Discussion Items
- Withdrawal of Blue Cross Blue Shield Development Proposal (Item J): Mayor outlined that Opus had withdrawn its application for a comprehensive guide plan amendment for 3535 and 3545 Blue Cross Road. He explained that the withdrawal means no further city action on that proposal; the application is no longer active. Opus may return with a new application. The mayor noted that the neighborhood had been involved in the process and expressed concern that proposed state legislation (introduced three times in three years) could remove future neighborhood commenting rights and city council approval authority for such developments. He characterized the withdrawal as a success of community involvement.
Key Outcomes
- The consent agenda was adopted unanimously (motion by Councilmember Fields, seconded). The exact vote tally is not recorded in the transcript but noted as unanimous with a voice vote.
- No other business was conducted. The meeting adjourned by motion.

So with that, um Ms. Ay look are there any changes to the agenda tonight? No changes, Mayor. Uh council changes up, the agenda is presented. Second. That's moved and seconded and for the discussion of the agenda. Seeing none, all in favor is gonna say aye. I and oppose nay. That motion carries. We have no recognitions and presentations tonight, so I'm gonna go right to our consent agenda, which is the bulk of our meeting. Uh are there any members of the public who are here on an item that appears in the consent agenda and wanted to see that item pulled for separate action or had questions on it. Um before we adopt the consent agenda. Are there any other items that we want to see pulled? That's right. Okay. Um for uh folks in the audience here, I just want to note that um item J is um acknowledging a withdrawal of a comprehensive guide plan for thirty-five thirty-five and thirty-five forty-four blue cross blue cross road. Um so uh what I want you to know is if you are here on that item, uh to put it in plain English, um that is the proposal that was heard uh about two weeks ago in these chambers regarding the Blue Cross Blue Shield headquarters property. Uh if you are here tonight um thinking that we might take some sort of action on that, uh we will not be. Uh and we will not be extensively discussing that proposal because the pr the petitioner, Opus, has withdrawn that application. What that withdrawal means is that the application and the concept that they talked about and brought forward is no longer active in City Hall and the council will be taking no further action on that proposal. What the next steps are going forward would be entirely speculative on our part. Opus has the right having withdrawn it to come back and to re-engage the process with a new application, and at that point it would go through the same process that the previous one did. If I'm not mistaken, Mr. Schultz, that previous concept proposal was heard by the planning commission. It was. And as we understand it, OPUS has some contractual relationship with the actual owner of the site. And they perhaps have exclusive rights to go forward. So it'll be a matter of how they negotiate that relationship. In both cases of the proposals on the site, what I think was particularly important is that the neighborhood around the area had the opportunity in both the planning commission meetings and in the city council meetings to comment on the nature of the proposal. Specifically, this one most recent one involved housing. That legislation hasn't passed the legislature, but it has been proposed three times in the last three years. What we've seen around Blue Cross Blue Shield is critically important to have neighbors and neighborhoods involved in the conversation about approval about development in their neighborhoods. Should this legislation pass and should it be adopted by the legislature in the future, the opportunity for the neighborhood to comment and for the city council in some cases to approve would go away. I think that would be sad. And I want to point out that I think Opus's withdrawal of the proposal is a success of the community being involved in that conversation. And I would hate to see that success go away should Opus or anybody else come back with an additional proposal for Blue Cross Blue Shield. So I want to just make those comments before we get into the consent agenda at this point. I think I'm fully informed folks uh on what's going on with this withdrawal. We'll be taking no actions on that proposal, and we'll be moving forward tonight on other business. Um does anybody else want to comment on that? For a motion. Councilmember Fields. To adopt the consent agenda as presented. Second. That's moved and seconded. Is there any further discussion on the consent agenda? Seeing none. All in favor, signal by saying aye. Aye. And opposed, nay.
