The Parks and Public Works Committee convened on October 20, 2026 at 3:00 PM and adjourned at 3:15 PM. Chair Vivian Olsen presided, joined by Committee Member Chris Eck and Ex Officio Council President Michelle Dodge. Staff participants included Parks and Recreation Director Angie Fesser, Public Works Director Andy Riam, and engineering staff; Bill Sucallus from the Boys and Girls Club also attended. The committee reviewed four first-reading agenda items and unanimously voted to forward each to the consent agenda for the next regular city council meeting.
Angie Fesser presented the third lien placement on city property in support of the Boys & Girls Club’s new facility at Civic Park. The lien is required by a grant funding source and follows similar placements in September 2024 and October 2025. Councilmember Chris Eck expressed support after reviewing additional information from the club. Bill Sucallus provided a brief project update. Chair Vivian Olsen also expressed support, and the committee agreed to forward the item to the consent agenda.
Angie Fesser presented a contract amendment with Herrera for $23,957 to perform an aquatic survey required by the Washington Department of Natural Resources for buoy installation. The survey is needed to install six new safety buoys as part of the BUI project at the Dive Park, South Bracketts Landing Swim Area, and Olympic Beach Pier. Committee members acknowledged frustration with additional government requirements but supported the practical approach to avoid project delays. Chair Olsen noted that alternatives could be explored in the future. The committee agreed to forward the amendment to the consent agenda.
Staff (Ryan) presented the bid results for the pavement preservation project, which was rebid after the previous contract was terminated due to paperwork requirements. Seven bids were received, with Associated Paving as the low bidder at $994,000, resulting in savings of approximately $150,000 compared to the previous low bid. Councilmember Eck asked about potential issues with the low bidder; staff responded that no issues were anticipated but that coordination with WSDOT would occur before award. Chair Olsen requested clear documentation in the agenda memo if circumstances change. The committee agreed to forward the item to the consent agenda.
Staff (Ryan) presented a construction phase services amendment for $120,000 with the design consultant. The amendment ensures the designer is available during construction for request for information (RFI) responses, change orders, and material submittal reviews. Approximately $55,000 of the amendment will be covered by underspent design contract funds. Councilmember Eck and Chair Olsen expressed support, noting the amendment is standard and well-documented. The committee agreed to forward the amendment to the consent agenda.
Thank you. Good afternoon. It is 3 p.m. on October 20th, 19, I'm sorry, 2026. I'm Vivian Olsen, the chair of the Parks and Public Works Committee. And with me, we have Councilmember Chris Eck, who's the other member of the committee, and the council president, Michelle Dodge, the ex officio member, as well as being joined by staff director Angie Fesser and Bill Sucallus from the Boys and Girls Club. And it looks like we also have the public works director, Andy Riam with us in the chamber right now. So with that, we can go to the first order of business, which is the lien placement number three on civic park property for the Boys and Girls Club, new facility first reading parks and rec. Right. So good afternoon. This is the third time we've done this process with the Boys and Girls Club. We also did it in September of 2024 and October of 2025. It is in support of their new fabulous facility that is under construction right now, um located in Civic Park. But this is related to the ground lease between the City of Edmonds and the Boys and Girls Club of Snohomish County that was renewed in February of 2023. Section 4.4 addresses that any liens placed on city property obviously has to be approved by the city as well. So we're going through this process to formalize that. This is a requirement from one of the um grant funding sources for the Boys and Girls Club. It's very similar to the other two times we've been in front of council and it has had legal review. Councilmember Olsen has some great questions around that, and those were answered and a lot of information provided from Boys and Girls Club as well as um Sharon Kate's with Lighthouse. So pretty straightforward. Would appreciate this moving over to consent for next week, but happy to answer any questions as well as Bill is here for the Boys and Girls Club. Chris, did you have anything? Only to say after coming through this a couple of times, and then Angie, the additional information you provided. This makes sense to me. And I really did appreciate the information from Ken from the Boys and Girls Club as well. And Bill, we don't get to spend time with you on a regular basis. Is there anything else you want to share? Just about an update. Yeah, that's going to be awesome. Okay. Well, um, I'm fine with it going to consent, Chris. You don't object to that either, it sounds like. No, not at all. Okay. So that is the plan. Um, thank you very much, Bill, for being with us and for all your activities. Yeah, thank you.
