This is Councilmember Jen and I'm calling to order the Edmund City Council Public Safety Planning, Human Services and Personnel PSP HSP committee meeting on February 17th, 2026 at 4 30 p.m. We will start committee business with item 2.1, which is the park maintenance worker position conversion, the first reading and will be presented by Director Angie Fesser. Take it away, Angie. Yeah. Good afternoon, Council members. So I have a pretty straightforward request. We have been working very hard to increase our efficiencies in our operations. And one of the things in the past few years that have been a little challenging is our organizational structure within parks maintenance and how that operates. And currently we have a very broad design where many, many individuals are kind of reporting up through one person, and that's called a lead. And I'm asking to make a change to increase that efficiency without an increase in FTEs and minimal increase in budget. So I'm going to share a screen really quick because it's far easier to describe with a visual than verbal A. So can everybody see the screen okay? Yeah. Um not seen presently. Is anybody else able to view the screen? I see it just fine. Yeah, there might be another tab up at the top of your screen. Um Michelle Wani, are you guys able to see the screen? I can see it. I can see it as well. I don't know why mine isn't. Okay. Angie, please go ahead. I'm going to try to figure out what's happening to my view. Um, so as you can see here on the chart, this is just a map basically of our parks maintenance workers and kind of the chain of command and the efficiencies of how we do our operations. And as you can see, parks manager is kind of at the at the top of that. Um, and the parks lead, as you see in the middle of the screen reports up to the manager. But then our most of our parks maintenance workers um report and work daily with the parks lead in finding kind of what the work they're doing for the day, answering questions, um, dealing with a lot of the details during the day. In addition, we currently do not use an electronic work order system. So all of our work assignments are done verbally. And so when work is assigned, it's done verbally. When there are questions, when the maintenance workers are out in the field, it's phone calls, it's conversations whenever there's an issue or an item. So it's um it's kind of a log jam with the parks lead and all these parks maintenance workers reporting to or working through them to get work done during the day. So what I am proposing is to add a second parks lead position by eliminating an existing senior parks maintenance worker position. This is an individual we have on staff who um is being considered for the position. So it would be basically um promoting them up into a parks lead position, and the difference to the budget impact on that is about $5,500 for the entire year in salary. So it's minimal, we can absorb it in our budget. Um, and we will create a much efficient, much more efficient system with individuals now kind of dividing up and reporting up to those two leads up to the parks manager. Thank you. So I see questions from the committee. Please go ahead, Susan. Uh, let's see. Thank you. Um so Angie, it looks like this is simply a span of control problem that you're trying to address. Yes, absolutely. Chain of command and yeah, it's really inefficient the current system that we have. And by creating a second lead, we can now kind of break that group of uh 12 to 15 into two kind of separate units, then they each kind of work up through a lead for the work for the day. So it's more like six to one instead of 12 to one. That makes some sense. LTE is limited term employee.
