Eagan City Council Regular Meeting – May 6, 2025
The Eagan City Council held a regular meeting on May 6, 2025, at 6:30 PM at the Eagan Municipal Center. The council addressed several new business items, including three major land use proposals, an ordinance amendment on natural landscapes, and updates to gambling and amusement device regulations. - Comprehensive Guide Plan Amendment – Eagan Hope and Wellness / Dan O’Mara: Proposed change from Quasi-Public (QP) to Retail Commercial (RC) on 0.6 acres at 1581 Century Pointe to allow a 16-unit residential program facility licensed by the Minnesota Department of Human Services. The Advisory Planning Commission (APC) recommended approval on a 6–0 vote. The council voted to submit the amendment to the Metropolitan Council for review, with a future public hearing anticipated upon its return.
- Planned Development Amendment and Preliminary Subdivision – Project Vanderbilt (Ryan Companies): Request to modify the site plan and allow building renovations and site improvements for an existing data center to operate as a carrier-neutral interconnection facility, and to create one lot and one outlot on approximately 40.57 acres south of Opperman Drive. The APC recommended approval. The council approved both the PD amendment and the preliminary subdivision, subject to conditions listed in the APC minutes.
- Comprehensive Guide Plan Amendment, Rezoning, Preliminary Planned Development, and Preliminary Subdivision – Metcalf Park (Pulte Group): Proposal to redevelop the former Metcalf Middle School site (2250 Diffley Road, ~34.5 acres) with 245 multi-family apartment units, 66 senior cooperative units, 97 townhome units, and 42 villa-style twin homes (total 450 units). The Metropolitan Council approved the comprehensive guide plan amendment on March 26, 2025. The APC recommended approval. The council approved the comp plan amendment (4–1, Councilmember Bakken dissenting), the rezoning, the preliminary planned development, and the preliminary subdivision (both 5–0). Discussion addressed traffic impacts, noise abatement, trail connectivity, public park dedication, and preservation of memorial trees. The applicant committed to exploring preservation of trees along the southern boundary.
- Ordinance Amendment – Chapter 10.21 (Planting and Maintenance of Trees and Grass on Private Property): To comply with 2023 state legislation requiring municipalities to allow managed natural landscapes. The amendment adds definitions, a registration process valid for five years, a requirement for a maintenance plan and planting diagram, and a three-foot buffer (maximum 8 inches in height) adjacent to property lines and buildings. Noncompliance can result in abatement, registration revocation, and two-year ineligibility. Council debate centered on enforcement limitations regarding non-noxious weeds and potential spillover onto neighboring properties. The ordinance was adopted on a 3–2 vote (Councilmembers Bakken and Hansen voting no).
- Ordinance Amendment – Chapter 5 (On-Site Gambling): Removes restrictive language from Section 5.15 (which limited gambling to nonprofit organizations in a separate area from the bar) and defers regulation to Minnesota state statute. Approved unanimously.
- Ordinance Repeal – Chapter 6 (Mechanical Amusement Devices): Full repeal of Chapter 6, Section 6.3 after determining the prohibition on mechanical amusement devices is outdated and unnecessary. Approved unanimously.

This is our first meeting of the month of May. And it's a beautiful night for a city council game uh meeting. So uh let's do both tonight, I think. NHL. Um NBA. NHL. Um we uh uh have a fairly substantive agenda tonight, but I think we can get through it in a fairly efficient manner. So um Ms. Miller, are there any changes to the agenda this evening? No, Mr. Mayor. Uh council any change the agenda. That's it. Take a motion, Councilmember Bucket. To adopt the agenda is present. Second. That's moved and seconded. Uh is there any further discussion on the agenda? Seeing none, all in favor A. Opposed nay. That motion carries, and we have an agenda. We have no recognitions and presentation, so right to our consent agenda. Are there any members of the public who are here on an item that appears in the consent agenda? Um we have uh uh no public hearings tonight, no old business, but we've got some really exciting and interesting new business. We got three items of new business tonight. Uh the first item is a comprehensive guide plan amendment for Egan Hope and Wellness for Dan O'Mara. It's a comprehensive guide plan amendment from quasi public uh to um RC retail commercial located at 1581 Century Point. Ms. Miller. Thank you, Mr. Mayor, members of the council. The applicant is proposing to change the land use designation to allow a 16-unit residential program facility, which is licensed by the Minnesota Department of Human Services. I uh the advisory planning commission did hold a public hearing on April 22nd of this year and recommended approval on a six euro vote.
