And the first item is uh the quarterly job order contracting report.

Uh this is the first time we've done this.

Um gonna be a busy year uh for job order contracting.

So just a quick update.

Um legislature allowed us to do this in 2019.

We adopted it in 2022, 2023 uh by amending our purchasing policy to allow job order contracting.

Um basically the parameters are will the project uh the use of job order contracting benefit the public.

Uh and pretty much the rapid, you know, deployment of uh project resources outside of project management uh shows a public interest.

So uh we're utilizing it to the best of our ability this year, uh trying to spend our bond money and uh knock down some of the deferred maintenance items that we've uh uh incurred over the years.

And so the actual project uh report here is in the uh since the beginning of the year we've assessed about 50 projects that uh we thought might work for job order contracting, and really 25 or 30 of those have uh turned out to be viable.

Um and thus far we've initiated 26 price proposals.

So uh that's just getting the the general pricing, kind of the not to exceed number on these projects uh before we really go into some more development and you know decide we're gonna execute these projects.

So we have a lot of projects on the table uh that may or may not be executed depending on uh availability of funds and whether or not we could execute it in in the fiscal year.

So um the division you know, we we we're supporting nine or ten different divisions departments uh with this work, which is great.

We're kind of spreading out the uh we have deferred maintenance everywhere.

So we're spreading out the uh the love on these projects uh and we're you know we're excited to finally really get our meet, you know, our hands into these projects and the meat of the the deferred maintenance and and really start making a difference.

So um on the in the agenda there's uh a list of the projects that we we've initiated.

And so, you know, in conclusion, the the program allows us to rapidly uh evaluate and get competitive costing for these uh for these projects, um, allows departments with or divisions without project management uh to perform projects.

Asked by Councilmember Eck about quality compared with low-bid contracting, Sullivan said JOC projects rarely produce change orders unless the city initiates them; prime contractors are selected through an RFP with pre-negotiated rates, may perform only 10% of the work, and the rest is subcontracted using the RS Means price book.
Chair Olsen praised the report, and the committee agreed to refer it to the full council as a receive-for-filing item.

City Hall Roof Replacement – Job Order Contract

Sullivan said the City Hall roof is at least 26 years old, near the end of a 30-year lifespan, and replacement is recommended three to five years early because of the building's critical role and available funding.
His initial estimate was $300,000; the JOC price proposal came in at $189,600. The roof is technically complex partly because about 20 HVAC units are located on it.
Olsen said she had considered deferring the work, but expected construction price increases of 16% per year and fuel/trip/delivery surcharges made early replacement the right choice. Eck agreed.
The committee agreed to place the contract on a future consent agenda for mayor approval.

Adoption of the Safety Action Plan

Transportation Engineer Bertrand presented the draft Safety Action Plan, developed with federal Safe Streets for All funding as part of a joint application with other agencies. The plan's Vision Zero goal is to eliminate traffic fatalities and serious injuries by 2040, with an interim 50% reduction by 2035 and formal progress revalidation every five years.
The plan used data analysis of the high-injury network, vulnerable road user high-injury network, corridor risk factors, equity metrics, points of interest, and public outreach. Outreach included farmers markets, an open house, and festivals during summer 2025.
Eleven projects were identified, including citywide signalized intersection improvements, downtown core unsignalized intersections, Highway 99 corridor projects, 76th, 228th, 100th, 220th, Puget Drive, 9th/Main, and SR 104 adaptive signal improvements. Bertrand said the projects are not prioritized and are eligible for upcoming Safe Streets for All grants.
Olsen expressed strong support, saying bikes and people deserve to share the road and that grants reduce the burden on city funds. She raised concerns about 84th, noting the 25 mph speed limit is not observed and pedestrians are close to traffic; she asked staff to advocate for Snohomish County to include the Esperance portion in its safety plan and asked whether the Edmonds portion could be added.
Bertrand responded that 84th was reviewed, but most of the corridor is in Esperance, speeds are low, and there is no serious-injury crash corridor in the Edmonds portion; the county is working on its own safety action plan, and he will follow up.
The committee agreed the plan should go to the full council as a presentation rather than as a consent item, so the city can apply for Safe Streets for All funding by the May 26 deadline.

Supplemental Agreement 4 – Highway 99 Revitalization Project, Stage 3

Bertrand presented a fourth supplemental agreement for Stage 3. New work includes preparing pedestrian crossing memos at three locations where pedestrian crossings are not allowed, and adding utility service connections from the joint utility trench/vaults to private property for PUD and communication lines.
Design is at about 30% and nearing 60%; the consultant fee proposal is still being negotiated. The project has no local funding, with costs covered by Connecting Washington and Move Ahead funds.
The committee agreed to forward the agreement to the full council consent agenda.

Supplemental Agreement 1 – Highway 99 Revitalization Project, Stage 4

The first supplemental agreement for Stage 4 includes complete streets and bike lane elements, stormwater design reports, WSDOT design analysis, driveway regrading, environmental site assessments, cultural resources work, right-of-way services, structural work on the tunnel under 220th for a second westbound left-turn lane, and underground utility/service connection work.
Fee proposals are still being negotiated. Funding sources include Connecting Washington, Move Ahead funds, a federal design/right-of-way grant, and traffic impact fees.
Olsen asked about impacts to businesses and whether alternatives had been explored. Bertrand said sidewalks would typically widen from 7 to 16 feet with planter, sidewalk, and bike lane, but would taper where buildings are close. An open house was scheduled for Thursday; there had been some pushback but generally positive feedback, and right-of-way discussions with property owners would intensify after the 60% design submittal.
Council President Michelle asked about the Dragon Tire Casino parking lot redesign. Bertrand explained that the second westbound left-turn lane at 220th requires widening on the north side because the building prevents widening to the south; retaining wall removal and parking/driveway redesign are needed, and the work connects to the Interurban Trail.
The committee agreed to forward the agreement to the full council consent agenda.
