Uh so before you on the on your screen is the subject property uh as part of the Viking Lakes uh development.

Uh the Viking Lakes preliminary PD was approved in June of 2016.

Uh the PD uh calls for a mix of land uses that includes the Vikings headquarters and practice facility, in addition to offices, hotels, multifamily residential, retail, and indoor outdoor recreation.

The development has received multiple approvals involving construction of Vikings headquarters, uh located uh generally in this area, uh, as well as the uh indoor practice facility uh located here, um, as well as medical office buildings uh located here, other offices, and then the Omni Hotel, um, as well as the multifamily residential uh located on the south side of Vikings Parkway have all been uh recently approved.

Uh there are currently three existing uh vacant lots uh on the property, uh two lots uh on the east portion of the campus, just west of Ames Crossing.

Uh third vacant lot is located up in the northwest quadrant uh of the overall campus, uh, and it basically abuts uh O'Neill Drive and uh Lone Oak Parkway.

Umperty sits uh above those roadways uh quite a bit.

Uh site is accessed off of O'Neill Drive to the north, um, and there's a secondary access uh to the south onto Vikings Parkway uh located here.

In 2020, uh in 2020, City Council approved the use of the uh property for overflow parking, uh mainly to provide visitor parking during summer training camp.

Uh the use of class five gravel was also approved as a temporary service material to accommodate the parking area.

So you can see on this current aerial uh site has largely been approved with that uh class five material, including the driveways down to O'Neill Drive and the driveways down to uh Vikings Parkway.

Uh with a few exceptions, uh that area has been uh with a few exceptions that those areas have been well maintained.

Um, and the temporary gravel parking areas have operated as intended with no major issues.

Uh in April 2024, uh the subject property received approval of an IUP for outdoor storage of truck trailers, ticket huts, pallets, um, and that is set to expire uh in November 30th, 30th of this year.

Eagan Advisory Planning Commission Meeting - October 28, 2025

  • Item C – Renaissance Adult Day Care (CUP): David and Brooke Baker requested a conditional use permit to operate an adult day care for up to 40 participants (age 55+) at Oak Hills Church (1570 Yankee Doodle Road). Hours are Monday–Friday, no building modifications, and parking conflicts with church are minimal. (Presentation by Katie Dudziak)
  • Item D – Crunch Fitness Center (CUP): Reid Traphagan (J Plus Architects) requested a conditional use permit for a 24-hour health and fitness club at the former Kowalski's (1646 Diffley Road). The use is not listed in the Neighborhood Business district but is considered similar. Conditions address parking (155 required, 151 existing + 4 added in loading dock), landscape restoration (dead trees, emerald ash borer, berm plan), and a sidewalk gap. No public comments.   • Item E – Eagan Hope and Wellness (Rezoning & Preliminary PD): Daniel Murrow (MJ Studio Architects) and Aisha Norah (owner) requested a rezoning from Public Facility to Planned Development and a preliminary PD for a 16-bed intensive residential treatment center on 0.6 acres at 1581 Century Point. Deviations include setbacks (building, parking, trash enclosure) and building materials (less than 65% Class I).   • Item G – 10 Roads Express (CUP): John Eubanks (on behalf of Wayne Hooverstall) requested a conditional use permit for outdoor storage of 20 trucks and 10 trailers at 3321 Mike Collins Drive. The site previously held Carvana; the new use is a truck and trailer maintenance facility for USPS mail hauling. All six performance standards are met. No public comments.   • Item H – Columbia Business Center (CUP): Joe Bergman (Endeavor Development) requested a conditional use permit for outdoor storage of 82 electric vehicles at 3374 Columbia Drive, associated with a Rivian repair and showroom facility. The south lot and east side are used; parking supply is sufficient with employee overflow possible. Conditions include screening, landscaping, and maintaining fire suppression. No public comments.
