Eagan Advisory Planning Commission Meeting - February 24, 2026

The Advisory Planning Commission met on February 24, 2026, at 6:30 PM to consider three items: a planned development amendment and preliminary subdivision for a 337,000-square-foot industrial building (Project Alpha), a comprehensive guide plan amendment to change land use from low density to high density for a proposed 100-unit apartment building at 1360 Lone Oak Road, and a conditional use permit for outdoor storage at Livit Site & Structure. The commission voted unanimously to approve Project Alpha and the Livit conditional use permit, and recommended denial of the Lone Oak comprehensive plan amendment by a 6-1 vote.

Consent Calendar

  • Approved the agenda and minutes from the previous meeting (7-0).

Public Comments & Testimony

  • Item B (1360 Lone Oak Road): Numerous residents spoke in opposition. Kevin Conroy (on behalf of his daughter Jennifer Conroy, adjacent homeowner) cited privacy, environmental harm to Lake LaMay, and incompatibility with the neighborhood. Larry Papa Sr. argued the land is unsuitable for high density. Aaron Gable highlighted that Lake LaMay was removed from impaired waters in 2022 and that high density would reverse that progress. Colleen Warfield raised pedestrian safety concerns for children walking to Pilot Knob Elementary. Jason West noted increased traffic and road safety issues. Mike Tierney echoed stormwater and runoff concerns. Angela Fisher cited crime from nearby apartments and questioned traffic projections. Troy Carson worried about views and spillover traffic. Multiple others (including Bob Warfield, Ann Page, Farrokh Justus, Sarah Carson) reinforced similar concerns about wildlife, emergency access, and neighborhood character.
  • No public comments were made on Items A or C.

Discussion Items

  • Item A: Project Alpha (Ryan Companies) – Staff presented a request for a Planned Development Amendment and Preliminary Subdivision to build a 337,000-square-foot industrial building on 30.6 acres at 36xx Nasseff Way. The proposal included deviations for green space (24.9% vs. 25% minimum), building materials (class 1 materials concentrated on street-facing elevations), and parking lot screening. The applicant stated the building would operate 24/7 with 200 employees and 10 truck deliveries per day. No public comments. Commission voted unanimously (7-0) to recommend approval with conditions 1–38.
  • Item B: 1360 Lone Oak Road (Applicant: Dustin Nides) – Staff and the applicant presented a Comprehensive Guide Plan Amendment from Low Density (LD) to High Density (HD) on approximately 6 developable acres of a 17+ acre parcel. The concept plan showed a 100-unit, three-story apartment building with a density of 16.6 units per acre. Traffic analysis projected 600 trips per day (40 AM peak, 45 PM peak). Concerns about sanitary sewer lift station capacity were noted. The applicant argued high density would have less site impact than medium-density townhomes. After extensive public opposition, commission discussion focused on compatibility with surrounding single-family homes, environmental impacts, and infrastructure. A motion to approve failed 1-6; a motion to deny passed 6-1, with reasons: dissimilar neighboring zoning, environmental concerns, and infrastructure concerns. The recommendation of denial will go to City Council on March 3, 2026.
  • Item C: Livit Site & Structure (Applicant: Tim Johnson) – Staff presented a Conditional Use Permit to allow outdoor storage of landscape vehicles, equipment, and materials on two industrial lots at 3486 & 3500 Dodd Road. The permit would replace an existing interim use permit. Deviations were requested for surfacing (recycled bituminous aggregate instead of full asphalt) and a trash enclosure (chain-link with privacy slats). No public comments. Commission voted unanimously (7-0) to recommend approval with conditions, including options 8B and 9B (allowing recycled aggregate and no curb requirement). The item will appear before City Council on March 3, 2026.

Key Outcomes

  • Item A: Recommended approval of the Planned Development Amendment and Preliminary Subdivision (7-0); scheduled for City Council on March 17, 2026.
  • Item B: Recommended denial of the Comprehensive Guide Plan Amendment (6-1), citing incompatible neighborhood character, environmental harm, and infrastructure limitations; scheduled for City Council on March 3, 2026.
  • Item C: Recommended approval of the Conditional Use Permit with conditions (7-0); scheduled for City Council on March 3, 2026.
