The Eagan Advisory Planning Commission met on December 18, 2025, at 6:30 PM in the Eagan Municipal Center. The commission considered two public hearing items: a conditional use permit for outdoor vehicle storage at 1971 Seneca Road, and an ordinance amendment to City Code Chapter 11 regarding places of worship. A third item (conditional use permit at 2945 Commers Drive) was continued to the January 27, 2026 meeting. All votes were unanimous (7-0).

Item A: Conditional Use Permit – Up Seneca LLC (1971 Seneca Road)
Staff planner Miss Thomas presented the request for a 9,075-square-foot outdoor storage area for vehicles at 1971 Seneca Road. The property is zoned Limited Industrial and is a three-acre site with a 41,400-square-foot multi-tenant building. The proposal includes adding 30 parking spaces (bringing total to 127, exceeding the minimum of 111), installing a seven-foot chain-link fence, removing a gravel driveway, and adding turf and landscaping. Staff determined the proposal met all six outdoor storage standards. Applicant Brady Bosselman (civil engineer with Hill Incorporated) thanked staff for their work and had no additional comments. -
Item B: Conditional Use Permit – Eagan Business Commons (2945 Commers Drive)
This item was continued to the January 27, 2026 Advisory Planning Commission meeting per a motion by Vice Chair Schwanke and second by Member Wagner. The public hearing was also continued. -
Item C: Ordinance Amendment – Places of Worship (City Code Chapter 11)
Staff presenter Mr. Schultz explained that the amendment updates the term "church" to "places of worship" (including churches, synagogues, mosques, and temples) and allows places of worship in Neighborhood Business (NB) and Business Park (BP) zoning districts under certain thresholds: congregation size less than 100 and occupying less than 40% of a multi-tenant building would be a permitted use; larger congregations (over 100) would require a conditional use permit. The cap of 40% of gross floor area in a multi-tenant building applies. The amendment corrects a typographical error in the public facilities section. The ordinance does not apply to the Limited Business (LB) district where places of assembly are already permitted. The intent is to provide flexibility for smaller congregations.

This is the point where we stand up and do the Pledge of Allegiance. Okay, and uh with that, Mr. Schultz, are there any changes to the agenda or any updates? Um, Mr. Chair, there are no changes to the agenda. Um, do you want to point out just item two? Um, and the need to can make a motion to continue that to the January APC meeting. So when we get to that, we can uh construct a little further. Thank you, Mr. Schultz. Um at this point, uh do I have a motion to approve the agenda. So moved. Okay. I heard, I believe, uh Member Wagner first. Is there a second? Second? Okay, I have a second from Vice uh Vice Chair Schwanke. All in favor, please raise your hand and say aye. Um, I understand at this point that um I know it was listed, Mr. Joe Hartman, but as it miss Thomas, will you be presenting on this? This is for approval of a conditional use permit. Is that correct? That is correct. Thank you, Mr. Chair, Planning Commission members. Before you is the conditional use permit request for the property at nineteen seventy-one Seneca Road. The applicant proposes an outdoor storage area for vehicles. The proposal includes additional pavement for the parking lot where an enclosure for the outdoor storage area is to be located, and removal of driveway is proposed, which currently lies along the East Property Line. The property was platted in 1967 as part of the Cedar Industrial Park subdivision. The site was originally developed with a 6,000 square foot multi-tenant office and warehouse building, which has been expanded in three phases over time.
