say something right here okay hello this is council member jan and hand um it is 3 p.m and i'm calling to order council committee b on january 20th 2026 um in attendance we have council president uh dosh we also have committee member council member chris and we have i believe as ex officio members correct me if i'm wrong uh council members pain and barnett yes and so with that um i'll call our meeting to order and we'll begin with committee business item two point one the amendment to island agreement between washd and the city of admins for highway 99 stage project three which will be presented by Mr Delilah and Mr.

House from the engineering department I see Bertrand good afternoon take it away uh first thing I want to let you know Mike apparently his computer just crashed so he might be a little bit delayed but we can uh I think we could probably still move forward just I know there's you guys uh there's a lot of other items I don't want you uh keep you guys waiting um so let me open up my uh screen so this is the uh amendment number one for the ILA agreement between wash dot and um I need no I need yours part of the highway nine authorization stage two project uh so as you see on my screen right here just to give you um a reminder of what was approved early last year as part of the uh initial ILA agreement so based based on wasta requirements uh we're required to include some complete streets items within this uh project and that's based on uh revised code of Washington 47 yep hi I can only see your black screen with all your icons instead of uh presentation okay let me start by that let me try again start with that i think erica that's what you were gonna say too yeah is it better now or still the same thing no we can say now good i apologize just to so let me repeat real quick so based on watch tit requirements we had to include some complete streets items as part of this project based on the RCW that's identified in your on your screen um and based on uh these are requirements and washtot is contributing they're they're completing some funding contributions to portion of these projects that are complete streets related as well as the overlay and that's for the I initial agreement it accounts for design as well as right away phases for the construction that'll be something as we make more uh detailed parts in the design phase or more detailed uh idea of how much it's gonna cost then we will we'll have uh another amendment maybe in uh a couple years to account for some construction funding uh from washtot um and it's so it's basically the overlay segment from 244 to 238 it is the reason they're paying for it is it's in their uh near term overlay schedule so since we're looking to complete this project in two to three years they're obviously um they're working with us to include that in the project and then in terms of complete streets elements that was the addition of bike lanes on both sides of the street initially was a pretty general um inclusion but now that we're moving forward in the design there's a little more detail that's the reason we need this amendment uh what they did notice when they looked at uh our design plans which are right now the 30 percent um is um that we want we want to have about we want to have the bike lanes as much as possible in the core there's gonna be time when there's gonna be there's existing buildings we're restricted on space so it's not possible but uh what they want is first uh in this segment of the project to include bike lanes uh through the intersection that means at 238 and 240 for 240th where there's an existing crosswalk there'll be a pedestrian crosswalk but then there'll also be a crosswalk for bike link for the bikers so they'll be separated uh there'll be two separate cross talks for the different modes of transportation uh that we see that will uh it does include that provides additional safety obviously compared to having uh a tight area that needs to be shared with the two modes of transportation due to the mainly due to this speed difference uh in order to do that there needs to be uh a couple uh there need the the left turn lanes and then the three lanes which were uh 11 11 feet prior to this amendment but now it's gonna be reduced to 10 and a half feet so that's a couple feet i mean there's um there's a total of seven lanes but you're gonna you're gonna gain some space from that and also uh the

Uh and that we see that will uh it does include it provides additional safety, obviously, compared to having uh a tight area that needs to be shared with the two modes of transportation due to the mainly due to the speed difference.

Uh in order to do that, there needs to be uh a couple uh there need the the left turn lanes and then the two lanes, which were uh 11 11 feet prior to this amendment, but now it's gonna reduce to 10 and a half feet, so that's a couple feet.

We have uh in our cross section, we have a seven foot planner strip that might have to get trimmed on as well.

But basically there is uh there's some design changes due to this addition, and then also the regrading since now the um the cross streets are gonna get the work's gonna be pushed a little bit further away from highway 99 because you're adding the additional crosswalk.

There needs to be some regrading work as well, um, especially on the east side of highway 99 where there's uh a a good drop, a good slope heading uh eastbound.

Uh and another addition is since I told you before there's two crosswalks, so there'll be you'll get um the pedestrian will have uh pedestrian, the pedestrian heads, which are the ones that are existing, but then there'll also be uh a bike head, which is it'll indicate when the bike is supposed to cross.

So there's these are uh additional items.

Um in order another thing that was identified in the um this amendment is there's a couple of design analysis documents we have to complete come complete for washdot that they'll need approve.

Uh and there needs to be reason revisions based on what we're identifying.

And just in conclusion, the um this addition comes out to approximately 136,000 additional contribute funding contributions from Washdot to complete the design and right of fake right-away phase of this project.

So it's going from about 1.3 million to about one point uh 1,450,000 roughly.

And just as a reminder, there is these are as we've talked about before, and as a reminder, um, this part is all is 100% funded with grant uh secured appropriations.

Um, when we were um exchanging emails about the agenda memo, I know we had set up the memos the way we did and asked for the changes this year, um, because uh that you know, wanting to be more transparent about budget impacts, and I appreciate the fact that it's um not a local source, neither one of the sources or local, but the agenda member only spoke to the increase in funds from WASDA, and there is an increase based on this ILA from the Connect Washington, also.

So when it does come back through, um, would it be possible for us to have the total amount of the 242157 that is represented in this amendment um as the total amount with both of those funding sources shown um under the funds instead of the way it came through for the committee?
