The Eagan Advisory Planning Commission met on November 25, 2025, at 6:30 PM at the Eagan Municipal Center. The commission considered three items: a comprehensive guide plan amendment for a small infill housing development, a conditional use permit for a specialty animal dermatology clinic, and a series of housekeeping amendments to the city code. All three items were approved unanimously by the commission.

The property currently contains a single-family home built in 1956.
- Staff Presentation: Planner Pam Studziak explained that the change would allow a density of 4–12 units/acre, compatible with surrounding uses. The site is a small infill parcel in a largely developed area (over 95% developed). The concept plan shows two phases, with the existing home remaining until phase two. The change would require subsequent rezoning and planned development zoning to accommodate deviations from standard lot sizes and setbacks.
- Commission Discussion: Commissioner Block expressed general support for the land use change but noted reservations about the concept and phasing. Commissioner Walsh asked about park dedication timing and tax impacts. The applicant clarified that the existing homeowner would remain during phase one.

Discussion Item B: Animal Dermatology Clinic – Conditional Use Permit
- Applicant: Dr. Joel Griffies, DVM, represented by Dr. Lisa Ryder and Dr. Sarah Bancroft.
- Proposal: Obtain a conditional use permit to operate a specialty animal dermatology clinic (outpatient only) in an existing 14,535 sq. ft. office building at 2795 Pilot Knob Road, Suite 300. The property is zoned Neighborhood Business, which allows animal clinics as a conditional use. No exterior changes are proposed; interior tenant improvements will be made.
- Staff Presentation: Planner Thomas noted that the use is compatible with the area and the building is currently vacant. Three conditions from the staff report would apply if approved.
- Commission Discussion: Commissioners asked about the types of animals treated (cats and dogs primarily) and the nature of the practice (allergies, autoimmune diseases, ear disease). Commissioner Wegener shared personal experience with the specialty and expressed support for increased competition in the area.
- Outcome: The commission voted 7-0 to recommend approval of the conditional use permit with the conditions in the staff report. The item is scheduled for the City Council on December 2, 2025.
Discussion Item C: Ordinance Amendment – Housekeeping Changes to Chapter 11
- Applicant: City of Eagan.
- Proposal: Approve an ordinance amendment to City Code Chapter 11 to clarify language, correct formatting, and ensure consistency with Minnesota statutes. The changes include correcting deck setback language and aligning rooftop solar setbacks with state building code. No new policies are introduced.
- Staff Presentation: Planner Studziak reviewed the table of affected sections, which had been discussed at an August 26 workshop.

And to the revolution for which it stands. One nation under uh indivisible with liberty and justice for all Mr. Schultz, are there any changes uh to the agenda or any updates? There is one change to the uh minutes. Um change to minutes. I think uh Commissioner Baltimore has noted one error. He was uh noted as a chair on page thirteen. Uh so we corrected that, and that uh is reflected in uh the current minutes that are now available online. Thank you. Um and I uh this was just about the agenda though, Mr. Schultz. Are there any agenda? There are no changes to the agenda, Mr. Chair. Okay. Given that, I would entertain a motion to approve the agenda. So move. Second. I have a motion by member Woodfield, a second by Vice Chair Schwanke. All in favor, please raise your hand and say aye. I see that that has passed seven to zero. Um, and then with regard to the minutes, um, Mr. Schultz did note the one change uh to the minutes as pointed out by uh member Boldema. This request is for an amendment to the comprehensive guide plan to change the land use designation from high density to medium density residential upon approximately 0.82 acres, located at 4290 Black Hawk Road. The applicant's concept plan proposes seven lots for single-family detached dwellings, resulting in a net density of eight and a half units per acre. The property is zoned agriculture and guided high density and contains a single family home built in 1956 on the southern part of the site and a garage and shed on the northern part of the site. Dating back to the mid-1970s, this area has been guided for residential densities of six to twelve units per acre, with an update to the comprehensive plan in 2000 to create consistency between land use and zoning designations.
