and I am calling the meeting of the parks and public works committee to order.

I'm Vivian Olson, Chair.

Um, with me, we have Councilmember Eck, um, who's council member and the ex officium member, Council President Dutch.

And on staff, we have Director Fesser and um and City Engineer Mike Delilla.

And I think that looks like it.

And thank you to Deputy Clerk Emily Beadett for um putting this on for us today.

Um calling um art for our first order of business is the park impact fee, the interim ordinance extension.

And with that, we have Director Fesser presenting.

Good afternoon, everyone.

So this project is pretty familiar to this council.

Um, all the members of this council were involved with this last year.

In um last year, the state changed some RCWs about impact fees and how they are calculated.

And we as a city for our parks impact fees, the system we were using did not match any of the new options.

So we have to revise how those fees are calculated.

That was supposed to be done um by July of last year.

I believe it was the end of July.

Um, and we couldn't meet that deadline.

So we asked for um an interim ordinance to be put in place to do that work.

That work would need to be done by um July 22nd of this year, and we've made progress, but are not able to complete that work by that deadline.

So we're asking for another six months wholly finish this by the end of the year.

I do want to give an update to the work that has been completed.

First, we had a budget amendment on April 7th of this year to get spending authority to move into the project, which council did approve $60,000 for that.

Appreciate that a lot.

Right after that, um, we went through the process of selecting a consultant.

Burke is working with us.

We went through the purchasing policy process, selected Burke.

They are under contract and our kick off for the work to start formally is June 30th, so just in a couple of weeks.

And um the revised schedule was not actually put in the packet, but I will definitely have it in the packet um for next council meeting.

Um so the materials will be all enclosed with that.

Next steps include a public hearing with council on the 23rd of June.

So next week, and then um two weeks later approval consideration by council on the 7th of July.

So with that, I'm happy to answer any questions regarding this project and appreciate your consideration.

Angie, I really appreciate you sharing uh an overview of where we are at so far.

Work done to date.

I was gonna ask that very thing.

Other than that, I don't have any questions, and uh, thank you for your update and um I approve of this going to uh consent agenda.

Great.

Um I think uh my only question was about the sixty thousand dollar um budget amendment.

So that was only for the park impact fee that had nothing to do with the utility rates on that budget amendment that we're that you referred to.

Right.

So the spending authority for 60,000 was for the park impact fee study, which hasn't been updated since 2015.

So that's the work that goes behind the valuation of the parks assets for the whole city on which the park impact fees are based.

So it was it's kind of two twofold, and then Burke will also help us um create a recommendation for the revision to our city code to reflect that appropriately.

The contract that I do have with Burke is um about 45,000.

So we're looking like the project will come in less than even the spending authority that I asked for in the amendment.

So that's good news as well.

It certainly is.

Council President, did you have anything to add to this one?

So you mentioned that it hadn't been updated since 2015.

In this work, is there anything to help kind of make sure that maybe some more timely on the updates in the future?

It's it's always a recommendation for when they should be done.

It's more kind of on the administrative side of doing that and what that update looks like.
