The Eagan City Council met on February 4, 2025, at 6:30 PM at the Eagan Municipal Center. The meeting included the swearing-in of three new police officers, approval of a consent agenda, public hearings on five street improvement projects, and a planned development amendment for a new Kwik Trip convenience store and car wash. All votes were unanimous.
Consent Calendar

- Ryan Frankie (Highway 55 resident, project 1569): Questioned whether crack sealing had been considered instead of a full mill and overlay, expressing concern about cost and resource use.
- Ryan Grimwood (also spoke on Kwik Trip item): Expressed support for the redevelopment, noting the site has been vacant for years, and asked about clear sight lines for the proposed monument sign.

- Street Improvement Projects (Five Public Hearings): Assistant City Engineer Ben Perke presented five projects (1371 Erin Drive/Erin Lane, 1568 Golfview Drive, 1569 Harvey/Burrview Acres/55 Frontage/Cherrywood, 1570 Lakeside Estates, and 1573 Sunset/Northview Meadows/Overview Estates/Saddle Horn/Daniel Drive/Lexington Pointe Pkwy/Patrick Rd). Total estimated cost: $5.1 million, with $3.7 million city cost and $1.4 million assessable to properties. Projects include mill and overlay (full-depth reclamation for Erin Drive), curb/gutter repairs, utility adjustments, signage replacement. No pedestrian improvements recommended for Daniel Drive or Golden Meadow Road due to resident opposition or engineering challenges. Assessments follow city policy (50-50 for low/medium density residential, 75% for high density, 100% for commercial). Construction expected summer 2025.
- Planned Development Amendment – Kwik Trip: City Planner Schultz presented a proposal for a 9,125 sq ft convenience store with a 3,065 sq ft two-bay car wash and motor fuel station at 4198 Pilot Knob Road (Hilltop Plaza). The site previously had two retail buildings (one vacant, one housing MGM Liquor). Deviations requested: landscape setback of 4.7 ft (5 ft required), two freestanding signs (monument and pylon), reduced parking stall widths on north side, and a 181 ft setback for 24-hour operation (200 ft required). The Advisory Planning Commission recommended approval on January 28, 2025, with amended condition limiting car wash hours to 7 AM–10 PM (instead of requiring doors closed during cycles). Council discussed signage, lighting, and the change from the previous High-V proposal. The applicant (Lisa Watson, Kwik Trip) noted the project value near $10 million, new fuel tanks, and that car wash doors remain open for humidity/flow (automatically close at 40°F).

Welcome everybody to the February 4th regular meeting of the Egan City Council. It's our first meeting of the month of February. I want to thank Owen and uh for leading us in the Pledge of Legends tonight and helping to ring the bell as well. Um robust job of ringing the bell there, Owen. We appreciate that. Um and also uh just wanna um thank uh all the members of uh Troop 455 for coming in tonight. Um Owen is certainly not the only one uh who was interested in volunteering to ring the bell. So uh we uh we're glad to see all of you here tonight. Uh we've got a fairly um straightforward uh agenda tonight. We're gonna swear in a few uh new police officers uh and uh debut some uh snazzy new police jackets as well. Um and uh and then we'll get to uh some uh fairly uh straightforward business uh afterwards. Uh with that, uh Ms. Miller, they change the agenda. No, Mr. Mayor. Council any changes the agenda. Yes, sir. Take a motion on the agenda. Motion to adopt the agenda as presented. Second. That's moved and seconded. Any further conversation? Seeing none, I'll and fairly saying aye. Aye, yeah. And opposed, nay. That motion carries. I should mention um that uh unfortunately Councilmember Hansen is not gonna be able to join us tonight. Um, but I have uh full and utter confidence in the remainder of the council to be able to get through our agenda. Uh with that, um I'll move to recognitions and presentations uh for the uh oath of office for the aforementioned uh police officers and turn it over to Chief New. Uh Mayor and Council, uh before I begin, uh again, thanks for uh pointing out uh the new attire for the police department. Um much of the credit goes to the staff at the police department. They uh came up with the idea and said, Chief, um it's time for us to uh you know change our appearance and have more uh much more formal look here at the Egan Police Department. So much of the credit goes to the staff at the police department. Um some other changes that we had this past year um uh to align with uh the s the changes legislatively uh were to our patch and uh you now see us wearing uh with uh C logo on that. And uh right before the event uh occurred today, we uh received our new badges that had our old badges had the new old state sale and our new badges now have the new adopted newly adopted state sale for the state of Minnesota. It's a fresh new look. So fresh new look. So that's everybody else, Roger. What's that? Here we go. So that's let's get right to Rumble. All right. Well again, uh mayor and council. Uh thanks for giving me the opportunity to introduce uh a couple of new uh police officers here this evening. Uh we have Officer Derrick Nord, uh Chase Thomas and Eric uh Eric Collins here uh that we'll be swearing in and doing the I'm sorry, doing the oath of office here this evening. Um I know before we do that though, I know uh Derek has his uh wife Anna here and uh uh his daughters Alexa Manison and Emerson. And uh Chase uh Chase's parents Clara and Corey are here somewhere in the room, uh along with his girlfriend Grace. And um, I know Eric's parents, John and Jackie are here uh along with his girlfriend Adriana. Um I would like to take this opportunity to say to the family members um thank you for uh all your support and thanks for being here this evening. Um the work that we do here in policing, uh we couldn't do it without the support of our family members.
