheet located uh near the clerk's desk. Please turn off cell phones while in the council chambers. I will now read the tools of civility and memory in honor of former council president Renee Vanett. The Duluth City Council promotes the use and adherence of the tools of civility and conducting the business of the council. The tools of civility provide increased opportunities for civil discourse, leading to positive resolutions that face our city. We know that when we have civility, we get civic engagement, and because we can't make each other civil, and we can only work on ourselves. Move by Swenson. Seconded by Kennedy. All those in favor? Opposed, same sign that uh approval passes nine to zero. Uh next we have reports from the administration. Thank you, Council President Tomonik. I have nothing to report this evening. Thank you. Thank you. Next we move for opportunities for citizens to be heard. Clerk Denham, would you call the first speaker, please? And a reminder, please come up and state your name and address. Three minutes. I live at 3608 Allendale Avenue, and I'm the executive director of the Cyclist of Kitchigumi Shores. Um I'm here to talk about Lester. Uh some of you were present at the previous planning commission meeting, but for those of you who weren't, I'd like to offer some context for my experience on the Lester Park working group. Since it's referenced in the proposed resolution. And we were told it was an exceptional proposal, unlike anything Duluth had ever seen before, and the only viable option for this public park. Yet we were not allowed to review the actual plan because we were told that if details got out to the public, it would be politically unpopular. With no clear plan from the working group, we are starting this process over again. And I think the rest of this has to be from me, not from Cogs. There are serious concerns about transferring the entire golf course property to DITA. The stated reason is a lack of city planning resources, yet no budget has been proposed for this promised planning process. This process doesn't need to be rushed through.
