Eagan City Council Meeting - April 1, 2025
The Eagan City Council met on April 1, 2025, at 6:30 PM at the Eagan Municipal Center. The meeting featured a recognition of retiring Engineering Technician Angie Ellison for 26 years of service, approval of a lengthy consent agenda, and two public hearings. All actions were passed unanimously.
Consent Calendar
The Council approved the consent agenda as a whole, which included:
- Approval of minutes from the March 11 and March 18, 2025 meetings.
- Personnel items.
- Approval of check registers.
- Approval of contracts.
- Change Order No. 11 for the Eagan Art House (City Project 1558).
- Water Meter Surcharge Rebates.
- Contract for Pavement Condition Assessment Services and a budget amendment.
- Eminent Domain Agreement with Eagan Property Owner, LLC.
- Award of Contract 25-10 for Argenta Trail Street Reconstruction, including a Joint Powers Agreement and temporary construction easements.
- Final payment for Contract 24-08 (2024 Water Quality Improvements).
- Setting the interest rate for special assessments for the next twelve months.
- Deferring the City’s Metropolitan City Entitlement status and adopting a resolution for participation in Dakota County Urban County Designation for CDBG, HOME, and ESG funding for FY2026-2028.
- Professional Services Agreement with LHB, Inc. for inspection of property at 1500 Towerview Road.
- Temporary On-Sale Liquor License for the July 4th Funfest and a waiver of fees.
- Premises Permit and resolution for Rosemount Area Hockey Association to conduct lawful gambling at Hy-Vee Market Grille.
Public Hearings
Public Hearing A: Vacation of Drainage & Utility Easements
Staff reported that notices were published and no comments or objections were received. The easements, originally acquired at no cost to the city, will be rededicated as part of a replatting. The developer will realign a sanitary sewer at no cost to the city. The Council closed the hearing and continued the vacation until the time of final plat approval.
Public Hearing B: Variance for Garage Door Height at 4045 Lexington Ave South
Applicants Lee and Laurel Anderson, residents of the property for 38 years, requested a one-foot variance to increase garage door height from 8 feet to 9 feet to accommodate parking of a recreational vehicle. The property is set back 65 feet and slopes down from the road, minimizing visual impact. A neighbor, Eric Spring, spoke in support, noting the property’s unique rural setting. The Council unanimously approved the variance.

To the flag of the United States of America. And to the Republic for which stands. One nation, another goal with liberty and for all. This is our first meeting of the month of April. No fooling. That's the last one, I promise. We have a fairly brief but important agenda tonight. We got uh uh recognition of a longtime employee uh uh moving on to retirement. Uh so we'll uh recognize Angie Ellison and her years of service to the city of Egan. Uh great to see you here tonight. Uh and then we'll have a couple of uh variances and uh and then we'll get you back out into the really uh horrible weather. So um if we can extend the meeting a little bit and keep you a little warmer, uh we might try, but I can't guarantee anything. Uh with that, Ms. Miller, are there any changes to the agenda? No, Mr. Mayor. Uh council changes the agenda. No, sir. I'll take a motion. Motion to adopt the agenda as presented. Second. That's moved and seconded. Any further discussion on the agenda? Seeing none. Motion's made and seconded. Alan Ferris is going to say I oppose nay. That motion carries, and we have an agenda. Uh we'll move right to the aforementioned recognition uh of uh the retirement of engineering technician and street uh in in streets, Angie Ellison. Uh she has served the city of Egan for I want to get this right here, 26 years uh as um in our uh public works department. Uh the Maven of the street measurements, uh I think is probably the book. Well stated, sir. Um but I will uh with that I'm gonna turn it over to Russ uh Mathis, our director of public works to uh further recognize Angie and her service to our community. Thank you, Mr. Mayor, members of the council and audience and special guests that are here tonight, uh most special guests, uh Angie Ellison herself. So um thank you for uh the comments, and I'm gonna add a few more to that. So you have to stand up here and bear them. Um Jeff wrote most of them, I'll be honest with you. I'll blame him. But so tonight, on behalf of the entire public works department, we want our honored to recognize Angie for her extraordinary 26 years of service to the city of Egan as an engineering tech, most of that as an engineering tech for the city of Egan. Um as Angie prepares to spend her final day working on May 1st, even though officially retiring on June 20th, uh, we want to reflect and recognize uh the significant impact that Angie has had on the Egan community on our infrastructure, and on the countless pavement cracks that she has counted throughout her career. We estimate, so get this. We didn't if they were countless, how is she counting? Well we'll give you uh we'll give you a rough idea. Um we're we're uh hard in the effort of creating the CIP, so staff was a little busy to get the crack number, but over 3,120 miles of streets. Angie's walked and evaluated those streets over 26 years. So she started with the city of Egan back in the last century, 1999 and January 4th. Some of us all and she's not the only one up here uh that did that. And she actually started as a clerical tech three at our central maintenance facility, and then uh the eve of Y2K on New Year's Eve, she actually chose to uh apply for an engineering tech position in our streets uh division, and she was selected gladly. Uh we're gladly that she accepted that role. Um so that was in early 2000.
