The Duluth City Council held a special meeting to consider two resolutions concerning initiative petitions that would place land-use and zoning restrictions on portions of the former Lester Park Golf Course before voters. After extensive public comment and council discussion, both resolutions were tabled unanimously to the next regular meeting on Monday, July 27, 2026. The council also conducted first readings of two proposed ordinances stemming from the petitions and then moved into a closed session to discuss litigation strategy.
Good evening. I'd like to welcome everyone to the special meeting of the council tonight. Clerk, can you please call the roll? Counselor Klanna. President. Counselor Desatel. Present. Counselor Der Wachter. Here. Counselor Timonic. Here. Counselor Forsman is absent. Counselor Johnson. Here. Counselor Randorf. Here. Vice President Kennedy. Here. President Nephew. Here. Please stand for the pledge. Good evening, everyone. So first I would like to start. I'm going to be requesting that we suspend the rules in a minute to allow for very limited public comment. But I'd like to add for a few things first. Monday will be our second. So it's likely from hearing from some counselors that there's going to be some requests for the resolutions to be tabled. So we can take everything up on Monday. So I will be asking for a limited public comment of 20 minutes tonight, and I'll make that request in a minute for a couple reasons, just to give some background. Thursdays are typically our evening for questions, so I want us really to focus on that, and that's the only reason why I'm looking for the limited amount of time, because then we will most likely have Monday also being allowed for our public comments. So I want to make sure all the folks in the room can be heard, um, but then also be thoughtful in the sense that we have staff here tonight, and this is our time to ask a lot of questions. Um first thing I will ask is for us a motion. I'll make a motion to suspend the rules to allow for 20 minutes of public comment this evening. Seconded by Tomanak. Um is there any discussion on it? Seeing none, all those in favor, please motion. Oh uh, sorry, uh Counselor Der Wacter. Oh, I'll defer to Desateline. All right, Counselor Desites. Thank you. Thank you, President Nephew, and thank you for um uh offering to suspend the rules for public comment. I would like to have public comment, period. People have showed up, they've come here if they want to comment. I would like to allow that. It's our role to be here for that, and they've come tonight to do that, and so I'd like to hear it tonight as well as Monday night. Um counselor Der Wachter. Uh thank you, President Nephew. Thank you, Counselor Desatel. I I uh agree a hundred percent with that, and I'm also a little confused because I know this is technically a special meeting. So um at what point do we treat it like an agenda session where there are really only questions, or if it's a special meeting, um I guess it's another argument to just allow public comment and not try to shorten it, in my opinion.
